DEPARTMENT OF PACIFIC AREAS Minutes Council of Administration December 4, 2010 Opening Ceremonies: Department Commander James Oden called the meeting of the mid-term Council of Administration to order at 0900, December 4, 2010 in Angeles City, Philippines. Opening ceremonies were held according to VFW ritual. Appointments: Officer of the Day Comrade K. Mitchell and Guard Comrade K. Michael. Distinguished Guests: Commander Oden briefly introduced the guest National Junior Vice Commander in Chief John Hamilton and Supreme District 15 Councilman William Wichmann and Past Supreme Commander C. Marty Ellingwood. Commander Oden invited them to speak under Good of the Order. Commander Oden introduced Past Department Commanders Kraus, Elliott, Milward, Carsley, Zaher, Wichmann, Keeley, Teets, Schaefer, Webber and Lyons. He also introduced Past Grand Commanders Wichmann, Prinz, Teets, Keeley, Swierzewski and current Grand Commander Humfleet. Commander Oden introduced Past National Council Members Elliott and Zaher. Commander Oden also introduced all active duty military that were present. The Roll call of Committee Chairman was made also. Rules of Order: Judge Advocate Wichmann explained the Rules of Order including voting and speaking privileges. MSP Minutes of the Incoming C of A: The Minutes of the Incoming Council of Administration meeting held on June 24, 2010, had been distributed earlier via e-mail and were approved as written. Audit Committee: Chairman Schaefer read the Audit Committee's Report including the QM records, investments, admin office and DSO. (Attachment A) Motion to accept was made, seconded and passed. Quartermaster s Report: Quartermaster Power spoke on QM matters and the Budget Report. (Attachment B) MSP Adjutant: Adjutant Keeley announced the following Non-Paid National Appointments: Deputy Chief of Staff Ronald D. Teets Post 9612 Asst. The following All-American Commanders/Quartermasters for the previous year were announced: D3 Commander Combs Post 10216 Commander Watson Post 10033 Commander Combs All-American streamer was presented to DPA Commander for previous All-American year. ADJ Keeley read the communication from CinC Eubanks rescinding the PAC Committee. Comrade or Family Member in Distress: District VII Post 9892 Comrade Harley was rushed to the hospital. Senior Vice Commander: Senior Vice Commander Hirshbein reported on membership (86.35%) and urged all Posts/Districts to motivate and encourage recruiting. A drawing was held to receive a $150 stipend for new life members and awarded to the following Posts 9985, 727, 9876 and 2485. (Attachment C) Junior Vice Commander: Junior Vice Commander Combs elaborated on the Community Service accomplishments. JVC Hirshbein also encouraged everyone to report all of their activities. He also discussed the Scouting Program and encouraged all to support. (Attachments L) Surgeon: Surgeon Higgins presented a written report. (Attachment M) Judge Advocate: Judge Advocate Wichmann presented an oral and written report. JA Wichmann discussed the changes to the Department By-Laws and Manual of Procedures and the Motorcycle Resolution/Policy Guidelines. (Attachment N) Service Officer: Service Officer Scalzo gave an oral report. Chief of Staff/Convention Chairman/Book: Chief of Staff Teets presented an oral report and written report. (Attachment O) Inspector: Inspector Prinz presented an oral and written report stating that we are on schedule to complete all inspections on or before February 2011. (Attachment P)

Jr. Past Department Commander: Adjutant Keeley read Jr. Past Department Commander Malott s written report. (Attachment Q) Buddy Poppy Chairman: Chairman Provencher presented a written report. (Attachment R) Americanism/Loyalty Day Chairman: Chairman Connor presented no report. VOD/PP/Teacher s Award Chairman: Chairman Bradford presented an oral and written report indicating that judging would be held on Guam December 13, 2010. (Attachment S) POW/MIA Chairman: Chairman Callaghan presented an oral and written report (Attachment T) National Home Chairman: Chairman Haney presented no report. Convention Book Chairman: Chairman Zaher presented an oral/written report on the Convention Book and the 2010 Convention. (Attachment U) 2011 Convention Chairman: Chairman Brazee presented a written report. (Attachment V) Historian: Historian Johnson presented an oral/written report. (Attachment W) Roving Ambassador: Roving Ambassador Mitchell presented an oral report. Clark Cemetery Chairman: Chairman Heilhecker presented an oral and written report. Upon completion, Post 10216 and 9951 presented checks for $100; Post 2485 presented $2,000 and National organization presented $3,500. (Attachment X) Typhoon Editor: Editor Malott presented a written report read by Adjutant Keeley. (Attachment Y) National Military Service: Chairman Swierzewski presented an oral and written report. (Attachment Z) Old Business: PDC Lyons spoke on the calendar raffle to fund a hospitality room at the National Convention. New Business: 1. SVC Hirshbein talked on a Department fund raiser. MSP to support 2. JVC Combs motioned to allocate $200 for a Boy Scout award. MSP 3. District III Commander Watson requested $156 for recruiting in Kunsan. MSP Good of the Order: 1. ADJ Keeley read letter from Tim Borland announcing his candidacy for Vice Chairman of the Western Conference. 2. Post 2485 Commander Chesko announced that Post 9555 donated $250 to Clark Cemetery.

3. Commander Oden discussed the upcoming convention to be held 12 16 June in Bangkok. The hotel that was booked last year Karmonee Hotel was not wanted by the delegates due to its location. Convention committee will attempt to find another hotel, but if there is a penalty, we will have to go back to this hotel. MSP 4. District V Commander Serrato spoke on Service Officer problems within Department and Pittsburg with the VA and informed all that the DAV has established an email address (davforeign.vbapit@va.gov) for those in the Pacific Areas. 5. District III Commander Watson announced his candidacy for JVC. 6. PSC Ellingwood thanked the Department and District V Commander for their work in the Service Officer position and thanked Comrade Hilliard for his assistance. 7. JVCinC Candidate Stroud thanked all for the warm welcome and spoke on the direction the VFW will be heading in the future. He thanked the active duty members for their dedication to our country and stated that we are in the business of defending freedoms defenders. He thanked the Department for its endorsement, encouragement and support. 8. JVCinC Hamilton was introduced and gave a vivid and informative speech on the current VFW situation and where it will be going in the future. He stressed the current military commitment and dedication and medical care that is provided them. He also spoke on how the PAC had divided our organization and how we need to be inclusive and not exclusive when making political decisions. Department Commander Oden addressed the group and thanked all that have assisted him this first half of the year. He thanked the PDCs, DPA Staff, District Commanders, Post Commanders and especially all the Department members for all their hard work. Commander Oden thanked all the Council Members for attending and congratulated host Post 2485 for their warm hospitality and for putting on a great Mid-Term Council of Administration. Adjutant Keeley reemphasized the use of the Department email system and reminded those that had failed to turn in a written report to please do so within the next week. There being no further business to come before the Mid-Term Council of Administration, Commander Oden conducted the closing ceremonies according to VFW Ritual. The next meeting will be the Outgoing Council of Administration Meeting prior to the Department Convention, June 2010 in Bangkok, Thailand. By order of: Richard A.
