DEPARTMENT OF SCIENCE AND TECHNOLOGY, GOVERNMENT OF INDIA & MINISTRY OF EDUCATION, SCIENCE AND TECHNOLOGY REPUBLIC OF KOREA INDO-KOREA JOINT PROGRAMME OF COOPERATION IN SCIENCE & TECHNOLOGY CALL FOR JOINT PROJECT PROPOSALS Proposals to be submitted by 5:30 pm (local time) on February 28, 2011 1. Introduction The Indo-Korean Joint Programme of Cooperation in Science and Technology facilitates bilateral cooperation between scientists and researchers from the two countries by way of joint R&D projects and technical missions. The Department of Science and Technology (DST), Ministry of Science & Technology of Government of India, and National Research Foundation of Korea (NRF), Ministry of Education, Science and Technology (MEST), the Republic of Korea, are the key agencies dedicated to the implementation of the programme in India and the Republic of Korea (South Korea). This Call for Proposals is to provide for every duly applicants the detail information and procedure about the bilateral cooperation program. 1

2. Potential Areas for Cooperation Department of Science & Technology (DST), Govt. of India and National Research Foundation of Korea (NRF), Republic of Korea invite Indian and Korean scientists / researchers to submit proposals for joint research projects in the following broad subject areas. Fusion between the two aforesaid areas is also suitable. 3. Eligibility Transportation Robotics & Engineering Sciences Nutrition & Food Safety Renewable Energy Chemical & Biochemical Technologies Health & Medical Sciences Material Science & Technology Water Resources & Environment Information Technology The Programme is open to scientists, engineers, institutions located in India or the Republic of Korea that are engaged in advanced research in one or more of the subject areas listed above. DST and NRF will conduct parallel review of the applications respectively based on the agreed criteria. TO BE CONSIDERED, project proposals must be submitted to both DST and NRF by 5:30 pm local time (respective to each country) on February 28, 2011. Proposals submitted to only one organization (DST or NRF) WILL NOT BE CONSIDERED. Project proposal must include the name of one Principal Investigator (PI) and a Co- Principal Investigator (Co-PI) each in both India and the Republic of Korea. The PI and Co-PI are responsible for submitting annual scientific and financial reports in order to ensure continued funding; each project will be funded for a period of three years barring failure to adequately report on or complete project activities. PI and Co-PI are also responsible for the technical and administrative coordination of their projects. PIs and other investigators should either be scientists, researchers, or faculty members regularly employed by government-recognized universities, academic institutes, or national research and development laboratories or institutes. Neither PI should be retired or planning to retire during the proposed period of the project. 2

4. Kind of support available for Joint Project: Basically, each selected project will be funded for a period of three years. However, projects of both sides must pass the annual evaluation in each country for continuation of funding. To facilitate the objective of the Project, the manpower cost, consumables and minor equipments, research expenses, project related visits of Indian and Korean researchers to the counterpart country may be supported. This funding will cover the following expenses in connection with a project: Support for research expenses; Expenditure by project team in their country would be borne by the respective country, i.e., DST would support expenditure on Indian side of the project whereas NRF would meet the expenditure of Korean side. Participating Indian institutions are responsible for expenses regarding equipment. Support for Exchange visit component: The sending side will provide roundtrip economy-class airfare to the relevant entry city of the host country as well as medical insurance. The receiving side will provide accommodation and living expenses, i.e., transportation including pick-up service to and from the airport, food, etc. Institutional Overhead: Institutional Overhead can be considered @ 10 % Research expenses and 5 % on exchange visit component.(indian side), Institutional Overhead will be determined in accordance with specific R&D program regulation of Korean government.(korean side) 5. Proposal Submission Korean and Indian applicants shall write a common application to be submitted to both DST and NRF. The common application must be written in English. Indian applicants for funding should submit completed application form and all relevant, clearly labelled attachments in a single email to the email address: rajivarc@nic.in to reach by 5:30 pm on 28 th February 2011. An email acknowledging receipt of the application will be provided to the applicant in 3-5 working days. They are also requested to send eight hard copies to DST by 10 th March 2011. It should be ensured that application with identical title has been submitted by his / her Korean counterpart scientist with NRF by due date (Indian side). 3

Korean applicants must submit one original and ten copies of the project proposal to NRF by 5:30 pm on 28 th February 2011. For Korean applicants, a separate application form written in Korean is also required. Please refer to call for proposals for instructions on completing the Korean-language proposal. (Korean side) 6. Assessment of applications All applications received by the notified deadline will undergo a peer review process and then be referred to an independent advisory panel for consideration and ranking. Applications must attain a positive rating to be considered eligible for funding. Joint selection of successful applications by DST and NRF will be discussed by the respective nodal agencies and informed by the rankings. Decisions are made by the India-ROK Joint S&T Committee will be final. ANNEXURE- A. Budget for Cooperative Research Project Budgets may differ per annum, depending on the content of activities, but the annual budget for the Korean partner shall be approximately XXX million KRW, in principle. Due to budget limitations of this programme, amounts will be adjusted per annum. B. Details of Support This programme is designed to support cooperative research activities for tangible research outputs; travel expenses and/or seminar/symposium organization can be also supported, with the precondition that the main research infrastructure is already ensured by each research group. C. Contract between Korean Applicants and NRF Support will be given according to a contract for commissioned research entered between NRF and universities, research institutions, etc. (hereafter referred to as institution ). The contract for commissioned research will be renewed yearly for the duration of the research project. However, renewal of the contract is contingent on proper completion of all administrative procedures related to the project. Hence, the PI should consult with the department in charge at his/her institution for further details on project funding renewal. D. Funded expenses The principal cost category includes personnel and direct project costs, such as equipments and consumables. All budget items must conform to the Specific R&D Program Regulation of the Korean government. 18
