Agency Orientation (Internal) Create a University Police Advisory Committee to students, faculty and staff comprised of a cross section of the campus, charged with the responsibility of advising the University Police Department on campus climate issues; improving the existing lines of communication with those having a vested interest in campus safety and security; and helping to develop future security priorities. Recommended that the committee meet up to three times per semester, but no less than twice per semester. Conduct regular cultural diversity education for UPD personnel. Consider establishing a partnership with the Office of Equity and Campus Diversity and appropriate student and academic departments to conduct these education sessions. Consider resources such as the U.S. Department of Justice's Community Relations Service to assist with these sessions. President Conway-Turner appointed members to the Community Policing Advisory Committee (CPAC) which held its first meeting on 3/11/15 and a second meeting is scheduled for 4/15/15. UPD is researching the appropriate cultural diversity training with the assistance of Dr. Karen Clinton Jones and the Commissioner of University Police. 3. Conduct a survey of faculty, staff and student perceptions, attitudes and opinions on campus safety and security. The survey should evaluate overall Department performance; community concerns over campus safety and security; and community recommendations and suggestions for improvement. This survey could be conducted annually, but should be conducted at least every three years. Conduct a thoughtful and frank facilitated dialogue between the UPD and judicial affairs to clarify the differences in orientations and seek common understandings. Require regular meetings between the UPD and judicial affairs to share information. A survey is currently in development by Communication Professor Smith as part of a class project. The proposed survey will be reviewed by the CPAC, UPD and appropriate campus officials. A meeting facilitated by Vice President Payne was held on 6/10/14. There have been no subsequent meetings to address the concerns. CPAC, Chief Carey, Assistant Chief Pedlow and appropriate campus officials. The Chief of Police has attended Campus Safety Forum meetings in the past and will continue to attend meetings. Operational Strategy Work with internal and external partners to develop a strategic patrol operations plan that is aligned with the goals and objectives defined for the UPD by the senior leadership of the college. Consider alternative options to UPD officers being required to lock college buildings. Develop benchmarks for success to determine the effectiveness of existing patrol operations. Conduct crime prevention, community policing and problem solving training for all department personnel. UPD welcomes the opportunity of reassigning the opening and closing of campus buildings each day to better serve the campus community. All UPD Officers receive crime prevention, community policing and problem solving training in the police academy. Additional training opportunities are being explored with the police academy and other training providers. Assign UPD patrol officers "ownership" of various areas of the campus where they would become the liaisons (community police officers) between the UPD and that area (e.g., Residential Life, Student Affairs, Judicial Affairs, Student Government, multipurpose athletic complex, etc.). UPD has longstanding relationships with the areas of the campus listed and many more. UPD is exploring staffing and scheduling options for the assignment of specific officers as liaisons. Consistent short staffing concerns in UPD compromises these efforts. 10. 11. 12. 13. Continue the partnership with the Erie County Crime Analysis Center and the New York State Division of Criminal Justice Services for crime analysis. Consider creating additional supervisory positions within the UPD or in the alternative formalize a chain of command structure that identifies supervisory responsibilities in the absence of shift commanders. Crime Prevention, Community Policing & Community Engagement Conduct an evidence-based review of all UPD crime prevention programs to determine the effectiveness of each. Consider replacing those programs lacking successful outcomes. UPD has extensive crime analysis resources within our records management system, as well as in partnership with Erie County Central Police Services, Erie Crime Analysis Center and the NYS Division of Criminal Justice Services. Additional police supervision is critical to the implementation of community policing initiatives and the operation of UPD. NYS Civil Service rules and the labor contract prohibit the assignment of supervisory responsibilities to non-supervisory personnel. UPD welcomes an evidence based review of crime prevention programs to determine the effectiveness and looks forward to the direction of the CPAC in conducting the review. Engage all available crime prevention expertise within the department to develop strategies, information and presentation tools for the community, based on the results of the preceding. Develop template presentations (easily adapted for special topics) that can be quickly learned and delivered by any officer with the requisite training and certification to educate and inform stakeholders about all hazard response best practices. UPD welcomes the assistance and direction of the CPAC and the campus community in developing community involvement initiatives and crime prevention programs. The training Lieutenant (Lt. R. The Emergency Response Planning Group (ERPG) is responsible for the SUNY Buffalo State Emergency Response Plan. UPD is a member of the ERPG, but does not have the expertise or responsibility for all hazard response best practices to implement this recommendation.
