This nstruction announces Coast Guard High Year Tenure (HYT). HYT introduces two new and very significant policies to enlisted personnel force management. First, it limits regular enlisted careers to 30 years of active service. Second, it establishes Professional Growth Points (PGP) for paygrades E-4 through E-9. The PGPk represent the maximum time in service for each pay grade. earns a higher PGP and increased time in service. Advancement PGP's will affect the time for which a member may be eligible to reenlist/extend. This nstruction also prescribes procedures to request waivers of the PGP%. All active duty - and reserve enlisted personnel and enlisted supervisors officer and civilian, should be familiar with the contents of this nstruction. 2 ACTON. Area and district commanders: commanders of maintenance and lbgistic commands; commanding officers of Headquarters units; Commander, Coast Guard Activities Europe; and chiefs of offices and special staff divisions at. This nstruction applies to all regular and reserve enlisted personnel of the U.S. Coast Guard on extended active duty. t does not apply to members of the Selected Reserve not on extended active duty. They are under the force control guidelines of the Reserve 300year program published in reference (a). 4 DSCUSSON. The Coast Guard, like all other federal agencies will continue to face the formidable challenge of accelerating technical change in a constrained budget environment. Properly managing the enlisted workforce is paramount if we are to successfully meet this challenge. A "healthy" enlisted workforce affords promotion opportunities and timely entry level training (Class '*A" schools). t is also an experienced workforce, but not to the point that it becomes too costly. n the past, the Coast Guard has relied on the "recruiting valve," voluntary early-outs, and on rare occasions, reductions in force (RF's) to manage the size and shape of the enlisted workforce. Additional tools are necessary if we are to improve this process. HYT is one such too1 ; it has been used successfully by the Department of Defense for many years. The Coast Guard is trying to improve management of the enlisted workforce by better balancing the need for experienced personnel with greater advancement and training opportunities. HYT offers another "tool" and applies a proven concept to the various processes already in use. 5. PROCEDURES. Unit commanding officers and officers in charge shall: a. c. 3 Enclosure (1) to COMDTNST POLCES AND PROCEDURES CONCERNNG ADMNSTRATON OF HGH YEAR TENURE (HYT) 1. GENERAL NFORMATON. a. c. Background. High Year Tenure (HYT) will help the Coast Guard provide more consistent training and advancement opportunities to the enlisted workforce. As external circumstances affect the personnel flow in the Coast Guard, HYT will help to ease those ebbs and flows. With more balanced and consistent opportunities, the Coast Guard hopes to retain the most highly motivated personnel. n turn, these members will gain in experience and ensure the Coast Guard retains its leadership and professional continuity. Goal. HYT is one of a number of measures designed to increase personnel flow and encourage members to advance in their rating. This provides the opportunities to enhance their professional knowledge and ability to perform Coast Guard missions. Definitions. (1) (2) (3) (4) Active Military Service. All active duty and active duty for training in the United States Army, Navy, Air Force, Marine Corps, and Coast Guard or any component of these services. Active Coast Guard Service. All active duty and active duty for training served as a member of the United States Coast Guard. Professional Growth Points (PGP). The maximum time in service for each pay grade. Members must advance in order to earn a higher professional growth point and remain on active duty. Waiver Panel. A panel composed of Commander, Military Personnel Command (epm); Commandant (G-Pd-5); and Commandant (G-CMCPO). This panel will review and decide on waiver requests from members who desire to remain on active duty beyond their professional growth points. d. mplementation. n light of the significance of the changes which HYT introduces, a two-year implementation period has been prescribed. This will be retroactive to 1 July 1993 and extend through 30 June HYT will be fully effective on 1 July Effective 1 July 1995, everyone (all pay grades) who does not conform to HYT's PGP or has over 30 years of active service, and does not have an authorized waiver, will be separated or retired. The terms of this nstruction will override all existing enlisted contracts.
4 Enclosure (1) to COMDTNST CRTERA. a. Professional Growth Points are: (1) (2) (3) E-l - Cannot reenlist/extend. E-2-4 years active military service. Cannot reenlist/extend beyond 4 years active military service as prescribed in Article 12-B-4, reference (b) 0 E-3-7 years active Coast Guard service or 10 years active military service, whichever is greater. May reenlist/extend as prescribed in Articles 12-B-4 and l-g-5, reference (b), but not beyond 7 years, 1 month active Coast Guard service or 10 years, 1 E-4-7 years active Coast Guard service or 10 years active military service, whichever is greater. May reenlist/extend up to, but not beyond 7 years, 1 month active Coast Guard service or 10 years, 1 (5) E-5-20 years active military service. May reenlist/extend up to, but not beyond 20 years, 1 (6) E-6-22 years active military service. May reenlist/extend up to, but not beyond 22 years, 1 (7) (8) (9) E-7-26 years active military service. May reenlist/extend up to, but not beyond 26 years, 1 E-8-28 years active military service. May reenlist/extend up to, but not beyond 28 years, 1 E-9-30 years active military service. May reenlist/extend up to, but not beyond 30 years, 1 The MCPO-CG and Commandant designated, 'Gold Badge" CEA's may reenlist/extend beyond 30 years active military service to coincide with completion of a standard tour in a full-time CEA billet. Members unable to meet HYT's requirements will be discharged (with appropriate compensation) or retired at the end of the month in which they exceed their PGP. The intent is to allow retirement eligible members to achieve their final longevity pay increase and retire with over 20, 22, 26 etc. years of service. 2
5 Enclosure (1) to COMDTNST c. Reenlistments for periods of 3, 4, 5 or 6 years that do not exceed HYT PGP's will be processed in accordance with current directives. Extension agreements in whole month increments (Article 1-G-31, reference (b)) which comply with HYT's PGP's are authorized. For example, BMl Smith's enlistment expires 15 August 1993; he/she will reach 22 years of active military service on 28 September 95 and wishes to reenlist. BMl Smith will not be allowed to reenlist since the shortest period authorized is 3 years and this would put him/her beyond the PGP. BMl Smith will be allowed to execute an Agreement to Extend Enlistment (CG-33OlB) for 26 months -- new expiration date is 14 October f BMl Smith does not advance in the interim, he/she will be discharged on 30 September 1995 due to HYT, unless a request for voluntary. retirement effective 1 October 1995 (earlier if so desired) is received. The remaining portion of the extension is null and void. Personnel who have maximized their extension option (previously extended for 6 years) and desire to remain on active duty shall request retention from Commander (MPC-SEP) in compliance with their HYT PGP. These procedures have been established to minimize the administration associated with HYT. d. Personnel who have competed in the Servicewide Examination (SWE) and are above the cutoff on the eligibility list for advancement can reenlist/extend for terms authorized for their prospective vice current grade level. Example, if an E5 takes the E6 SWE and appears above the cut on the advancement eligibility list, the member's PGP/time in service will increase to 22 years of active service. e. Effective 18 June 1993, personnel are allowed to reenlist or extend so long as their reenlistment complies with their HYT PGP (paragraph 2). The only exceptions are those authorized in paragraph 3 of this enclosure. Personnel not in compliance with their PGP at the expiration of their enlistment/reenlistment/extension contract will be discharged in accordance with article 12-B-12 of reference (a) and assigned an RE-3R reenlistment code. Personnel with 20 or more years service may request retirement in lieu of discharge, but must select a retirement date that will not take them beyond the end of the month in which they exceed their PGPe More simply, individuals with over 20 years of active service will be retired, but they must request a voluntary retirement date. Members should notify their PERSRU as soon as they decide to elect retirement in lieu of discharge. f. Enlistments/reenlistments/extension contracts that do not conform to the PGP's shall be considered erroneous. t 3
6 Enclosure (1) to COMDTNST is expected that administrative errors will occur in the construction of a member's term of enlistment that conflict with the member's PGP. The member must understand that the PGP*s will take precedence over the terms of the enlistment contract. The enlistment contract should be amended or canceled as appropriate. 9. h. i. 3. Members discharged under HYT will be eligible for separation pay in accordance with Eligibility of Regular and Reserve Enlisted Personnel for Separation Pay, COMDTNST (series). Members reduced in rate, which causes them to be beyond their PGP, may complete the enlistment/extension properly entered into prior to the reduction. Subsequent extensions or reenlistments will require these members to meet HYT's PGP's. Keepinq track of one's career in relation to HYT's PGP's will be the member's responsibility. Counseling can be expected from one's unit at the time extensions/ reenlistments are considered. There is no requirement to document this counseling. PERSRU's are responsible for validating any extension/reenlistment to ensure it complies with HYT's requirements prior to electronic transmission of data. Members/PERSRU's will be identified by Commander (MPC-SEP) when they are within 12 months of their PGP. Members discharged under HYT will not be eligible for an Administrative Discharge Board, irrespective of the number of years of active military service. 3. SPECAL CONDTONS. a. c. Members serving beyond their PGP on 1 July 1993 will be allowed to remain on active duty until 30 June f they have not achieved their PGP within this time frame, they will be denied the opportunity to reenlist/extend and subsequently separated. Personnel with 20 or more years active service may request retirement in lieu of discharge. Members who exceed their PGP during the implementation period will be separated no later than 30 June Personnel with 20 or more years of active service may request retirement in lieu of discharge. Members who advance during the implementation period will be allowed to reenlist/extend within the terms of their new PGP's.
7 Enclosure (1) to COMDTNST d Members serving beyond their PGP whose enlistment, reenlistment, or extension contract expires during the implementation period may extend their contracts fqr a period of time that would take them to 30 June 1995 without approval from Headquarters. 4 WAVERS. a. Waivers may be submitted by members in paygrades E-4 through E-9. Members requesting waivers of their PGP must submit a letter to Commander (MPC-EPM) six to 12 months prior to their PGP or the expiration of their approved waiver period. Waivers to HYT will not normally be granted. Waivers will be considered only from personnel who possess critical skills or qualifications, or present an unusual or specially deserving case. Requests should clearly describe the member's situation and contain all necessary supporting documentation; i.e., the request should stand alone to facilitate evaluation. Any and all accompanying documentation is the responsibility of the member. Any circumstance that reflects an impending hardship must include a specific request outlining the length of the waiver requested and a plan of action to support this length of time. This time must be two years or less. Each request must have a command endorsement which addresses the member's performance, qualifications and adherence to Coast Guard standards. n the interest of.administrative streamlining, units should submit requests direct to Commander (MPC-epm), keeping their respective chains of command advised. c. The length of a waiver will be determined by the waiver panel in 1 to 2 year increments. The maximum number of years allowed beyond the PGP is 5 years. n any case, no more than three waivers will be granted. d. The waiver panel, described in paragraph l.c.(4) of this enclosure, will review all waiver requests. The panel will meet as necessary so that a determination can be made in sufficient time to allow the member to make preparations for retirement or separation. Panel recommendations will be based upon a majority vote and submitted to Commander (MPC) for approval.
