REQUEST FOR QUALIFICATIONS (RFQ) CONSTRUCTION MANAGER AT RISK SERVICES FOR FORT MISSOULA REGIONAL PARK DEVELOPMENT OVERVIEW Missoula County (the County ) is seeking a qualified construction management at risk (CMAR) firm to provide construction management services for the development of the Fort Missoula Regional Park (FMRP). This RFQ is the first in a two-step process to identify a firm that has the resources, experience, and qualifications necessary for a project of significant complexity. Firms meeting the qualification criteria specified in this RFQ will be invited to respond to an RFP which will be used to make the final selection of a CMAR. Responses to this RFQ must conform to the terms, conditions, and instructions set forth in this RFQ. The County will receive responses to this RFQ until 4:00p.m., Friday April 3, 2015. Responses may be mailed to the Missoula County Auditor, 200 Broadway, Missoula, Montana 59802 or hand delivered to the Missoula County Auditor, 199 W Pine St, Room 136, Missoula, Montana 59802. Late responses will not be accepted. Each firm is responsible for insuring its response to this RFQ is complete and is delivered by the date, time and location specified. Any response received after the due date and time will be returned unopened. The RFQ requirements, as well as a link to information about the project may be obtained from the Missoula County website, www.co.missoula.mt.us/bidsandproposals/. A pre-submittal conference to discuss this solicitation and answer questions will be held from 10:30a.m.-12:00a.m. on March 25, 2015 at Currents Aquatic Center s Headwaters Conference Room, 600 Cregg Lane, Missoula, Montana 59801. PURPOSE OF RFQ Missoula County requests statements of qualifications from firms who can demonstrate that they have the resources, experience, and qualifications necessary to provide construction management at risk services for construction of Fort Missoula Regional Park Development. II. PROJECT DESCRIPTION AND LOCATION Fort Missoula Regional Park Development will occur in several phases. As dictated by the Fort Missoula Regional Park Master Plan, the phases will include grading, roads, utilities, construction of ball fields, construction of athletic fields, sport courts, buildings, roadways, parking lots, drainage, lighting, irrigation, landscaping, fencing, signs, and playgrounds. The construction cost for the project is approximately $32,000,000.00, excluding items considered to be alternates. The RFQ may be obtained from the Missoula County website, www.co.missoula.mt.us/bidsandproposals/, or the City of Missoula Website, http://www.ci.missoula.mt.us/bids. III. IV. SCOPE OF SERVICES A. Pre-construction Services: The selected firm will assist Missoula County s FMRP Project team by providing pre-construction services, including but not limited to the following: 1) Review design documents and cost estimates as they are produced and make recommendations to the FMRP Project team. 2) Make recommendations to the FMRP Project team regarding division of work in order to facilitate competitive bidding and awarding of subcontracts. 3) Prepare pre-qualification criteria for material suppliers and contractors and develop vendor and contractor interest in the project. 4) Expedite opportunities for local participation by material suppliers and contractors in this project. 5) Conduct pre-bid conferences with contractors. 6) Review competitive sealed bids from the various contractors and make recommendations to the FMRP Project team. 7) Obtain approvals of public agencies and approval authorities. 8) Schedule all project construction related activities. B. Construction Services: The selected firm will provide construction manager at risk services during the construction phase, including but not limited to the following: 1) Prepare, execute and manage contracts with the contractors and sub-contractors. 2) Coordinate and direct the work of the sub-contractors. 3) Conduct a general pre-construction and in-depth pre-construction meeting with all major sub-contractors prior to the start of their work activities. 4) Provide temporary job site facilities and services. 5) Provide site security and control site access. 6) Track construction costs and maintain detailed construction cost records. 7) Review and process shop drawings and other submittals. 8) Establish, monitor, and update a construction scheduling system. 9) Maintain and provide as-built information to landscape architect/engineer for preparation of record drawings. 10) Review requests for changes, challenge the cost of the contractors as necessary, and make recommendations to the County and landscape architect/engineer. 11) Review and process all pay request applications by the sub-contractors. 12) Develop and monitor a comprehensive safety program for the Project. 13) Conduct progress and coordination meetings with on-site trade foremen or superintendents. 14) Conduct meetings with the FMRP Project team and landscape architect/engineer to review construction progress, scheduling, conflict resolution, etc. 15) Supervise, direct and manage the complete construction of the Project. 16) Obtain governing authorities required permits and approvals. 17) Establish and maintain quality control and quality assurance standards. 18) Negotiate project agreement, which will mitigate disputes, work stoppages, or jurisdictional disputes. 19) Provide record keeping and insure proper reporting required by the FMRP Project team. 20) Other services as deemed appropriate by the FMRP Project team. V. PROJECT DURATION It is anticipated that the Notice to Proceed for the project will be issued in May 2015. Phase one is desired to be complete and open for public use in September, 2016. Phase two is desired to be complete and open to the public in May, 2018. The entire project is estimated to be substantially completed within 1,095 calendar days after the Notice to Proceed. VI. EVALUATION CRITERIA The following criteria used to evaluate the RFQ responses: A. Qualifications of firm - Qualifications of the firm, specifically as they relate to this Project. B. Firm experience on construction management at risk projects - Related project experience of the firm and the individuals assigned to this Project. C. Firm experience on park and athletic facility projects - Related specific project experience of the firm and the individuals assigned to this Project. D. Available resources to complete project - Personnel, resources or methodologies commonly used by your firm that may be applicable to the project categories. E. F. Responsiveness to the RFQ - Understanding of the project, timelines, budget, user groups, teamwork, public purchasing processes, attention to detail. G. Professional References VII. ADDITIONAL INSTRUCTIONS, NOTIFICATIONS, AND INFORMATION A. All Information True - Respondent represents and warrants to Missoula County that all information provided in the response shall be true, correct and complete. Respondents who provide false, misleading, or incomplete information, whether intentional or not, in any of the documents presented to the County of Missoula shall be excluded from pre-qualification. B. Cost of Responses - Missoula County will not be responsible for costs incurred in preparing a response. C. No Obligation - The County reserves the right to (1) evaluate the responses submitted; (2) waive any irregularities therein; (3) select candidates for the subsequent RFP; (4) accept any submittal or portion of submittal; (5) reject any or all respondents submitting responses, should it be deemed in the County s best interest; or (6) cancel the entire process. VIII. PRE-SUBMITTAL CONFERENCE There will be a pre-submittal conference from 10:30a.m - 11:30a.m. on Wednesday, March 25, 2015 at Currents Aquatic Center s Headwaters Conference Room, 600 Cregg Lane, Missoula, Montana 59801.The purpose of this meeting will be to discuss this solicitation and answer questions. Although attendance at the meeting is not mandatory; it is recommended. If unable to attend in person, a web/phone conference link will be available for the meeting. SUBMITTAL INSTRUCTIONS Submittals are due to the office of the Missoula County Auditor, at the address set forth below at or before 4:00p.m. on Friday April 3, 2015. All submittals must be labeled on the outside with the Respondent s name and the name of the Project. Late submittals will not be considered. Seven (7) copies of the response are to be addressed to: Missoula County Auditor 200 W. Broadway Missoula, Montana 59802 The address for hand delivered responses is: Missoula County Auditor 199 W Pine St, Room 136 Missoula, MT 59802 To enable the County to efficiently evaluate the responses, firms must follow the required format in preparing their responses. Each copy of the response shall be bound using a semi-permanent binding method, to ensure that pages are not lost. Pages shall be no larger than letter-size (8½ by 11 ) or, if folded to that dimension, twice letter size (11 by 17 ). Each section (defined below) shall be separated by a tabbed divider. Elaborate covers, binding, dividers, etc. are not required. X. CONTENT OF SUBMITTAL Each response shall be submitted as outlined in this section. Include an outside cover and/or first page, containing the name of the Project ( Request for Qualifications (RFQ) for for Fort Missoula Regional Park Development ), the name of the respondent, and the submittal date. A table of contents should be next, followed by tabbed dividers separating each of the following 6 sections: Divider #1: Letters The first page following the divider shall be a letter transmitting the response to the County and containing the original signature of a partner, principal, or officer of the firm. Divider #2: Firm Information a. Completed AIA A305-1986, available via AIA Documents-on-Demand: http://www.aia.org/contractdocs/aiab088230. Divider #3: General Company History and Qualifications a. A brief history of the firm and the services routinely provided in-house on CMAR construction projects. b. An organization chart that identifies team member and their respective responsibilities. c. The resumes of all persons to be assigned to the project and their prospective roles. Teams should highlight key staff, especially those that have the following knowledge, skill and experience: Construction management, project accounting, public purchasing experience, irrigation systems, agronomy, soil science, sports field construction, sports field lighting, park maintenance, and recreation programming.) d. Project Approach. Describe your firm s project philosophy and how it will seek to work with the FMRP project team over the course of the entire project. Discuss how the CMAR will work with the design team, contractors, user groups, park neighbors, citizens. e. Project Availability. Confirm your firm s availability to meet the project schedule. Divider #4: Financial and Legal Status: a. Describe the general financial capability of the firm and attach a current financial statement and balance sheet. b. List any actions taken by any regulatory agency against or involving the firm or its agents or employees with respect to any work performed. c. List all litigation against or involving the firm or its agents or employees with respect to any work performed. d. List all insurance coverage that the firm has which would be applicable to the work. e. List jurisdictions in which your organization s partnership or trade name is filed. f. List jurisdictions and trade categories in which your organization is legally qualified to do business (provide registration or license numbers). Divider #5: Experience and References a. Discuss the firm s experience in working with government agencies, specific experience in the construction management at risk capacity, and park and athletic facility project experience. systems, turf grass agronomy, sports field construction, sports field lighting, parking lots, roads, pathways, interpretive signage, park & recreation buildings, ball fields, athletic fields, park maintenance and the construction or renovation of park infrastructure. b. Provide a list of all comparable civic projects, whether ongoing or completed, including references. Begin with CMAR projects in Montana including the office that is handling or will handle the project listed. For each, provide: i. Project name and location ii. Capacity of firm on project iii. Year completed iv. Short description of project v. Names, addresses, and phone numbers of owner and contact person tasked with daily responsibilities of project vi. Names, addresses and telephone numbers of architect and engineer vii. Design and construction cost and whether or not it was within the project budget viii.
