(Hubert Horatio), 1911-1978. Title: Vice Presidential poverty and youth [PVY] files. Dates: 1962-1969. Quantity: 14 boxes and 2 partial boxes. Location: See Detailed Description section for box locations. SCOPE AND CONTENTS Correspondence, reports, and miscellany on programs and projects for youth and to alleviate poverty. About half of the series consists of files on the Youth Opportunity Campaign (1965-1966) and the President's Council on Youth Opportunity (1967-1968). The PCOYO was established on March 9, 1967, by Executive Order 11330, to coordinate the many youth programs relating to employment, recreation, and education that were being administered by various government agencies and departments. The Vice President was its chairman, and Gerald W. Christenson its executive director. Other files relate to the Office of Economic Opportunity; various poverty programs and projects, including Detroit poverty programs, the 1968 Poor People's Campaign, and manpower retraining; rural poverty, especially in Mississippi; various youth programs and projects, particularly citizenship and community service, summer employment and recreation programs, and a campaign to discourage school dropout; the Job Corps; the Neighborhood Youth Corps; and Project Head Start. The files were created or kept by a number of Humphrey staff members, including Christenson, Hyman Bookbinder (assistant director of the Office of Economic Opportunity), John G. Stewart, William Welsh, Julius Cahn, Edwin B. Firmage, and Bruce J. Terris. ORGANIZATION Organized by office file code number, preceded by a set of unnumbered general files. At the end of the series is a group of additional files found after the main set was processed.
