2. Rules of participation for international partner countries 10
International participation Applicants from non-eu countries are eligible to take part in Horizon 2020 programmes even if the call for proposals or topic text do not state this explicitly. They are not always automatically entitled to funding. All proposals must meet certain minimum conditions (Rules for Participation). 11
Rules for Participation Minimum Conditions: For stard (cooperative) research projects 3 participants from member states or from associated countries (any international partner must come in addition to this minimum) For single-partner actions, like European Research Council, Marie Sklodowska- Curie, SME or training mobility actions 1 entity in a MS or associated country Additional condition: may be listed in the Work Programme 12
Eligibility for funding Automatically eligible for funding: EU-Member States The Overseas Countries Territories linked to Member States Countries associated to Horizon 2020 "Developing" countries (low or medium per-capita income or low GDP) International European interest organisations For applicants that are not automatically eligible Funding possible if: provided for under a bilateral scientific technological agreement stated in the Work Programme exceptionally, when the Commission deems participation of entity essential 13

Challenge 6, Call 4: Europe as a global actor (2014/2015) BILATERAL INT 1 2014/2015: Enhancing & focussing R&I cooperation with the Union's key international partners: Specific Challenge: get best value out of EU's cooperation with key int. partners; generate more impact by enhancing focusing int. cooperation Scope: support objectives of EU int. cooperation strategy in research innovation (support policy dialogue on identification of areas for targeted int. cooperation, implement joint activities, encourage cooperation, work on framework conditions, analyse cooperation patterns) Impact: contribute to more strategic priority setting for int. cooperation across Horizon 2020; promote interaction of EU non-eu researchers; optimal framework for int. cooperation; synergies with calls between policies of Member/Associated Countries int. partners EU contribution: EUR 1.95 million for 3 years (USA, China, Brazil, Russia); EUR 1 million for 3 years (Australia, Ukraine, South Africa); other amounts possible. 19
Challenge 6, Call 4: Europe as a global actor (2014/2015) REGIONAL INT 2 2014/2015: Encouraging the research innovation cooperation between the Union selected regional partners: Specific Challenge: stimulate enhance cooperation between researchers from the Union from the regional partners; eliminate remaining obstacles to cooperation Scope: encourage cooperation between EU non-eu research innovation actors; establish framework conditions for cooperation Impact: contribute to more strategic priority for international cooperation across Horizon 2020; promote interaction of EU non-eu researchers; establish optimal framework for int. cooperation; ensure synergies with calls between policies of Member/Associated Countries int. partners EU contribution: EUR 1.95 million for 3 years (Africa, Southern Mediterranean neighbourhood); EUR 1.5 million for 3 years (Eastern Partnership, Black Sea region); EUR 1 million for 3 years (Middle East); other amounts possible. 20
International cooperation projects Inco-net EaP Supporting policy dialogue with the EaP countries, thematic focus - climate change, energy health. MedSpring/ERANETMED MEDSPRING (the Mediterranean Science, Policy, Research Gateway - promotes better dialogue between the EU the Southern Med region on research innovation, thematic focus - water, food energy. ERANETMED - reducing fragmentation of programming in the Mediterranean region by increasing coordination among national research programmes of EU MS, Associated Countries Southern Med countries through innovation competitive research in the societal challenges of the region (energy, water food, health, marine environment, crosscutting issues). R2I cluster - 13 R2I projects cluster, bridging the gap between research innovation, covering EU Neighbourhood East South BS-ERANET - linking research activities within existing national, bilateral regional RTD programmes, Joint Call, EUR 21
National Contact Points in International Partner Countries Most international partner countries nominated a NCP for H2020 NCPs will ensure that H2020 becomes known readily accessible to all potential applicants. NCPs are informed about any training, event on H2020, organised by the EC, the MS or by the project INCONTACT 2020 22
