Emergency response plans adopted by a constituent institution of The University of North Carolina, a community college, or a public hospital as defined in GS 159-39 and the records related to the development of these emergency response plans are not public records as defined by GS 132-1 and shall not be subject to inspection and examination under GS 132-6. This plan is modeled on the format of the Wake County Emergency Management Emergency Operations Plan (EOP) as of September 2012. The following sections referenced in the Wake County EOP are omitted from this Plan. LETTER OF PROMULGATION

APPROVAL AND IMPLEMENTATION This plan supersedes all previously dated versions of the NC State Emergency Operations Plan. The transfer of management authority for actions during an incident is done through the execution of a written delegation of authority. This procedure facilitates the transition between incident management levels and outlines any specific limitations to that authority. The NC State University Emergency Operations Plan delegates the Chancellor authority to specify the following line of succession for a major emergency or disaster: 1. Associate Vice Chancellor of Environmental Health and Safety 2. Chief of Police 3. Designee Chancellor, NC State University

STATEMENT OF APPROVAL The undersigned agree to the responsibilities assigned to their organization in the North Carolina State University Emergency Operations Plan. EXECUTIVE SUMMARY The NC State University Emergency Operations Plan ( The Plan ) provides the organized management system for NC State to follow during emergencies. It is designed as a flexible system in which part or the entire Plan may be activated, as appropriate to the situation. The Plan provides an organizational structure and procedures for the management of information, activities, and operations during an emergency. As required by GS 132-1.6 and UNC General Administration, NC State University maintains programs in prevention of, preparation for, response to and recovery from natural or man-made disasters. The Plan follows the format outlined by the Wake County Emergency Management Plan. Recognizing potential hazards and managing their associated risks are major components of emergency planning. The University has established policies, procedures, and guidelines to respond to emergencies to minimize their impact and duration. An emergency is defined as a sudden or unexpected occurrence or combination of occurrences that may cause injury, loss of life, destruction of property, or the interference, loss, or disruption of normal business operations that poses a threat to the campus community. The Emergency Operations Plan (EOP) establishes a framework of policy and guidance for University preparedness, response, recovery, and mitigation. It also supports Business Continuity and Disaster Recovery Plans, establishing a framework to coordinate specific plans and procedures maintained by individual departments or divisions to enable a campus-wide approach to incident mitigation and resolution. The EOP consists of a Basic Plan supplemented by functional and situational Appendixes. The basic Plan recognizes the content and role of existing plans, identifies potential hazards to the University, and establishes the general organization and function of the Emergency Operations Center.
