In order for many of us here in the community to enjoy this holiday, some of us must remain on duty. Whether working up in MetroCom, TRU, forensics, prisoner transport or on patrol your dedication and professionalism is greatly appreciated. The patience and sacrifices made by your families and loved ones is also recognized. As we all know the holiday season brings increased instances of alcohol abuse and family conflicts, therefore this time of year can add additional safety The Corpus Christi Police Department hosted a contest in October 2012 for Corpus Christi High School students to develop the new advertising campaign to discourage drunk driving. The winners of the contest will be announced November 21, 2012 at 10am at the digital billboard located at the 4300 block of South Staples. The Corpus Christi Police Department accepted 202 concerns for first responders. For those on the beat, please be safe. Sincerely, Floyd Simpson Corpus Christi Police Chief Floyd Simpson stands with fellow motorcycle operator, Corpus Christi Police Senior Officer Ron Rayos High School Students Develop Police Advertising Campaign entries for two categories. There were 114 entries for the artwork and 87 slogan entries. The best three entries from each of the two categories were awarded prizes which include ipads, itouches, and nanopods. The artwork and slogans will be displayed on billboards throughout Corpus Christi during the month of December. The purpose of the contest was to solicit a more creative advertising campaign from the newest vehicle drivers to discourage drunk driving. The prizes were awarded by donation from the Citizens in Support of the Corpus Christi Police nonprofit organization. Some of the contest entries are displayed on page 9 of this publication. 1
2 Police Chief Presents Awards For Great Conduct The Corpus Christi Police Chief, Floyd Simpson, was pleased to celebrate accomplishments of several individuals in a ceremony at the main Police Station November 13. A citizen, Bill Fowler, was commended with a Citizens Certificate of Merit for his effort on May 4, Eighteen year old Fowler stopped his vehicle in the Wendy s parking lot when he saw an officer in a struggle in an attempt to effect an arrest. Fowler has enlisted in the United States Army and was invited to apply for employment with the Corpus Christi Police Department if he chooses to change career paths. Life Saving Awards were then distributed to Senior Officer Armando Vasquez, Senior Officer Adam Thurman, and Senior Officer Graciela Luna-Garcia for their efforts to save the life of a 15-year-old boy who was struck by a car on September 24, Brandon Cordell was awarded a life saving award for providing lifesaving CPR. Senior Officer Corey Casey was awarded the Field Training Officer of the Year for his Bill Fowler speaks with Assistant Chief Mike Markle after Fowler received a Citizen s Certificate of Merit Good Luck to all who take the Lieutenant Promotion Exam on November 27! efforts to train new officers who most recently graduated from the police academy. Chief Promotes Blackmon To Captain The Corpus Christi Police Chief, Floyd Simpson, was pleased to promote David Blackmon to the rank of Captain in a ceremony Tuesday afternoon at the Main Police Station. David Blackmon was hired by the Corpus Christi Police Department in He was awarded a Life Saving Award in He served in the Directed Patrol for several years and then he was most recently assigned as a supervisor in the Narcotics Division. Police Chief Simpson said he relies on the captains to mold seasoned officers. Chief Simpson said he has full faith in Captain Blackmon to be a positive role model for the future of this police department. 3 Main Police Station Has Lighting and Air Conditioner Repairs There are many exciting changes occurring throughout the facility. Operations & Maintenance needs your help as the process continues through mid December. The contractors require a place to station equipment as they remove the old and install the new. Eleven parking spaces have been identified for the staging area (notice the red circle in the picture below). Remember, space is limited and only city vehicles should be parked in the Police Department lot. Personal vehicles belonging to employees shall be parked in the Cooper's Alley Police Employee Parking Lot in designated spaces, or in street parking space, CCPD General Rules Manual Thanks for your support! Committee is so proud to announce that almost 50% of our work force pulled together and out of the greatness of their hearts, raised over $110,130.53! This is 85% of our goal of $130,000. 4 Interim Manager Retires Again John Meadows retired from the United States Navy as a Lieutenant Commander after 30 years of active duty service. Mr. Meadows then came to work at the Corpus Christi Police Department as a civilian in the Building Maintenance and Operations. Mr. Meadows served several years for the city and then retired from the City only to be asked shortly after retirement to return to the Corpus Christi Police Department as the Interim Manager for the Maintenance and Operations Department. Mr. Meadows returned to work this year until a replacement manager could be employed. Mr. Meadows now re-enters retirement among praise from coworkers and colleagues in the city that tell stories of Mr. Meadows enthusiasm, energy, and commitment to the Corpus Christi Police Department. Mr. Meadows made a strong impression to all who were exposed to his performance and character and he will sorely be missed. Mr. Meadows is replaced by Gina Sanchez. Mr. Meadows said he doesn t pay compliment to everyone; but, he paid complement to Mrs. Sanchez as a competent and wonderful person to replace him. We wish Mr. Meadows farewell and good luck in retirement! Wiki, Wiki! Captain Jerry Curly Mathis Retired Corpus Christi Police Captain, Jerry Curly Mathis, has stayed in practice to serve the public when he kept his neighbors house from burning on November 12, 2012 on the 12,900 block of East Redbird Lane. Mr. Mathis said he took out the trash at about 7:45 in the morning on November 12 when he was alerted by a neighbor that a house was on fire. Mr. Mathis lives in a rural area of the city in the Calallen area where the neighbors own about an acre of land each. Mr. Mathis said he rushed to help his neighbor and put out the fire with a garden hose before the Corpus Christi Fire Department arrived. A fire extinguisher failed so Mr. Mathis then used the garden hose to put out the fire. Mr. Mathis moves a flashlight on the desk that displays a 1950 sign for the 1950 Public Safety Department for the City of Corpus Christi Police Division and an original microphone used by dispatchers in that building Paulette Jones thanks retired Police Captain Jerry Curly Mathis for extinguishing the fire that burned her porch while she slept inside the house Mr. Mathis shrugged off credit for the help to save the house from worse damage. This event shows the selfless service Mr. Mathis provides to the community. Mr. Mathis loved the service in the Corpus Christi Police Department and has a large personal collection of Corpus Christi Police history. Mr. Mathis was hired by the Corpus Christi Police Department in 1959 and served until his retirement in Mr. Mathis collected many items over the years and donated the cell bars that are now on display in the mobile Corpus Christi Police Museum. 4
5 Emergency Response Unit Hosts Public Demonstration Corpus Christi Police Bomb Squad Technician Ross Murray watches Julie Strayer operate the AR-15 rifle. The AR15 is the only authorized rifle platform for the Corpus Christi Police The Corpus Christi Police Emergency Response Unit hosted a demonstration of the SWAT Team and Bomb Squad capabilities to select members of the public November 19 at the Corpus Christi Police pistol range. The invited members of the public operated the issued pistols, shotguns, and rifles used by the Corpus Christi Police Officers. Corpus Christi Police Trainer Travis Pace explains safe operation of the Glock 22 to Julie Strayer. The Glock 22 is the issued duty pistol for Corpus Christi Police Officers. Corpus Christi Icerays Invite Corpus Christi Police To Stars & Stripes Night The Corpus Christi Police Officers were invited to attend the Stars & Stripes Night at the American Bank Center November 17 to watch the Corpus Christi Icerays professional hockey team play the Fairbanks Icedogs. The night was a salute by the hockey organization to those in public service. The Corpus Christi Police drove a marked patrol vehicle on the ice at the opening ceremony and during the intermission. The Corpus Christi Icerays lost 3-1, but provided a fast-paced game that was certainly a good show to watch. 8 The Line Up Bravo District Officer of the Month: Senior Officer Michael Rogers By: Captain R. Sherman On October 8, 2012, Senior Officer Michael Rogers was conducting proactive patrol on Padre Island due to a known rash of burglaries on his district. S/O M. Rogers began contacting residents in the area to gather intelligence. He developed information that a vehicle that had been described in multiple burglaries was seen in the neighborhood only minutes earlier. He immediately began to search the area. S/O M. Rogers spotted a vehicle matching the description and got out to investigate. While doing this, he saw a male and a female coming from the backyard of a house. He made contact with the couple as they approached the vehicle. Upon contact, S/O Rogers met with resistance when he located a small pry bar in the male suspect's pocket. After a short struggle the suspect managed to break free and flee on foot. Other officers responded and they managed to contain the suspect to a small area. Canine units responded and began an exhaustive scan of the area to determine the area where the suspect was last seen. They were able to follow the track from where the suspect ran and located a door kicked in on an apartment. The suspect was located in the back hiding in a closet and taken into custody. On this day S/O M. Rogers showed dedication to his duty. He took a proactive approach to protecting the property of citizens in his area of responsibility. S/O Rogers is commended for his perception, initiative, officer safety, and dedication to duty and his community. His professionalism speaks well of him and is in keeping with the finest traditions of the Corpus Christi Police Department. He is hereby selected as the Bravo Officer of the Month for October Lower Broadway 2004 Corpus Christi Hosts State Wide Crime Stoppers Training Corpus Christi will host a state wide 16 hour Basic Crime Stoppers Course from November 28-29, The classes will be held from 8am-5pm at the Omni Bayfront for the purpose to educate Crime Stopper program board members about their responsibilities within the organization. Crime Stoppers is an independent, non-profit organization and this training held at the Omni will cover topics such as Operational guidelines, Record keeping, Requirements of the Governors Office for program certification, Legal issues, and a variety of other important topics. The course provides 16 hours of TCLEOSE credit for law enforcement. Please welcome the visitors to Corpus Christi for this conference! Senior Officer Fonseca spends much of his off-duty time as a Master Sergeant in the United States Air Force Reserve. Master Sergeant Fonseca has over twenty five years of service with the Air Force and has served tours overseas which include tours in Iraq in Operations Desert Shield and Iraqi Freedom. Master Sergeant Fonseca trained Iraqi Security Forces in 2008 and had taken a leave of absence from the Corpus Christi Police Department in order to facilitate the military service. Senior Officer Manny Fonseca trains Iraqi Security Forces in July 2008 Corpus Christi Police Officer Kirk Stowers volunteered off-duty time to work with friend Jaden Galvan for Operation: Christmas Child, a project of Samaritan s Purse which provides gifts to impoverished children in remote areas of the world. A variety of gifts are collected into shoe boxes by donors and the shoe boxes were collected into larger boxes to ship throughout the world to spread Holiday cheer. 9
