The property s located wthn the Upper Flnt Rver watershed, Hydrologc Unt Code: 0313000502, and the nearest named water body s Lne Creek. Descrpton of Work Subject to the Jursdcton of the U.S. Army Corps of Engneers: The applcant proposes to construct an ndustral warehouse faclty that wll result n mpacts to 560 lnear feet of ntermttent stream and 0.07 acre of wetland. The ntermttent stream wll be mpacted from the footprnt of the proposed warehouse, and wll be placed n a 12-nch French Dran system. The wetland wll be flled wth earthen materal resultng from ste gradng requrements. Specfcally, the project as proposed wll nclude one, 1,928,950 square-foot sngle-story warehouse, two water qualty ponds and one detenton pond, 600 employee parkng spaces, and 694 traler spaces. To mtgate for adverse mpacts to aquatc resources, the applcant has proposed to
purchase 2,721.6 stream credts and 0.4 wetland credts from a U.S. Army Corps of Engneers approved mtgaton bank wthn the prmary servce area of the project. STATE OF GEORGA Water Qualty Certfcaton: The Georga Department of Natural Resources, Envronmental Protecton Dvson, ntends to certfy ths project at the end of 30 days n accordance wth the provsons of Secton 401 of the Clean Water Act, whch s requred for a Federal Permt to conduct actvty n, on, or adjacent to the waters of the State of Georga. Cultural Resources Assessment: A Phase 1 Cultural Resources Survey was completed by R.S. Webb and Assocates on October 13, 2016. Fndngs from the survey ncluded three structures, one structure complex, and one solated lthc scatter. 2

Endangered Speces: Pursuant to Secton 7(c) of the Endangered Speces Act of 1973, as amended (16 U.S.C. 1531 et seq.), we request nformaton from the U.S. Department of the nteror, Fsh and Wldlfe Servce, the U.S. Department of Commerce, Natonal Oceanc and Atmospherc Admnstraton, Natonal Marne Fsheres Servce; or, any other nterested party, on whether any speces lsted or proposed for lstng may be present n the area. Ths project was nformally coordnated wth the U.S. Fsh and Wldlfe Servce (USFWS) for Gulf Moccasnshell (Medondus pencllatus), Oval Pgtoe (Pleurobema pyrforme), Shnyrayed Pocketbook (Hamota subangulata), and Purple Bankclmber (Ellptodeus sloatanus) on July 23, 2018. The USFWS concurred wth the Corp s may effect, not lkely to adversely effect determnaton for the above lsted speces. Publc nterest Revew: The decson whether to ssue a permt wll be based on an evaluaton of the probable mpact ncludng cumulatve mpacts of the proposed actvty on the publc nterest. That decson wll reflect the natonal concern for both protecton and utlzaton of mportant resources. The beneft, whch reasonably may be expected to accrue from the proposal, must be balanced aganst ts reasonably foreseeable detrments. All factors, whch may be relevant to the proposal wll be consdered ncludng the cumulatve effects thereof; among those are conservaton, economcs, aesthetcs, general envronmental concerns, wetlands, hstorc propertes, fsh and wldlfe values, flood hazards, flood plan values, land use, navgaton, shorelne eroson and accreton, recreaton, water supply and conservaton, water qualty, energy needs, safety, food and fber producton, mneral needs, consderatons of property ownershp and n general, the needs and welfare of the people. Consderaton of Publc Comments: The U.S. Army Corps of Engneers s solctng comments from the publc; federal, state, and local agences and offcals; Natve Amercan Trbes; and other nterested partes n order to consder and evaluate the mpacts of ths proposed actvty. Any comments receved wll be consdered by the U.S. Army Corps of Engneers to determne whether to ssue, modfy, condton or deny a permt for ths proposal. To make ths decson, comments are used to assess mpacts on endangered speces, hstorc propertes, water qualty, general envronmental effects, and the other publc nterest factors lsted above. Comments are used n the preparaton of an Envronmental Assessment and/or an Envronmental mpact Statement pursuant to the Natonal Envronmental Polcy Act. Comments are also used to determne the need for a publc hearng and to determne the overall publc nterest of the proposed actvty.
