1 DEPARTMENT OF PUBLIC SAFETY MONTHLY REPORT FEBRUARY 2016 CEDAR FALLS POLICE Statistics First Shift Second Shift Third Shift Calls for Service Traffic Stops Arrests FIRST SHIFT Captain Craig Berte - Officers worked multiple accidents and spent the shift working in high wind and low visibility as a winter storm passed through on February 8. - The report of disorderly conduct at the Extended Stay resulted in the arrest of one male and one female for Possession of Marijuana. - After extensive follow-up investigation into two missing juveniles; there were two adult females arrested on February 16 for Harboring Runaways; Contributing to the Delinquency of Juveniles and one of them was also charged with Child Endangerment for providing and administering a prescription drug. - The report of a stolen wallet at the Kwik Star on Nordic Drive led to the arrest of an adult female for Fifth Degree Theft. A customer had left their wallet on the counter and the suspect came along in line and picked it up and then left the area and went to work at the hotel next door to the business. - Officers were dispatched to Black Hawk Sprinklers regarding a male who was passed out in a running vehicle in their parking lot. Investigation led to the arrest of the adult male for First Offense OWI and Possession of Drug Paraphernalia. - On February 24 th there was a report of three adult females smoking marijuana near the rear entrance of the Windsor Care Center. It was determined that all of the females were employees of the center and they were all arrested and charged with Possession of Marijuana. - A report of a shoplifting in progress at Walmart led to the arrest of an adult male for Fifth Degree Theft. - On February 27 th an unattended death at 3101 Pocahontas was reported. Through investigation and confirmation by the Medical Examiner s office it was determined to be an accidental death. SECOND SHIFT Captain Jeff Harrenstein - Officers responded to Scheels on the report of a theft in progress. Two suspects were located and detained. Both are being charged with theft as a result of the investigation. - Assistance was provided to the Tri-County Drug Task Force during the execution of a search warrant in the Cedar Falls area. As a result, quantities of marijuana and paraphernalia were located and seized. One subject was charged with Possession with Intent to Deliver Marijuana. - Officers responded to a report of a female lying on the ground near Rainbow Drive and Ashland Avenue. She was found lying in the snow, disoriented and did not know where she was. It was determined she was intoxicated and charged with Third Offense Public Intoxication. - On February 9 th officers responded to three separate reports of suicidal subjects that were threatening to kill themselves. One subject was armed with a knife and upon officer s arrival and had cut herself in several locations. Officers assisted paramedics with each call and the subjects were transported for medical treatment and evaluation. - A call to WalMart resulted in the arrest of an individual that stole items from the store and then provided false information about his identity to officers. He was charged with Third Degree Theft, Harassment of a Public Official and for outstanding warrants. - Officers were called to the 700 block of Lilac Lane for a stabbing in progress. It was determined that a subject was slashed in the hand as he was attempting to take a large knife from his wife who was threatening to harm herself. The subject was transported to Sartori Hospital for treatment and his wife was transported for a medical evaluation. No charges were filed. - On February 26 th officers responded to a burglary in progress call at 414 Barnett Drive. It was reported that an unknown subject was inside of the residence. Upon officers arrival, a subject matching the description of the suspect was located and identified as being inside the residence. The subject was

2 identified as the victim s ex-husband and had entered the residence using a key he had stolen or duplicated. The suspect was charged with Third Degree Burglary and Possession of Burglary Tools. - On February 27 th and 28 th officers made arrests for domestic assault on each of these days. One case involved the suspect strangling the victim. In each case charges were enhanced due to the nature of the assault or prior domestic abuse arrests. THIRD SHIFT Captain Jeff Sitzmann - One male was detained after officers responded to a theft of money call from the Voodoo Lounge. The investigation revealed that the male in custody reached over the counter and took approximately $ from the business cash register. He was arrested for the theft, Public Intoxication and had an outstanding warrant and public intoxication. - Officers responded to a residential fire early in the shift on February 7 th. When officers arrived they could hear yelling from inside the burning structure. Officers attempted to gain entry and extinguish the fire near the front door in an attempt to free the people inside. Cedar Falls Fire Rescue arrived and were able to evacuate all residents of the structure. - Officers were called to an address on Brenton Drive for a male that was trying to break down a door. When officers arrived on scene they could hear people yelling, all doors were locked, and no one would open the doors. Officers forced entry into the residence where it was learned that a subject had tried to strangle the reporting party s dog, used a vacuum cleaner to break open the bedroom door that the victim had locked herself in, and began threatening the victim and her dog. One subject was charged with assault Domestic Assault and Animal Abuse. - An off duty officer reported suspicious activity at the 5 Seasons Mobile Home Park. Officers had been looking for four males that entered the trailer court on foot and headed for a residence that had been robbed a couple of nights earlier. The subjects were located and ran from officers. Eventually all of them were located and arrested. One subject slipped on the ice and dropped a handgun. Further investigation showed the hand gun was stolen during a burglary in Waterloo a few days earlier. Three subjects were charged with weapons violations, robbery and burglary. - Several Third Shift officers assisted with security and traffic control for the Luke Bryan concert on February 20 th. Approximately 21,000 people attended the concert and many of them headed to establishments on the Hill and Parkade after the event. Despite the large number of people in town, there were very few problems associated with the concert. - One subject was arrested for OWI after crashing into a marked Cedar Falls squad car at W 8 th Street and Hudson Road. The driver was also cited for failure to stop at a stop sign. - Officers were dispatched to the area of 2 nd and Main Streets for a hit and run. While responding, the run vehicle struck a pole on Main Street. Upon arrival officers found a Kia with heavy damage. The driver was arrested for Third Offense OWI and had numerous previous convictions for the same crime. INVESTIGATIVE UNIT Captain Craig Berte - Investigators conducted a detailed investigation into an armed robbery which occurred in the 1100 block of West 20 th Street. The investigation continues. - One investigator is conducting follow-up investigation into four separate sexual abuse / child sexual abuse allegations. - A female was arrested for Theft after an investigation into switching bar codes on merchandise from the Wal-Mart Store on Brandilynn Boulevard. - Seven adults were arrested for Theft and Trespassing in relation to four different retail theft cases. Investigators conducted follow-up investigation and utilized Crime Stoppers to identify the thieves. The thefts were from Von Maur, Wal-Mart, and Victoria s Secret. - Three males were charged with Interference with Official Acts and carrying weapons after an investigation into a planned robbery on Zircon Lane. - The School Resource Officer arrested two juveniles for assault and disorderly conduct after they assaulted two assistant principals at Cedar Falls High School. - The School Resource Officer assisted the school district with the investigation into the theft of prescription drugs from the nurse s office at Holmes Junior High. A school district employee who was a coach at the school was arrested for the theft after being caught on covert cameras stealing the prescription drugs.

3 - The School Resource Officer made two dozen presentations at several schools over the topics of drugs, internet safety and bullying. The SRO also assisted school staff with several home checks and truancy issues. He also presented the law enforcement of two drivers education classes. - Investigators represented the CFPD at meetings of the Sexual Assault Response Team, Child Protective Center, Area Investigators Meeting, and the Gang Task Force. PROPERTY/EVIDENCE PROCESSING - Latent Print Processing 22 items - Footwear 9 items - Marijuana Processed 13 items - Evidence o Completed DOJ sex assault kit assignment o Evidence Entered 133 o CDs/DVDs copied 122 o CDs/DVDs destroyed 98 o Evidence Disposed 9 o Evidence to Long Term storage 12 o Evidence Released 27 o Fingerprint Cards (public) 26 o DVDs for attorneys 37 DVDs/3 CDs TRAINING UNIT Lieutenant Mark Howard - Proxied three NCIC Recertification exams - In Service training for all three squads consisted of MACH/Tracs (MACH is a GPS tool dispatchers and officer can use to track up to the minute locations of officers on patrol), and OWI Updates - Cleaned and organized supply closet in Records Unit. - Two officers attended Force Science training in Davenport. - One officer attended Field Force Operations (Riot Control) in Georgia. - Two officers attended Overcoming Size Difference for Female Officers in Waterloo. - Two officers attended High Threat Close Quarter Combat (traffic stops) in Lake Mills, IA RESERVE UNIT Lieutenant Martin Beckner - Reserve Unit training was cancelled for February due to a blizzard. - Reserve Officers Buck and Burg continued their field training with Officers Burkhardt & Mason, respectively. - On February 24 th, Reserve Officer Bostwick assisted with 2.5 hours of on-duty time to assist shift with multiple prisoner transports. Section 8 Applications on File: 231 as of February 29, During the month of February,13 annual recertification appointments and 9 interim change appointments were completed. We had 1 participant port out to Charles City. This month we had 3 new admissions to the HCV program. We ended participation for 8 participants. 5 participants quit voluntarily, 1 was an absorbed port out, 1 reached self-sufficiency and 1 participant was terminated due to fraud. HOUSING QUALITY STANDARDS (HQS). In February, 42 inspections were conducted. 1 initial inspection for new admission/moving participants, 2 re-inspections, 39 biennial HQS inspections were completed. HAP PAYMENTS HAP payments to landlords for February rent totaled $84,874 and Utility Reimbursements totaled $1,216. Admin fees paid out for the month were $ OTHER ACTIVITIES. Staff attended/participated in the following meetings/functions in: - HUD Midwest conference call - HCV Termination Hearing - Angie trained with Cindi Hendrickson to do the CDBG Program.
