VIQ changes Chapter 2. Certification and documentation Certification: 2.1Are all the statutory certificates listed below, where applicable, valid and have the annual and intermediate surveys been carried out within the required range dates? Old VIQ 21 certificates New VIQ 14 certificates

VIQ changes Chapter 3 Crew Management Old VIQ 3.10 Are the officers and crew suitably qualified and is their training and experience adequate? New VIQ 3.9 Does the officers matrix posted for the vessel on the SIRE website accurately reflect the information relating to the officers on board at the time of the inspection?

VIQ changes Chapter 3 Crew Management New question: 3.10 Are those officers who have immediate responsibility for cargo transfer, in possession of the Certificates of Specialized Training as applicable to the type of cargo being carried? OCIMF position is that all personnel left in charge of a watch in a decision making capacity will require Management level qualification. ( Likely to be a phase in period).

VIQ changes - Chapter 4 Navigation 4.10 Is an effective bridge team structure in place? 4.11 Has the bridge been adequately manned at all stages of the voyage? 4.12 Are the bridge lookout arrangements adequate? 4.13 If a bridge navigational watch alarm system (BNWAS) is fitted is it operational at all times when the vessel is at sea?

VIQ changes - Chapter 4 Navigation - ECDIS 4.23 If the vessel is provided solely with paper charts, does the operator have procedures in place to prepare for the mandatory introduction of ECDIS? 4.24 If the vessel is equipped with an Electronic Chart Display and Information Systems (ECDIS), are the Master and deck watchkeeping officers able to produce appropriate documentation that generic and type-specific ECDIS familiarisation has been undertaken? 4.25 If the vessel is provided solely with an Electronic Chart Display and Information System (EDCIS) does it meet the requirements of SOLAS? 4.26 If the vessel is provided with an Electronic Chart Display and Information System (EDCIS) that uses a paper chart back-up system, are the paper charts provided, adequate for the areas in which the ship trades and are they fully corrected?

VIQ changes - Chapter 5 Safety Management New questions: MSDS questions consolidated into chapter 5 and additional questions added Helicopter operations

VIQ changes Chapter 8 Old VIQ 8.21 Are the following, where fitted, in good order and is there recorded evidence of regular testing? New VIQ 8.20* Are the cargo, ballast and stripping pumps, eductors and their associated instrumentation and controls, in good order and is there recorded evidence of regular testing? 8.21* Are the cargo and ballast pump bearing, casing and shaft gland temperature monitoring sensors in good order and is there evidence of regular testing? Notes: The requirement is to provide an alarm. There is no requirement for temperatures to be displayed or for a high temperature trip to operate Cargo pump bearings must not have temporary cooling fitted. 8.22 Are the cargo lines, crude oil washing lines, vapour lines and inert gas lines in good order and is there recorded evidence of regular testing? Note: This includes corrosion of bolts and flanges on dresser couplings. 8.23 Is the cargo pump emergency shutdown system in good order and is there recorded evidence of regular testing? Note: Pump alarms and trips, level alarms, etc., where fitted, should be tested regularly to ensure that they are functioning correctly, and the results of these tests should be recorded. 8.24 Are the cargo and ballast system valves in good order and is there recorded evidence of regular testing? 8.25 Are the cargo system ullage gauges, vapour locks and UTI tapes in good order and is there recorded evidence of regular testing? 8.26 Are the remote and local temperature and pressure sensors and gauges in good order and is there recorded evidence of regular testing? 8.27 Are the cargo tank high level and overflow alarms in good order and is there recorded evidence of regular testing?

VIQ changes Chapter 8 New questions 8.33 Is the vessel provided with an approved vapour control system? 8.34 Is the vessel in possession of an approved Volatile Organic Compounds (VOC) Management Plan? Shuttle Tankers: Enhanced question set

VIQ changes Chapter 8 - Gas Old VIQ 132 questions for a combined LPG and LNG subchapter New VIQ New separate subchapters for LPG and LNG LPG 128 questions LNG 127 questions New generation of LNG carriers included reliquefaction systems

VIQ changes Chapter 9 Mooring - ETOPS Emergency towing-off pennant Systems (ETOPS) : Recognising the continuing instances of injuries to personnel when deploying and retrieving ETOPS, in 2002 OCIMF commenced a study into their effectiveness. The study revealed that whereas since 1967, no instances had been documented where ETOPS had been used, some seventeen hundred injuries to personnel, both minor and serious, had occurred when handling large steel fire wires. Efforts were made to determine a lighter rope of fibre construction with strength equivalent to steel wire rope however, a consensus was not reached and n 2007, a risk assessment by Lloyds Register was commissioned. The LR assessment concluded that the use of ETOPS should no longer be recommended and this was accepted by OCIMF. The OCIMF Information Paper Lloyd s Register Risk Assessment of Emergency Tow-off Pennant Systems (ETOPS) Onboard Tank Vessels (1st Ed. 2009) should be reviewed. If the vessel is not deploying ETOPS, questions 9.30, 9.31 and 9.32 must be answered NA. Inspectors must bear in mind that certain terminals may continue to require use of ETOPS. In such cases, deployment should be made in accordance with the requirements of the terminal or to the recommendations contained in ISGOTT 26.5.5.1

VIQ changes Chapter 9 Mooring - ETOPS ETOPS and mooring bitts MEG 3 published 2008 MEG 3 Emergency towing-off pennants should not be attached to a set of bitts with a SWL that is less than the MBL of the pennant Questions raised regarding basis for establishing SWL of mooring bitts OCIMF Information Paper to be published 4 th quarter 2010

VIQ changes Chapter 13 Ice Operations New chapter added for Ice Operations This section is to be completed if the vessel operates in belowfreezing temperatures. The IMO Guidelines for Ships Operating In polar Waters sets out recommendations that address ship structure, lifesaving and fire-fighting equipment, operational issues and environmental considerations. These voluntary guidelines are intended for ships constructed after 1 Jan 2011. Existing ships are encourages to comply with the Code as far as reasonable and practical. The OCIMF Briefing Paper for chartering and Vetting Groups titled The Use of Large Tankers in Seasonal First-Year Ice or Severe Sub-Zero Conditions contains comprehensive guidance relating to the use of tankers >50,000dwt with no, or low ice class that are likely to encounter first-year ice.

Interactive Officers Matrix. Completed by the ship operator and operators responsibility to keep updated Officers matrix will be removed from 2010 version of VIQ Verification question in VIQ to replace it Time on board is auto calculated, other times will not Available free of charge to all OCIMF recipient members, and also Inspectors Will enable inspectors to pre-populate Q3.10 before arrival on board Mandatory from 1 st January 2011 Already mandatory for some Members under their vetting policies Approx 75% of vessels in database have online matrix entered. Schema available to ship operators.

Interactive Officers Matrix Benefits to operators: Operator has control - latest version is published No need for vetting teams to request latest matrix from operator Comments box allows explanatory comments Fewer requests for additional information Consequences of not submitting matrix: When made mandatory, SIRE inspection cannot be requested (as per VPQ) Rejection of vessel for use by vetting teams If not kept updated, negative observation in SIRE report and again potential rejection for business
