ROLE DESCRIPTION Job Title: Remuneration: Time Commitment: Function/Area: Responsible to: Responsible for: Main Base: Tenure: Substance Misuse Clinical Lead London Borough of Islington 300 per session (a session is considered 3 hours) Variable but approx. 1x session per month London Borough of Islington Islington Public Health N/A 222 Upper Street, London N1 Initially fixed term for 1 year ROLE SUMMARY The Clinical Lead will provide clinical support and direction to the substance misuse team within the London Borough of Islington s Public Health department. The clinicians input will help ensure that: LBI commissions the highest quality treatment service with a view to securing the best possible outcomes for service users within the resource allocation and that maintains a consistent focus on quality, integration and innovation; The voice of local clinicians is heard and the interests of users of treatment services and the wider community remain at the heart of discussions and decisions about drug and alcohol treatment; Public Health acts in the best interests of the health of the local population at all times; Local partnerships that contribute to the achievement of the strategic aims of the clinical area are developed. GENERAL Demonstrate commitment to continuously improving outcomes, tackling health inequalities and delivering the best value for money for the taxpayer;

Embrace effective governance, accountability and stewardship of public money and demonstrate an understanding of the principles of good scrutiny; Demonstrate commitment to clinical commissioning, the local authority and to the wider interests of local health services; Bring a sound understanding of, and a commitment to upholding, the NHS principles and values as set out in the NHS Constitution; Demonstrate a commitment to upholding The Nolan Principles of Public Life along with an ability to reflect them in his/her leadership role and the culture of the LA; Be committed to ensuring that the organisation values diversity and promotes equality and inclusivity in all aspects of its business; MAIN DUTIES AND RESPONSIBILITIES To provide clinical expertise and guidance in relation to substance misuse. To attend and contribute to relevant meetings for the clinical lead area. Undertake any necessary preparation and pre-reading prior to relevant meetings and post meeting actions. To support the identification of gaps in service provision and to assist Islington PH to work with partners to bridge the gaps To ensure compliance with relevant Department of Health and NICE guidance and requirements. To ensure that substance misuse care in Islington is service user focussed, quality based and supports the achievement of improved health outcomes for service users. To develop close and effective working relationships with all relevant stakeholders to promote health improvement and integrated services across the substance misuse and social care landscape. PERSONAL DEVELOPMENT Clinical Leads are expected to undertake an annual appraisal to review progress and work streams and identify learning needs and key objectives relevant to the role. Successes and challenges in the role also be reviewed. A personal development plan will be agreed and kept updated. Attendance at bi-monthly clinical lead evening meetings is expected as part of the role. These are usually on Wednesday evenings 6:30-8pm.These provide peer support for the role and facilitate collaboration and cohesion with the CCG s objectives and vision.

CPD events relevant to the role may be agreed with the Clinical Director. Financial support to pay for CPD events is available and subject to funds. Time taken to attend educational events is usually to be taken within the allocated sessional commitment. These responsibilities are not exhaustive and there may be other requirements though these will be agreed with reasonable time commitment.

PERSON SPECIFICATION Job Title: Clinical Lead Islington Clinical Commissioning Group This is a specification of the qualifications, knowledge, experience, skills and abilities, that are required to carry out effectively the responsibilities of the post (as outlined in the role description) and forms the basis for selecting a candidate. REQUIREMENTS ESSENTIAL DESIRABLE Assessment A, I, P A EDUCATION AND QUALIFICATIONS Qualified and currently registered as a GP, Nurse or Clinical leadership training AHP (e.g. pharmacist) MRCGP Practising as a GP, Nurse or AHP with a provider of primary medical services to a registered list of patients under a General Medical Services, Personal Medical Services or Alternative Provider Medical Services contract whose premises is situated within the geographical boundary of the Local Borough of Islington. Other relevant post graduate qualification KNOWLEDGE Local and national health service strategy policy development and implementation Local health Commissioning Clinical leadership theory and practice Commissioning and budget management Public health I EXPERIENCE Currently working in a GP practice in a relevant health professional role, in Islington, for at least 2 sessions a week Has been in a leadership role Social care experience Negotiation of health service contracts Involvement in practice based A I
