FINANCING SOLAR PROJECTS IN AFRICA: CHALLENGES & SOLUTIONS The main challenges stem from constraints inherent to non-recourse project finance: Guarantees are needed due to the long-term approach of such projects; Difficulties and delays of deal implementation; Not always adapted to the small size of solar projects. Solution: innovative financing tools Standardize key contracts (PPA, concession agreement) such as replicating legal structures as much as possible; Alternative debt financing: bridge financing during construction, refinancing; Develop structured portfolio options; Create regional Political Risk Guarantees (PRG). Development Finance Institutions have a key role to play to tackle those challenges: ü ü De-risking sovereign risks by bringing guarantees; ü Lighten financing procedures; Support the technical and legal capacities of governments. 3
