Certify that the prices in the offer have been arrived at independently, without any consultation, communication, or agreement with any other offeror or competitor for the purpose of restricting competition. Page 2 of 6 SECTION 1: INTRODUCTION Chemonics Afghanistan Limited Management and Implementation Services is an international development firm that implements programs in Afghanistan for the United States Agency for International Development (USAID, www.usaid.gov). Chemonics implements several projects in Afghanistan. Chemonics would like to create a database of vendors which will be used for direct invitation to bid. The database will be updated at least once a year through public calls for information. The purpose of this RFI is to identify potential providers of the following services in Kabul, Afghanistan - Office supplies - Provision of bottled water - Transportation services - IT equipment and maintenance - Printing services - Security upgrades - Translation services - Travel agencies (sales of flight tickets, assistance with visa facilitation) - Top-up cards providers - Vehicle maintenance and fuel as well as collect information from interested companies regarding their ability to provide those and other services. Please note that companies may respond to either the provision of one service (e.g. office supplies), or multiple services (e.g. office supplies and provision of bottled water). The appropriate box should be checked in the RFI Data Call form (Annex A). Chemonics intends to release a Request for Quotation (RFQ) directly to those vendors identified through this RFI who meet the requirements listed in Section 3. Interested companies are invited to submit information in response to this RFI. Issuance of this request does not in any way obligate Chemonics or USAID to award a contract, nor does it commit Chemonics or USAID to pay for costs incurred in the preparation and submission of any response. By issuing this RFI, Chemonics does not express an intent, commitment, or promise to purchase any insurance or related services. Responses to this RFI will not be considered by Chemonics as offers to enter into a contract; this RFI is for information collection purposes only. SECTION 2: INSTRUCTIONS TO INTERESTED PARTIES Response submission: All responses to this RFI must be received via email no later than 5:00PM Kabul time on October 7, 2017. All responses must be emailed to rfi-coop@chemonics.com. Required information: Section 3 below provides details on the information that should be included in any response to this RFI. Please note that companies are not required to submit responses to all questions. However, interested parties are encouraged to submit as much information as possible.
Page 3 of 6 Questions and Requests for Clarifications: All questions and/or requests for clarifications regarding this RFI must be submitted via email to: rfi-coop@chemonics.com no later than 5:00PM, September 27, 2017. All correspondence and inquiries must be in writing and submitted via email; no phone calls, faxes, or in-person inquiries will be responded to. Questions and requests for clarification and the responses thereto that Chemonics believes may be of interest to other companies will be circulated to all RFI recipients who have indicated an interest in providing information. Pricelists and Descriptive literature: The interested bidders should provide the price lists for the items/services they provide. Descriptive literature (e.g., product brochures, product photos, detailed specifications) for available supplies and services is recommended to be included in responses to this RFI, as well as any additional information the responding company views as relevant. Eligibility limitations: Respondents to this RFI must be eligible under USAID Geographic Code 935. SECTION 3: MINIMUM QUALIFICATION CRITERIA: Company minimum qualification criteria include, but are not limited, to the following: 1. The company shall be regularly and continuously engaged in the business of providing services for which they are interested in bidding for at least three years (3) years; 2. The company shall have a valid business registration in the field for which they are bidding (note: since business licenses are general, the company should be able to present bylaws per Chemonics request to confirm their primary field of work) 3.
