Mission & Impact Statements Mission To eliminate the illegal use and abuse of drugs and alcohol through educational programs and alternative opportunities which promote healthy living choices in Overton County, TN. Background The Overton County Anti-Drug Coalition (OCADC) has been in operation since January 2009, when several community leaders and other concerned individuals united in the effort to eradicate the illegal use and abuse of drugs, alcohol and tobacco in Overton County, particularly among the 14-25 year old population. From the coalition's establishment, members saw a need to support worthy, pre-existing anti-drug programs in the community, such as the SADD Club (Students Against Destructive Decisions) and the local high school's Project Graduation, as well as to develop and implement other programs and projects as needed. Prompting this cry for community action was the ever-increasing and alarming abuse of prescription drugs and underage alcohol consumption, which has resulted in needless fatalities, ER visits and other health and safety concerns among the county's youth. By increasing our efficiencies on youth substance abuse and adding more collaborative strategies in the community, the coalition has been successful in deterring prescription drugs and alcohol abuse in the community. Law enforcement officials confirm that Overton County youths are becoming more and more aware of substance abuse because of the work of the coalition. By March 26, 2009, a board of directors and six executive committee officers were put into place, and OCADC began the process of seeking funds to support anti-drug programs and activities in the schools and community. In August 2009, OCADC signed an MOU with the Community Anti-Drug Coalition of Jackson County, thereby accepting a statesponsored mentorship for guidance in assessing the community, developing a logic model and building infrastructure. On July 1, 2010, OCADC was awarded a $50,000 grant from the State of Tennessee Department of Mental Health and Developmental Disabilities. This allowed the coalition to contract a project coordinator and grant writer to aid in coalition capacity building and grant seeking. Also with these funds, OCADC was able to set up a small office in the county mayor's conference room, advertise in local newspapers and provide staff training. By this time, OCADC was approximately 30-members strong with community leaders and volunteers who continue to meet monthly. The main function of the coalition has always been to create awareness of substance abuse issues in Overton County and to increase the ability of the community to address those issues. OCADC's motto is Eliminating Drugs Through Education. Until November 2010, OCADC had qualified for tax exemption by using the Overton County Education Foundation as its fiscal agent, but has since obtained its own 501(c)(3) status. Since receiving start-up grant funds, OCADC has become a visible friend in the community. Flyers have been distributed in schools, local businesses and at several community events, including the local hospital's community health fair, National Night Out Against Crime, and a drug take back event in conjunction with local law enforcement. OCADC news stories and photos have appeared in local newspapers, and presentations have been made to local civic groups.
