General Overview of RWHAP Part B Services Ryan White HIV/AIDS Treatment Extension Act of 2009 Section 2612. General Use of Grants A State may use RWHAP Part B grant funds for: Core medical services Support services Administrative expenses
Core Medical Services Outpatient and ambulatory health services AIDS Drug Assistance Program (ADAP) treatments AIDS Pharmaceutical assistance Oral health care Early Intervention Services (EIS) - Facilitating access to HIV-related health services, provided Federal, State, or local funds are inadequate. Health insurance premium and cost sharing assistance Home health care Medical nutrition therapy Hospice services Home and community-based health services Mental health services Substance abuse outpatient care Medical case management

State shall not use less than 75% of grant funds to provide core medical services. If the State has no ADAP waiting list and if core medical services are available to all individuals with HIV/AIDS who are identified and eligible, then less than 75% of grant funds may be used to provide core medical services.
Core Medical Services Grantees seeking a waiver to the core medical services requirement must submit a waiver request either with their RWHAP Part B (X07) application, at any time up to the application submission, or up to 4 months after the start of the grant award. Submission should be in accordance with the Federal Register Notice, Vol. 78, No.101, dated Friday, May 24, 2013, and may be found at http://www.gpo.gov/fdsys/pkg/fr- 2013-05-24/pdf/2013-12354.pdf. If submitting the waiver with the RWHAP Part B application, please submit per the instructions provided in the Funding Opportunity Announcement (FOA).

WICY Priority WICY = Women, Infants, Children, and Youth Women: Age 25 and older Infant: Under 2 years Child: 2-12 years old Youth: 13-24 years old For each population in the eligible area, State will use a percentage of the grant funds that is no less than the percentage of the population. To determine if a grantee has met their minimum required WICY expenditure for each population in a given year, the amount spent for each population is calculated as a percentage of total service expenditures for all clients during that fiscal year. If the State demonstrates that the population receiving HIV-related health services through the State Medicaid program, the State Children s Health Insurance Program (CHIP), or other Federal or State programs, State may request a waiver.
