Celebrations will be going on throughout our District and the Auxiliary will be needed. Please get your order request into POMS as soon as possible so we can activate them. Requested patrols at the last minute are sometimes very difficult to activate if POMS is down for maintenance, by requesting your orders early, time and frustrations can be saved. NEW OIC FOR STATION RIO VISTA: The new OIC for CG Station Rio Vista is BMC Robert C. Goley. He comes to us from Station Noyo River where he was assigned July 2004 and served as a Surfman Trainer and then as Executive Petty Officer. NEW OPS 8: Mr. Ken Frost, in the interest of simplifying our paper work, has created a new OPS 8. This new version will make life far easier and save a few more trees. The form will be available on the D11N Operations Surface page and also sent e/mail to all in the District for ease of availability. This form is to be completed and sent in with the Facility Offer For Use form, a copy is to be retained by the owner. Owners can add new names to the Coxswain list at the bottom and send to DIRAUX for entry into POMS when new Coxswains need to be added. PFD CONCERNS: There have been many voiced concerns over the upcoming (2009) changes in what we can and cannot wear for life jackets. This is off the surface operations page on the Chief Director s WEB Site. The main item to remember: All below is subject to change for the Auxiliary, but it is my responsibility to give you the current information. PFD Requirements ALAUX 006/08 1. The Coast Guard has recently announced a soon to be implemented change to its list of approved life jackets which all active duty, reservists, and many auxiliarists will have to comply with by June 1, 2009. The only life jackets that will be approved for purchase and wear in the

CG Rescue & Survival Manual after the compliance date will be ones that have been dynamic strength tested to 50mph. Not all Auxiliarists will be required to comply. 2. Only auxiliary surface facilities which can exceed 35mph will be required to comply with the new minimum floatation requirement by June 1, 2009. 3. All surface facilities that do not have the capability to exceed 35mph will be unaffected and may continue to wear currently approved PFD's including the float coat. 4. All of our pierside/shore based programs will be unaffected and may continue to wear the PFD's they have now including the float coat. 5. PWC's will continue with what they have been approved to use with no changes. None of the CG 50mph dynamic tested PFD's listed in the manual are for use with PWC's. Additional Notes - **IMPORTANT** 1. These requirements are not for the general public or for other government agencies. This is strictly an in house upping of standards to ensure our personnel are safe conducting increasingly dangerous missions utilizing more high speed assets than ever before. 2. The CG is not withdrawing approval for Inflatable Life Jackets. The Office of Boating Safety is merely removing many types it had listed in the Rescue and Survival Systems Manual as approved for purchase and wear by CG folks. It had about four inflatables listed and is now down to one. Again, this has nothing to do with the boating public or other government agencies This link gives the current status, (subject to change). http://cgauxsurfaceops.us/pfd-update.html PUBLIC SAFETY LIGHTS: I have attended a few Flotilla meetings and find the proper use of the Safety Light to still be in question. The below is taken out of the Operations Policy Manual (Chpt 4, page 24 & 25). Auxiliary vessel facilities may use the public safety vessel identification light while under orders in the following situations: When patrolling regattas and marine events. When helping Coast Guard forces in maintaining security zones during such events as shuttle launches and hazardous cargo transfers. When needed for brief periods of identification of the Auxiliary facility. These periods include helping a boat in distress locate the Auxiliary facility during a SAR case, warning boats away from a hazardous situation, or when SAR activity takes place within the boundaries of regattas, marine events, or security zones. An Auxiliary vessel may not display the public safety vessel ID light under the following circumstances: As a towing light During the prosecution of a SAR case, except as authorized above. Hope this helps, remember we use it whenever the CG requests us to turn it on (Fleet Week, KFOG Kaboom).

INLAND LAKES SAR CASE NUMBERS: This information was given in the April 2006 DSO report but many are asking the question again how to obtain SAR case numbers. "CASE Numbers: For all members who are not working directly with a Coast Guard Station or Sector and are unaware how to report cases please read the following: Always fill out your 7030 form, fill in the section that requests the information of the case and where it requests Case Number please put in your vessel ID number with a 001, the second case would be vessel ID number 002 and so forth until the end of the year and then start over in January. Please add all the information you can about the case on your 7030 and send the 7030 in with your reimbursement form. Please ask if you have any questions." Make sure you also fill out the CG-4612 SAR Summary and send a copy with the CG-5132 and ANSC 7030 forms. COMMUNICATIONS; The below link will give you all the current U.S. VHF Channels, a good thing to have on board or at your safe boating classses. http://www.navcen.uscg.gov/marcomms/vhf.htm NATIONAL RESPONSE CENTER CONTACT INFORMATION, FOR REPORTING OIL ON THE WATER: Do you ever wonder who to report to about oil in the water? Call the National Response Center at (800) 424-8802, the link to their WEB site is: http://www.nrc.uscg.mil/nrchp.html. The proper order for reporting a spill is to first call the NRC and make a report; then call the SCC (Sector Command Center) and your controlling Small Boat Station (if applicable) and relay to them the information you passed to the NRC and that you made the report plus log it in your radio log As all of you know, when the NRC (National Response Center) report is made the NRC kicks out a fax to a bunch of different agencies including OES and the SCC; the SCC takes this information and passes it to our Incident Management Division who investigates. The Sector, Station or other controlling agency may request the Auxiliary vessel remain on scene until a station asset or the IMD team can get out to investigate, in order to maintain "eyes on" the situation for the SCC. Good to have preprogrammed in your cell phone, or as a favorite internet location. REPORT TIME ON YOUR 7030: When you do a patrol and your ending time is the following day, or you trailer home and your ending time is the following day you need to have orders for each day and you need to fill out 7030s for each day, even if it is only to cover twenty minutes. POMS keeps tract of 24 hours, no more. This does not occur often but can truly confuse us when it does occur.
