INVITATION FOR EXPRESSION OF INTEREST FOR PROJECT MANAGEMENT CONSULTANTS THROUGH GLOBAL COMPETITIVE BIDDING Project Management Unit, an autonomous society for implementation of Japan International Cooperation Agency (JICA) funded Uttar Pradesh Participatory Forest Management and Poverty Alleviation Project (UPPFMPAP) Invites consulting firms/ companies to submit Expression of Interest (EOI) for the consulting services under the Project The Project Features: The Project aims at restoring degraded forests, augmenting forest resources and improving livelihood for and empowering the local people who depend on forests by promoting sustainable forest management including Joint Forest Management (JFM) plantation and community development, thereby improving environment and alleviating poverty. The Project being implemented in 20 forest divisions of the State. The Scope of the Consulting Services: The duration of consulting services will be two years (24 Months). The tentative scope of the services of the Project Management Consultant (PMC) is as follows: a) Assisting the Project Management Unit (PMU) in efficient project implementation and management. b) Assisting the PMU in revising the existing guidelines, manuals and handbooks for effective implementation of the project activities. c) Assisting the PMU in procurement of Project staff members, from the placement agencies/ open market. d) Assisting the PMU in preparing and revising the existing master plan for capacity building and support PMU and Divisional Management Units (DMUs) in organizing various capacity building programs for the project officers/ staff, Non Governmental Organisations (NGOs), members of Joint Forest Management Committees (JFMCs)/ Eco Development Committees (EDCs)/ Self Help Groups (SHGs) etc. e) Assisting the PMU, DMU and Field Management Units (FMUs) in procurement and monitoring of activities of NGOs.
f) Assisting PMU and DMU in formation of SHGs, implementation of the Income Generation Activities in the project area and development of the demonstrative SHGs for Income Generation activities (IGAs). g) Assisting in implementation of in house Management Information System (MIS) and monitoring the activities of the project through MIS and data flow from the field. h) Assisting the implementation of in house Geographical Information System (GIS) data base development and surveying for project activities. i) Assisting the PMU in implementation of efficient and reliable systems for monitoring and evaluation and in operating such systems for progress monitoring and impact assessment. j) Assisting in procurement of contractor for third party monitoring of the plantations carried out in the project in departmental and JFM mode. k) Assisting the PMU and DMUs in procurement of necessary equipment l) Assisting the PMU and DMUs in planning/ budgeting for project activities. m) Provide technical assistance to contractors and NGOs in execution of their works related to project activities. n) Assisting the Forest Department to ensure sustainability of the Project and in developing the Project Completion Report. o) Logistic arrangement for International Study Tour/Training. Bidder Profile: Consulting firms/companies/organizations/consortium of firms (hereinafter referred to as Firm ) possessing the eligibility, experiences and expertise in forestry sector and related fields as well as requisite financial strength as indicated below, may submit EOI with relevant information and supporting documents in two sets (original and duplicate). All the bidders are required to satisfy following eligibility criteria as prequalification. (1) Technical eligibility criteria: The bidding firms/companies should satisfy the following technical eligibility. 1. The firm must have a national presence with experience in India including experience of working with government organizations. 2. The firm should have sufficient experience of providing consulting services for projects funded by international donor agencies such as JICA, World Bank and Asian Development Bank (ADB) etc. 3. The firm should have global experience in the field of forestry and allied field. 4. The firm should have sufficient organizational capacity to assist the PMU and the project staff in the matter relevant to the scope of services. (2) Financial Eligibility Criteria: The firm must have a minimum turnover of INR Two Hundred Millions or equivalent in foreign currency in each of the three previous financial years. Selection Process: The Project Management Consultant will be selected in accordance with the procedures set out by JICA guideline for employment of consultant under JICA loans. Uttar Pradesh Participatory Forest Management and Poverty Alleviation Society (PMU) shall shortlist the eligible firms based on the evaluation of EOI documents. Only 3 to 5 firms with relevant experience and excellent track record as specified in above Technical Eligibility Criteria will be short listed. Request for Proposal (RFP) along with Terms of Reference (TOR) will be sent to the short listed firms to invite the submission of proposal. The Chief Project Director reserves the right to reject any or all proposals without assigning reason thereof.
