Meeting by MoS(PP) / Secretary (P) with Principal Secretaries (Personnel / GAD) of the State Governments to be held on 22.04.2016 at CSOI, Vinay Marg, New Delhi Additional Agenda 1. Department of Administrative Reforms and Public Grievances (DARPG) Replication of PM Awarded Initiative for the year 2012-13 and 2013-14 by the Sates / UTs Hon'ble Prime Minister in his speech on Civil Service Day 2015 had desired that the award winning initiatives need to be replicated and implemented in other States so that the whole country could benefit from them. Such initiative can be dovetailed with existing programs / schemes of the various Ministries / Department of Government of India as also the State Government. Accordingly, the Department has been pursuing State Govts/ UTs to identify the PM Award Winning Initiatives for the year 2012-13 and 2013-14 according to their suitability then study those identified initiatives and thereafter prepare the Action Plan for replication in their States / UTs. At present 23 states and 01 UT have identified initiative for replication in their state/ut. List of initiatives identified by the States / UTs is at Annexure- I Further, Administrative Staff College of India (ASCI), Hyderabad has been engaged by the DARPG for assisting the States / UTs in replication. The status of replication as submitted by ASCI is at Annexure II. 2. D/o Personnel and Training 2.1. Single User Platform Related To Employees Online (SUPREMO) Central Government, as part of adoption in its policy of Maximum governance, minimum Government' has launched SUPREMO, a platform integrating the following seven different software which were being used in EO Division: Integrated Personal Information System for IAS and central services officers(i PIS) Vigilance Information system for IAS Officers Panel Processing System Central Staffing Scheme Processing System

Empanelment and Appraisal System (EASY) for JS and Equivalent posts (EASY). ACC Vacancy Monitoring System (AVMS) ACC Proposal Monitoring System (APMS) The benefits of SUPREMO are as under: a. Personnel Information System (PerslnfoSys) for the Officers. b. Post Information System (PostInfoSys) comprising of posts covered under Central Staffing Scheme, Posts under PSUs etc. c. Facility to update information by individual officer (along with upload of supporting documents) which is approved later by CCA concerned. Single Sign-On facility to be provided through NIC email credentials The platform has been designed by NIC, which is there in all the States. The Central Government would request all the State Governments to replicate the same in their States and would also assist them to develop the same. 2.2 Smart Performance Appraisal Report Recording Window (SPARROW) SPARROW is an online system for performance appraisal of IAS officers. The system aims to bring more transparency in the recording of performance appraisals, to eliminate loss of PARs during transition, to ensure better monitoring and timely completion of PARs and to provide easy and immediate access to the PARs by authorized stakeholders. The system was launched with effect from 01.04.2014 and was initially linked to the intra-ias database enabling the PAR form to be pre-populated with the existing information. Subsequently the responsibility to update the requisite details in respect of the officers was passed on to the Employee Master Data (EMD) manager of the respective Cadre/ Central Ministry and Department. Auto-alerts were generated for officers whose PARs are pending beyond stipulated date. In the year 2014-15, 7276 PARs were electronically generated while the number for '2015-16 as on date is 3885 approximately
