REQUEST FOR PROPOSALS (RFP) For Engineering Services City of Grandview, Missouri The City of Grandview is seeking the services of qualified consultants to perform civil and structural engineering and related professional services for the design of replacement structure(s) of an existing double pipe culvert under Raytown Road. The project requires a consulting engineering firm capable of providing for any necessary survey, development & evaluation of alternative designs, understanding & conforming to the MoDOT LPA requirements, recognizing & applying for necessary environmental permits, engaging public involvement, design of structure(s), roadway, pavement markings, and permanent signing meeting requirements of both MUTCD and PROWAG, creation of a work zone traffic control plan, preparation of design plans, specifications, & related contract documents and construction administration support. Design plans include preliminary, right of way (if necessary), and final design. Construction inspection services are not considered to be part of this solicitation. Proposals will be received until 4:00 p.m. local time on November 17, 2017, at the City of Grandview Public Works Department, 1200 Main Street, Grandview, Missouri 64030. Late proposals will not be considered. There will be no formal proposal opening. The complete 12 page proposal packet and copies of the 1980s Raytown Road culvert plans in pdf format may be downloaded from http://www.grandview.org/work/publicnotices or by contacting the City of Grandview Public Works Department at (816) 316-4838, or sjones2@grandview.org. All proposers are required to comply with the relevant provisions of Missouri Revised Statutes and the Grandview Municipal Code. The City of Grandview reserve the right to (1) reject any or all proposals if it is in the best interest of the public to do so, (2) postpone award of the contract for a period not to exceed ninety (90) days from date of proposal opening, and (3) waive informalities in the proposals. SECTION 1 GENERAL INFORMATION 1. SUMMARY OF REQUEST The City of Grandview is seeking the services of qualified consultants to perform civil and structural engineering and related professional services for the design of a replacement structure for an existing double pipe culvert under Raytown Road. The existing culverts carry storm water from the drainage area east of I-49 that extends from the north City limits to Harry Truman Drive and flows into the Longview Lake reservoir at the lakes west side. The double pipe culvert supports four lanes of Raytown Road and a Jackson County Parks trail on the culverts east end. The double pipe culvert to be replaced is approximately 1000 feet south of the intersection of Raytown Road and Harry Truman Drive. The double pipe culvert is showing signs of settlement. The City seeks to establish a short list of consultants that appear to be the best fit for the project. It is the City s intent to develop a short list of two qualified individuals and/or firms to be further evaluated. Following the City s selection of the firm that best meets the needs of this project, the City will negotiate a project specific agreement. The agreement will identify the type of services, work scope, fee, and terms of payment for services. If the City is unable to negotiate a contract with the successful consulting firm, or if the firm fails to execute the Contract within ten (10) days after award of the proposal, then the City will interview the next most qualified consulting firm. This procedure will continue until a contract is reached. SECTION 2 NATURE OF WORK 2. PURPOSE The existing roadway double pipe culvert was constructed in the early 1980s. It carries storm water from the drainage area east of I-49 that extends from the north City limits to Harry Truman Drive and flows into the Longview Lake reservoir at the lakes west side. The double pipe culvert carries four lanes of Raytown Road and a Jackson County Parks trail on the culverts east end. The streams and Longview Lake are Corp of Engineers (COE) regulated waterways and the culverts, roadway and trail are on Corp of Engineer property. Jackson County Parks manage Longview Lake and associated Longview Lake Park. Therefore, design and contract documents produced by the selected consultant will require the approval of these agencies as well as City of Grandview staff. Additionally, The City of Grandview intends to acquire Surface Transportation Project funds to reconstruct or replace the deteriorated pipe culverts under Raytown Road with new bridge(s) or culvert(s). Therefore, design and contract documents must comply with the MoDOT Local Public Agency (LPA) Manual and will be reviewed by MoDOT Program staff. The City of Grandview is responsible for replacing the structures to ensure four lanes of Raytown Road are available. The City is not responsible for the design and construction of the Jackson County Parks Trail and structure. However, the City has no objection to the possibility of Jackson County collaborating with the City, or independently with the City s consultant, toward the production of design, contract documents, and construction required to reestablish their trail. However, for the purposes of this solicitation, the scope only includes structure(s) to reestablish four lanes of Raytown Road. 2.2 DESIGN CONSIDERATIONS The following are items that must be considered and/or accomplished as part of this project: A. An evaluation of the structure replacement with bridge(s) and culvert structure(s) and a recommendation of replacement structure type, as well as the development and production of detailed design and construction documents for the replacement structure(s) and the reestablishment of Raytown Road roadway. B. The goal of construction of the project within the existing right of way (COE lease area) of Raytown Road. C. It is anticipated that construction inspection of the project will be performed with consultant services, there will be a separate future solicitation for those services. The design consultant engineer will be expected to participate with the City and Page 4 of 15

other consulting firm(s) to resolve construction issues, including construction claims, as needed. D. The project design and construction in accordance with Missouri Department of Transportation and the Kansas City Metro Chapter of the American Public Works Association standards. The consultant shall use City provided contracts and forms, as well as the MoDOT LPA Manual, as the base or template for the construction contract. 2.3 CIVIL ENGINEERING FOR TRANSPORTATION INFRASTRUCTURE Transportation Planning and Engineering infrastructure projects often require one or more civil engineering disciplines to address all project needs. This category is intended to typically fulfill the prime consultant role in delivering complex transportation infrastructure projects that may include drainage, water and sewer facilities, structures, and other unique project features. Work tasks may include, but are not limited to, the following: 1) Project Management a. Work Scope and proposal development. b. Preparation and maintenance of the project schedule, including adding and managing staff, sub-consultants (such as land survey, geotechnical, wetlands, or other specialized consultants), and other resources as needed to meet scheduled milestones. c. Monthly progress reports and analysis of cost versus progress as established by MoDOT LPA manual criteria. d. Scheduling and staffing project team meetings during both design and construction phases, including preparation of agendas and meeting notes. 2) Planning and Engineering a. Research as-built records and other historical data. b. Gather field information and other data, including utility locations, and other salient features. c. Coordinate and evaluate subsurface utility investigation services to verify existing utility locations and identify potential utility conflicts. d. Provide geotechnical studies to evaluate existing roadway or foundation conditions. e. Conduct field surveying that includes collecting topographic information and locating and referencing any survey monumentation endangered by the project. f. Conduct environmental studies to evaluate impacts of a project on existing areas, including air quality, noise, wetlands, streams and rivers, threatened and/or endangered species or natural resources. g. Assist in writing and obtaining permits. h. Evaluate alternative structure types, develop high level estimates, and provide justification for a structural replacement type recommendation. i. Prepare preliminary design(s) that may show structures, roadway and existing utility configuration and rights-of-way location, including reports, traffic analysis, supporting data, survey information, and preliminary construction cost estimate(s) for recommended alternative of structural replacement. j. Prepare preliminary hydrology and/or hydraulics reports. k. Revise preliminary design as appropriate following the City s review. l. Submit preliminary engineering plans to City for review. m. Participate in public meetings, to include preparation of graphics and visual aids, and assistance in the presentation of design concepts to neighborhood groups, advisory committees, City Council(s), and the general public. n. Re-establish centerlines and benchmarks. 3) Right-of-Way Plans a. Review and correlate Title Reports provided by client for their content and completeness. b. Research and field locate monuments, Land Section Corners and physical evidence to assist in the preparation of the Ownership Map. c. Prepare existing Ownership and Right of Way base map into a single AutoCAD/MicroStation file by utilizing Title Reports (provided by client), Recorded Plats acquired from the County Courthouse and processed field data. d. Prepare Survey descriptions for the proposed Right of Way and Temporary Construction Easements necessary to construct the project. e. Preparation and review of the survey exhibit maps outlining the Right of Way and Temporary Construction Easements necessary to construct the project. The survey exhibit maps will be prepared according to Design consultant Standards and created as a black and white plot. One survey exhibit map will be prepared for each parcel along project limit corridor. The survey exhibit maps and survey descriptions will be utilized for acquisition process by others. f. Prepare right-of-way (60% design) plans showing the following information for each property: i. Name of the property owner ii. All land survey lines and property lines iii.the parcel number iv. The area of each type of right of way (controlled, normal access, etc.) to be acquired v. The area and type of permanent easements vi.the area of temporary easements vii.area of land remaining after new R/W acquisition 4) Final Design a. Prepare final engineering plans. Page 6 of 15

b. Prepare construction specifications, including contract special provisions and supplemental standard specifications for construction contract documents. c. Prepare right-of-way survey maps, right-of-way descriptions, parcel maps, and additional information needed to purchase right-of-way. d. Submit final plans, survey construction notes, staking details, traffic plans and signal design, and other documents to the City for review and approval. e. Prepare permit applications as appropriate for a specific project, including City land use applications. f. Attend land use (if needed), utility meetings, pre-bid, and preconstruction meetings. 2.4 CONSULTANT S WORK PRODUCTS Consultants shall submit work products to the City that may include but are not limited to the following: A. Property descriptions for right-of-way acquisition, including easements, in both hard copies and Microsoft Word format. B. Preliminary and final plans, reports, exhibits, and other information on paper, compact disk, and hard copy reproducible media as requested by the City. C. Construction drawings in both a 22 x 34 format and a reduced 11 x 17 format, on paper and reproducible media. D. Survey maps and placement of monuments as required by the City. E. As-built record drawings, on paper, compact disk, computer disk, and hard copy reproducible format as requested by the City. F. Project files, including permits, correspondence, memoranda, telephone logs, inspection reports, and testing results. G. Environmental and/or land use permit applications. H. Complete permit applications from other agencies. I. CPM schedule and work phasing plan 5. SERVICES TO BE PROVIDED BY THE CITY Page 7 of 15

For projects contracted directly with the City, the City will provide the following services: A. Provide a project engineer/manager who is responsible for overall project management and will provide coordination between the consultant and the City. B. Establish the work scope and design parameters for each project, including related standards. C. Make available mapping and design information previously developed. Note: The existing plans for Raytown Road are available on the City website at http://www.grandview.org/work/public-notices or through the Public Works Department at 816-316-4838 upon request. The pdf of the existing plans are 130 MG so a flash drive will need to be provided to City staff if you want to pick up an electronic version of them from City Hall. Please call before arriving at City Hall to ensure someone is available to help you. There is more information and sheets on these existing plans than is necessary. However, Grandview Public Works did not want to assume any plan information was not relevant so we are providing the entire file. The existing culverts are between station 51+50 and 52+25 of the existing plans. D. Make available survey control data, if available, to establish road centerline. E. Make available guidelines, policies, and regulations to be used in review and/or developing design. F. Submit applications to the State and/or County for required permits. (Note consultant will prepare and may be requested to submit the applications.) G. Maintain records and process payment requests. H. Provide the base or template provisions for the construction contract to which the consultant shall add terms and conditions unique to the project. I. Legal review of all contracts, bid forms, and real property conveyances. SECTION 3 PROPOSAL INSTRUCTIONS 3.1 MINIMUM PROPOSER QUALIFICATIONS Page 8 of 15

Proposers must meet all of the following minimum qualifications to be eligible to respond to the RFP and to enter into a contract: A. Be duly licensed and certified to perform the professional services offered by the proposal. B. Utilize computer equipment, software and systems compatible with current City computer equipment, software and systems. The selected consultants computer services and submittals must be compatible with current City of Grandview equipment. The City of Grandview has largely converted to the Microsoft 2016 environment and use the following software: Word processing with Microsoft Office Word 2016. Financial tracking and other spreadsheets with Microsoft Excel 2016. Computer aided drafting (CAD) with AutoCAD 2017. Submittals must be in.dwg format and include all reference and plotting files. Please note that submittals to MoDOT may require the use of MicroStation drafting software. Geographic information system (GIS) with ESRI ArcGIS 10.2. 3.2 PROCEDURE FOR PROPOSAL SUBMITTAL A team approach may be used to submit a proposal for this project. 3.3 GENERAL REQUIREMENTS A. Three paper copies titled Raytown Road Structure Replacement and a PDF version, in a sealed envelope, are to be submitted no later than 4:00 p.m. local time on November 17, 2017, at the City of Grandview Public Works Department, 1200 Main Street, Grandview, Missouri 64030 ATTN Jackie White. The proposal is limited to a maximum of 10 pages, not counting the cover letter. B. Text font size of printed proposals must be 11 or greater. C. Refer to Proposal Content in Section 3.8 for further information. D. The firm may propose a consultant team but sub-consultants need not be specified to request consideration through this RFP. E. An authorized representative of the proposer must sign the proposal and their name and title must appear below the person s signature. The signing of the proposal certifies: i. The person signing the proposal has the legal authority to do so on behalf of the proposer; ii. The proposer has not made and will not make any attempt to induce any other person or firm to submit or not submit a proposal; Page 9 of 15

iii.that to the best of proposer s knowledge, no employee of the City of Grandview, or any partnership or corporation in which a City s employee has an interest, will or has received any remuneration of any description from proposer, either directly or indirectly, in connection with the letting or performance of any contract resulting from this RFQ; and iv. The statements contained in the proposal are true and complete to the best of the proposer s knowledge. There will be no formal opening of proposals. 3.4 COST OF PREPARING A PROPOSAL The RFQ does not commit the City to paying any costs incurred by Proposer in the submission or presentation of a proposal, or in making the necessary studies for the preparation thereof. 3.5 PROPOSAL VALIDITY PERIOD The information included in the proposal remains valid for 60 days from the proposal due date or until the contract is approved. 3.6 INTERPRETATIONS AND ADDENDA All questions regarding this project proposal shall be directed to Jackie White at (816) 316-4857 or jwhite@grandview.org. If necessary, interpretations or clarifications in response to such questions will be made by issuance of an Addendum to all prospective Proposers within a reasonable time prior to proposal closing, but in no case less than 72 hours before the proposal closing. If an addendum is necessary after that time, the City, at its discretion, can extend the closing date. Any Addendum issued, as a result of any change in the RFQ must be acknowledged in the proposer s submittal. Only questions answered by formal written addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. 3.7 PROPOSAL CONTENT The City would like the interested consultants to use the 10 page maximum to simply communicate why the consultant is the best fit for the City and this project. The submittal does need to include the information requested in A. through C. below. A. Experience of firm in this type of work. The proposal must include documentation that the firm meets the requirements previously listed. B. Key personnel that would be assigned to the project, including the experience of those individuals in order to meet item 4.1 Evaluation Criteria. Page 10 of 15

C. A complete explanation of services to be provided and approach to the project. The explanation of services should include what the firm will perform, accuracy of the firm s work, and how the time schedule will be maintained. Page 11 of 15

3.8 ADDITIONAL REQUIREMENTS OF SELECTED CONSULTANT The consultant selected to perform the requested services must be capable of providing the City with: A. completed a W-9 form B. City of Grandview verification of worker eligibility per RSMo. 285.530 C. Certificate of Insurance, naming the City as an additional insured, proving (1) comprehensive general liability with minimum combined limits of $2,000,000 for bodily injury and property damage, (2) comprehensive auto liability with minimum limits of $2,000,000 combined single limit for bodily injury and property damage for owned, hired, and non-owned autos, and (3) workers compensation insurance. Do NOT submit this information outlined in 3.8 with the proposal. Page 12 of 15

SECTION 4 EVALUATION AND SELECTION OF CONSULTANTS, AND ADMINISTRATION OF PERSONAL SERVICE AGREEMENTS 4.1 EVALUATION CRITERIA A selection committee comprised of Grandview staff will evaluate the submittals. The make-up of the committee will not be provided until the short list is identified. Submittals will be utilized to identify best candidates. Based on the evaluations, two firms will be selected for interview to identify the best project partner. The City's selection of a consulting firm will be based upon the following criteria. A. Understanding of the City's objectives and interests in the project. This includes services needed, important design considerations, and public relationships. The firm's proximity to and familiarity with the area in which the project is located is an important aspect. B. Qualifications of people proposed to work on the project. Top members of the design team must be professionals, registered in the field of their expertise. The composite team must have experience in structural and roadway design, surveying, ADA public infrastructure requirements, and public consensus building with team members possessing the professional licenses necessary to practice in the state of Missouri. C. Experience on similar projects. The firm must have designed a similar project that was constructed within the last five years. The firm must have designed at least one project within the last five years that utilized federals funds administered by MoDOT. D. Ability to meet the schedule. As a likely STP project, this project must meet the MoDOT Reasonable Progress Policy or risk loss of funding. A schedule for the project is not established, but it is the goal of City to have the project let so that construction will commence in the spring of 2020. However, due to the condition of the existing structures that time line may need to be accelerated. When the design of the project is not being delayed by items beyond the control of the consultant, the consultant must be able to devote the resources necessary to keep the project progressing. 4.2 CITY MAY REQUEST MORE INFORMATION More information may be requested to fully and accurately evaluate proposals if two or more proposals seem to be equally qualified. The City reserves the right to obtain clarification of any point in a firm s proposal or to obtain additional information necessary to properly evaluate a particular proposal. Failure of a Proposer to respond to such a request for additional information or clarification could result in rejection of the firm s proposal. 4.3 RESERVATION OF CITY RIGHTS The City reserves all rights regarding this RFQ, including without limitations, the right: A. To waive any minor irregularity, informality, or non-conformity with the provisions or procedures of this RFQ, and to seek clarification from the proposer if required. B. To reject any proposal that fails to substantially comply with all prescribed solicitation procedures and requirements. C. To base awards with due regard to quality of services, experience, compliance with specifications, and other such factors as may be necessary in the circumstances. D. To make the award to any vendor whose proposal, in the opinion of the Board of Aldermen, is in the best interest of the City of Grandview. E. To investigate the references and past performance of any proposer with respect to its successful performance of similar services, compliance with specifications and contractual obligations, and its lawful payment

of suppliers, subcontractors, and workers. The City may postpone the award or execution of the contract after the announcement of the apparent successful proposer in order to complete its investigation. _ Page 15 of 15
