PISMO BEACH COUNCIL AGENDA REPORT Agenda Item #5.F SUBJECT/TITLE: SERVICE AGREEMENTS FOR THE VISITOR INFORMATION CENTER AND VISITOR INFORMATION KIOSK RECOMMENDATION: Adopt a Resolution authorizing the City Manager to execute updated service agreements for the Visitor Information Center and Visitor Information Kiosk. BACKGROUND: The City of Pismo Beach contracts services with the Pismo Beach Chamber of Commerce to provide information and services to visitors of Pismo Beach in such a manner that goodwill toward Pismo Beach is developed and maintained, that Pismo Beach is established and continues to be a preferred California tourist destination and that the City s tourism objectives, which include increasing overnight visitorship and visitor expenditures are attained, thereby enhancing City revenues and improving the quality of life for Pismo Beach. These services and information are provided by the Pismo Beach Chamber of Commerce through the Visitor Information Center (VIC) and Visitor Information Kiosk (VIK). The services provided in both locations include referrals to hotels, restaurants, businesses, and events or activities in Pismo Beach. These services are provided to visitors at the VIK who walk up to the information kiosk located on the Pier. The services provided by the VIC, which is located Downtown on Dolliver Street, may also include responding to phone calls, emails, and persons walking in for information. As part of the service agreement, the Pismo Beach Chamber of Commerce provides a monthly report of activities to the Director of the Conference and Visitors Bureau (CVB) and may have a representative attend and present at CVB Board meetings. The last approved service agreements for the VIC and VIK were 2003 and 2008 respectively, with subsequent addenda as needed. In compliance with the recommendation from the City s Joint Powers Insurance Authority, staff recommends the Council adopt a Resolution (Attachment 1) approving new agreements (Attachments 1.A and 1.B) to reflect updated contract language for both the VIC and VIK. The new VIK agreement includes the additional staffing hours requirement and funding, approved during the Fiscal Year 2016-17 budget process. FISCAL IMPACT: There is no new fiscal impact associated with approving the attached resolution. The FY 2016-17 General Fund City Council budget already includes $74,406 for the VIC and $22,750 for the VIK for a total budget of $97,156. 5.F-1

ALTERNATIVES: 1. Do not approve the agreements; provide alternative direction to staff. 2. Request more information from staff. ATTACHMENTS: 1. Resolution 1.A.
