Tender for Capital Accelerate & Scale tech Superstars (CASTS) CEPS1116 Procurement Specialist

1. Background Capital Accelerate & Scale Tech Superstars (CASTS) is a part-funded European Regional Development Fund (ERDF) project. Managed by Capital Enterprise (Non contracting authority) along side delivery partners City University (CLU), University College London (UCL) and Greater London Enterprise (GLE). The CASTS programme will expand the provision of London's high quality accelerator programmes in order to generate more innovative tech and tech focused fast growth companies. CAST will also fill the present gap in provision for a specialist support service that will help these Tech SMEs to rapidly scale by providing expertise that will enable them to overcome technical challenges, and raise further private investment. CASTS will enable London to create and nurture 660 potential world-beating tech companies that collectively will raise over 30m in private investment and create over 450 new high value jobs. CASTS not only intends to help maintaining London accelerator ecosystem's level of excellence but also to build upon it in order to increase the number of places available for SMEs in London-based accelerator programmes and to intensify the support they can receive. The CASTS programme will build capacity and expand the provision of London's high quality accelerator programmes in order to generate more innovative tech and tech focused fast growth companies. It will invest in new Accelerator programmes in sectors such as Clean Tech ICT or Ed Tech, where demand is high and provide postaccelerator support to start-up alumni to reach scale and therefore create a pipeline of scalable tech start-ups. CAST will also fill the present gap in provision for a specialist tech support service that will help these tech SMEs to rapidly scale by providing additional tech scale up expertise that will enable them to overcome technical challenges, internationalise and raise further private investment through its Investment readiness and investment brokerage service. The project will provide a unique platform for tech businesses to share, and learn from, best practice, and acquire information about getting access to new business opportunities in fast changing markets both within London and internationally, as well as opportunities to showcase their products through business to business networks.

1.1 Contract Information This contract will be procured and managed by Capital Enterprise. Capital Enterprise is the membership body for deliverers of enterprise support services in London. It facilitates entrepreneurship via its 50+ (current) member organisations and through the development of new and innovative pan-london programmes. Our members provide support services to both pre-start and trading entrepreneurs and small business in all 33 London Boroughs. 1.2 Tender Specification The purpose of the tender is to appoint a procurement specialist that will carry out the procurement of the programmes layed out in this document. Below: Programme 1 Cleantech Accelerator Programme A programme that supports Cleantech SMEs, the programme can vary in length depending on the need and that leads selected start-ups through a series workshops and 1-2-1 advice sessions whilst simultaneously improving the SMEs offering to investors. The programme is free to participating start-ups and is part-funded by European Regional Development Fund via the CASTS programme. The aim is to help Cleantech start-ups based in London to prepare for high growth and scale up the programmes participating Business Angels and VC's including London Co-Investment Fund. In particular Managing the process to create the Tender and Tender Scoring Criteria to make sure they are compliant with ERDF regulations. (ERDF procurement ESIF compliance guidance note) ESIF-GN-1-001 available on.gov (https://www.gov.uk) website Create our procurement strategy and timetable and ensure we have

designed a fully compliant process; Manage the evaluation panel in terms of the evaluation of Tenders. This will include managing and guiding the panel on the methodology/process for evaluating Tenders; Assist the company with managing issues along the way, and in particular, technical queries and Q&A; and Assist with the various announcements that need to be made along the way Ensure that funds are insured by relevant and robust insurance. 1.3.3 Response Proposals addressing the bullet points above along with a proposed estimate of total project costs should be submitted via email to Nathan McNally Nathan@capitalenterprise.org. 1.4 Evaluation criteria The contract for the delivery of this tender will be awarded to one organization All tenders submitted will be formally scored by a tender evaluation panel. The tenders will be assessed by the below selection and award criteria. Please ensure that these are addressed within your proposal. 1.4.1 Selection Criteria Tenderers must prove their economic, financial, technical and professional capacity to carry out the work subject to this tender. Criteria: Category Technical and professional qualification/capability Specific criteria Previous experience of management of ERDF or other public funded funds. Track record in delivering compliant procurement Familiar with Uk Procurement Law Weighting 100% The above criteria are based on a pass or fall basis. Tenders unable to meet the above criteria will not be considered for award of contract assessment. 1.4.2 Awarding Criteria Capital Enterprise is looking for the best Value for Money bid. The contract will be awarded on the basis of the tender that is most economically advantageous. Criteria:
