OPERATIONAL PROCEDURES FOR MEMORANDUM OF UNDERSTANDING FOR AUTHORIZED PROVIDER PARTNERSHIP PROGRAM (AP3) BETWEEN THE CASUALTY AREA COMMAND AT FORT HUACHUCA, ARIZONA AND UNITED STATES VOLUNTEERS-JOINT SERVICES COMMAND 1. Training, Qualification, and Certification. a. To enter training for this program, USV-JSC members must have completed the requirements of USV-JSC DIR 1322.1 Section 4.2.4.1. b. In accordance with DODD 1300.15, the Casualty Area Commander (CAC) at Fort Huachuca will provide/arrange initial AP3 specialized Military Funeral Honors (MFH) training for USV-JSC trainers at mutually agreed upon times and places. c. The CAC will document the recognition of individual Authorized Provider Trainers. Documentation may take the form of a certificate or other appropriate record. c. The CAC Recognized Trainers of the USV-JSC are authorized to train USV-JSC volunteers and issue Certificates to its members. The counter signature on the Certificates of Recognition may be that of the cognizant Brigade Commander. The CAC Recognized Trainers may export the certification process across the Command nationally. d. The CAC will provide periodic training and inspection for Authorized Provider Trainers once qualified, in order to maintain professionalism and proficiency in the rendering of Military Funeral Honors. e. USV-JSC training personnel shall ensure that USV-JSC personnel comply with all requirements for program participation and execution set forth by DoD Directive 1300.15. CAC Recognized USV-JSC Trainers will provide training that ensures a professional, dignified and coordinated delivery of Military Funeral Honors in accordance with the ceremony standards and procedures established by the respective Military Service. d. USV-JSC members will be trained to augment Military Funeral Honors (MFH) details in one or more of the following: i. Firing party ii. Pall bearers iii. Flag folding party iv. Color guard e. Each volunteer who successfully complete the training will receive a MFHs Certificate of Recognition signed by the Secretary of Defense and the cognizant Bde commander. Each successful trainee will also receive the Honoring Those Who Served, Lapel Pin.
2. Procedures for Issuing USV-JSC Mission Number. The 9 th Bde Operations Officer (G-3) will coordinate with National Headquarters Operations Officer (J-3) to issue mission numbers to the CAC. The CAC will issue one mission number to the G-3 for each tasking of a USV-JSC Bde for augmentation of two person detail. These mission numbers constitute authorization to execute the requested mission and receive reimbursement in accordance with 10 U.S.C. 1491 (d) from funds (as available) established by Congress for AP3 support operations. 3. Mission Tasking. a. Command of USV-JSC forces is retained at all times with the cognizant Bde Commander. b. For USV-JSC to engage in a mission, a request will be made to the appropriate Bde G-3. c. CAC personnel may coordinate directly with USV-JSC personnel who are identified as primary support for the operation. The G-3 will provide the point of contact when additional coordination is required or requested. d. USV-JSC National Headquarters will provide CAC a list of authorized AP3 personnel and their phone numbers. e. While supporting this agreement, USV-JSC volunteers may: i. Assist in the establishment of similar programs in other CAC areas. ii. While performing under an authorized mission number, operate U.S. Government vehicles, to include owned, leased, and privately owned vehicles, as approved. iii. Develop and perform training assistance visits to organizations requesting classes on the AP3 program. iv. Be considered Government employees for the purpose of liability and workers compensation when augmenting an Armed Forces Military Honors detail in accordance with 10 U.S.C. 1588. 4. Briefing USV-JSC Volunteers. CAC will provide a pre-mission briefing to all USV-JSC volunteers for each support mission. The briefing should include mission chain of command, communication channels, operational limitations, safety, and debriefing.
5. Service Regulations Related to Purchase of Uniforms and Accessories by Authorized Providers in Military Clothing Sales Store. In accordance with DODD 1300.15 Paragraph E3.3, the CAC will assist Authorized Providers in obtaining the materiel and equipment required for a professional appearance and delivery of Military Funeral Honors. This will include access to military clothing sales stores or other sources of uniform items in accordance with statutory authority and Military Service policy. a. Army: i. veterans who are Disable American Veterans (DAVs) honorably discharged on 100% disability or Medal of Honor recipients can purchase Army uniforms. With proof, such as the DD Form 214, veterans in either category are entitled to purchase class A uniforms (including accessories), footwear, and undergarments through an Army Military Clothing Sales Store. ii. The CAC officer will make arrangements for other USV-JSC volunteers to purchase Army uniforms by contacting the appropriate Armed forces installation Adjutant to request exceptions. b. Navy/Marine Corps: i. Navy veterans and former Marines may call the Navy-Marine Corps Uniform Program in Chesapeake, Virginia, at (800) 368-4088 to begin the process of purchasing appropriate dress uniforms. Other uniforms are not authorized. ii. Navy veterans and former Marines will be asked to provide a DD Form 214 to gain admittance to the Navy or Marine Corps Exchanges for the express purpose of purchasing uniforms for ceremonial wear. c. Air Force: i. Veterans honorably discharged or separated from the Air Force under honorable conditions are permitted to buy selected uniform items authorized for active duty personnel from AF Military Clothing Sales Stores (MCSS) after obtaining permission from the installation commander or his/her representative. ii. Authorization to purchase AF uniforms by veterans is restricted to unique uniforms and accessory items required for a specific occasion; that is, the utility uniform is not to be sold to separated personnel needing a blue dress uniform. iii. Items commonly available from commercial sources, such as black socks, white underwear, handkerchiefs, black dress shoes, etc., are not authorized for sale to those separated personnel. i. The veteran must present discharge papers and other identification to the MCSS representative at the time of purchase as required by the installation commander. 6. Wearing of the Uniform.
a. Veterans, who were honorably discharged from the military, may wear their uniforms to funerals and other specific events, Please see DOD Directive 1334.1, Wearing of the Uniform. b. USV-JSC may wear a uniform similar to their former branch of service. The USV-JSC uniform will be differentiated from the various services by including a distinctive USV shoulder patch, pin, buttons, flash, and USV-JSC insignia. c. The guiding principle for the partners military funeral honors attire is that it shall be professional and appropriate for a funeral. The attire will be the USV-JSC uniform by branch of service as modified by 6 b of this MOU. d. The wearing of the USV-JSC uniform is prohibited under any of the circumstances outlined in DoD Directive 1334.1. e. Members of USV-JSC may wear their uniform only upon the following occasions and in the course of travel incident thereto: i. Military funerals, memorials, weddings, and inaugurals. ii. Parades on national or State holidays; or other parades or ceremonies of a patriotic character in which any Active or Reserve United States military unit is taking part. iii. When providing volunteer support to emergency service organizations. iv. USV-JSC briefing, training or other officially called meetings. 7. Military Facilities, Weapons and Blank Ammunition. a. CAC will, when appropriate, provide CAC identification to USV-JSC members for access to facilities at military installations. When necessary for the execution of operational activities, CAC will facilitate the issuance of identification to USV-JSC personnel to permit authorized access to controlled military areas. b. CAC will provide access to USV-JSC volunteers who serve as point of contact for AP3 activities. c. The CAC will provide USC-JSC volunteers office and ground space for training at military installations. d. The CAC will refer Authorized Providers to the appropriate point of contact within the Army Material Command for the express purpose of acquiring ceremonial rifles and blank ammunition to augment a military funeral detail with a firing party. 8. USV-JSC Recording and Reporting Procedures. a. USV-JSC will utilize its normal chain of command when supporting CAC in MFH
operations. The CAC will coordinate with the Bde G-3 when employing AP3 personnel on a mission. b. Bde G-3 or designee and National HQ J-3 will obtain quarterly reports from the CAC on USV-JSC AP3 support activities and results (as they become available). 9. Reimbursement a. AP3 volunteers may be reimbursed for expenses incurred while performing MFHs. The reimbursements will include gas used, parking, tolls, ferry, and occasional meals. b.
