PUR537 REQUEST FOR QUALIFICATIONS STATEMENT (RFQ) PROFESSIONAL ENGINEERING SERVICES FOR EVALUATION OF WASTEWATER TREATMENT EXPANSION ALTERNATIVES CITY OF ROCK HILL, SOUTH CAROLINA The City of Rock Hill (the City), South Carolina provides sanitary sewer service to more than 31,000 residential and commercial customers in Rock Hill and the surrounding area. The wastewater is treated at the City s Manchester Creek Wastewater Treatment Plant (WWTP), and it is planned that this existing 20-mgd plant will remain in operation and will continue to treat wastewater. However, the City of Rock Hill understands that future wastewater treatment capacity may be needed. Future wastewater treatment capacity may be provided at this facility or elsewhere at a new wastewater treatment plant that would be constructed by the City. The City is requesting a Statements of Qualifications (SOQs) from interested and qualified Professional Engineering Consultants for engineering services related to the planning-level review and analyses of alternatives for expansion of the City s wastewater treatment capacity to meet future growth of the City. The overall objectives of the study include the following: 1. Provide an orderly plan for increasing treatment capacity to meet future growth of the City. 2. Optimize the balance between the expansion of existing facilities, construction of a new facility, capital costs, constructability, and operational efficiencies. 3. Identify property acquisition requirements for additional wastewater facilities. 4. Integrate future capital requirements with the City s 20-year Capital Improvements Plan. PURPOSE The purpose of this Request for Qualifications is to obtain information about engineering firms for the completion of a planning-level study to review alternatives for expansion of the City s wastewater treatment capacity. The work is anticipated to begin as soon as possible, but no later than October 1, 2014. The information obtained will be utilized by the City of Rock Hill to evaluate each interested firm by utilizing the criteria outlined in this Request for Qualifications (RFQ). 1

Evaluate and discuss options for expanding wastewater treatment capacity at or adjacent to the City s existing Manchester Creek WWTP (the City currently owns approximately 70 acres surrounding the exiting WWTP) or at a new facility that would be constructed elsewhere. A comprehensive evaluation of the existing Manchester Creek WWTP is currently planned as a separate project. Should separate contracts be executed, the consultant performing this study shall coordinate the efforts with the other consultant to prepare the best overall plan for expanding treatment capacity. The analysis should include the following: Regulatory Considerations Identify viable treatment process(s) scenarios to provide additional treatment capacity and to meet future NPDES permit requirements. Odor Control Methods Real estate and easement requirements for the proposed facilities. Permitting requirements 3. Identify sewer collection and transmission improvements for the wastewater treatment alternatives including requirements for flow diversion between the existing Manchester Creek WWTP and a potential second WWTP. 4. Complete a financial analysis Prepare planning level capital cost analysis for each alternative. The analysis shall include wastewater treatment and sewer collection and transmission costs and associated engineering, permitting and property and/or easement costs. Prepare planning level life cycle cost analysis (capital and O&M) for each alternative. The analysis shall include both wastewater treatment and sewer collection and transmission costs. 5. Develop a matrix showing the benefits and drawbacks for each alternative, including economic and non-economic factors. 6.
