1 Fire Fighter Stipend: Section Purpose To Provide a dependable service to the community El Paso County Emergency Services Dist No. 1 serves. The Horizon Fire Department will initiate a program for firefighter retention and response. This is a dynamic document and changes may be necessary to comply with department S.O.P, city, state and federal law. This document will be used as a guideline and can be changed at any time by the authority of the Fire Chief Oversight The Fire Chief will oversee and insure that the guidelines herein are followed without deviation. If at any point deviation is necessary the Fire Chief must be contacted and approval obtained prior to the deviation being initiated. In an emergency situation the deviation may be performed and once in a position the Fire Chief must be contacted and the situation explained. If at any point a deviation is allowed the local board of commissioners will be notified at the next commissioners meeting advising of what occurred. In the absence or unavailability of the Fire Chief the Assistant Chief may be contacted and approval obtained. If this occurs the Fire Chief will be contacted and explained the events so he may inform the local board of commissioners Responsibility It shall be the Fire Chiefs responsibility to recruit qualified personnel to be available for the shift to be covered. There shall be a minimum of three personnel, who shall function in the following capacity: Officer of the unit, Engineer, and Firefighter. There shall be a minimum of an ECA working any capacity. Requirements for each are listed in this document. 8.3 Scope The guidelines herein govern all firefighters who will take part in the stipend Requirements All firefighters must maintain a valid Texas drivers license. Loss of driver s license shall result in termination from the department and firefighter stipend. Firefighters must also present valid insurance for there personal vehicle. Proof of all the above documents shall be obtained in January but no later than the 10 th of the month. Failure to show proof of either document will result in termination Call volume minimum All members who participate in the stipend will be required to make a minimum of 5% of the calls per calendar year. This is to be all encompassing, and also applies to those
2 Fire Fighter Stipend: Continued Section 8 who do not want to participate or are not eligible to participate in the stipend Minimum Training Requirement All members who participate in the stipend will be required to make a minimum of 50% of the trainings per calendar year. This is to be all encompassing, and also applies to those who do not want to participate or are not eligible to participate in the stipend Fire Certifications Firefighters must possess or be in the process of receiving a Texas Commission on Fire Protection or State Fireman s and Fire Marshals Association Basic firefighter certification Medical Certifications The only recognized medical certification will be from the state of Texas. This is to include ECA, EMT Basic, Intermediate and Paramedic. Certification must be current and National certifications will not be recognized as the state of Texas requires current Texas cert Uniform Proper uniform must be utilized when covering a shift. During working hours which is to be from 0800 until 2000, polo shirt, blue Dicky style pant, and work boot will be utilized. Unless you are working out which at that point blue shorts and fire department t-shirt will be allowed while in station. Once the work out is complete, regular uniform must be utilized. If you are to respond while wearing work out uniform then bunker pants must be utilized the polo/ t-shirt must meet the DSHS rules. The polo/t-shirt must have rank, name, DSHS certification level on the outer most layer of clothing.. From 2000 until 0800 the option of the work uniform or work out uniform will be determined by the officer on duty. Polo shirt will be tucked in at all times while out of station Other Requirements Firefighters will also be required to attend at least one sexual harassment class per year. This can be given by the

Facial hair must be kept to a minimum in order to meet SCBA/PPE requirements Personal Hygiene Members shall maintain high standards of personal hygiene while on duty. Haircuts or Hairstyling Haircuts and/or hairstyling shall be professional and businesslike in appearance. Examples of nonprofessional or unbusiness like haircuts include, but are not limited to: Mohawk or a Mohawk-like appearance, Wedge or wedge-like haircuts which have a significant contrast in length of hair from the top, sides and/or back of the head. Hair shall not be excessively long or bushy. Hair shall be kept neat, clean, trimmed and will be presented in a groomed appearance. Hair shall be cut or styled so as not to hang below the eyebrows nor to interfere with the wearing of the prescribed headgear or SCBA.. Fingernails Fingernails shall be clean and neatly trimmed. Nails shall not exceed 1 4 inch length from the tip of the finger. Nail polish shall be subdued and in good taste. Male Members. Hairstyle Hair may cover the upper half portion of each ear and may extend to, but not past, the bottom of the uniform shirt collar. No ponytails, hair ornaments, or altered lengths are allowed.. Facial Hair Male members shall be free of facial hair, except that a neat, evenly trimmed mustache is permissible. If a mustache is worn, it must be evenly trimmed so that no portion of the mustache extends below, nor more than 1 4 inch beyond the line of the upper lip. Mustaches are not to be waxed or twisted, nor shall they interfere with the seal on SCBA or medical masks. No unusual, exotic styles or colors will be permitted.. Sideburns Sideburns will not extend below the bottom of the ear and will be of even width (not flared). Sideburns will end with a clean horizontal line. Female Members
4 Fire Fighter Stipend: Continued Section 8. Cosmetics Facial and eye make-up must be neat and conservatively applied. No unusual or exotic colors.. Hairstyle Hair shall not be overly long or brushed in such a manner that it interferes with the wearing of the prescribed headgear or SCBA. French Braids, Plait Braids, Twist style or Bun style (neatly worn) are permissible. All styles must be pulled away from the front of the face and hair either secured naturally or with an approved ornament. All braids must be tucked under to prevent the appearance of a ponytail.. Hair Ornaments The following hair ornaments which are black, dark navy blue or tortoise shell in color with no designs or attachments may be worn:. Barrettes. Plastic banana clips and/or. Plastic clincher combs Bobby-pins to match hair color may be worn If interpretation is necessary the Fire Chief will determine exotic. Any skin tags on the neck will be covered and not be visible by the public. Firefighters will comply with the rules and operational requirements of the department as they may be amended. Any guideline herein that contradicts another guideline the stricter of the two will be followed. 8.4 General Rules and Procedures Ten hour coverage will be provided 365 days a year. This coverage will be conducted in a 10 hour increment. Shift will start at 0800 and conclude at During this time there will be three personnel available for response to include an officer, engineer and firefighter. Of the three members listed there must be at a minimum one medically certified person on the apparatus. During this ten hour period all emergency incidents will take priority over any other duty to include school presentations, hydrant inspections, and any other display. Response to incidents is mandatory, and must be done in a timely fashion. A stipend will be given for every emergency response and other duties that are listed below. See section for stipend amount to be issued Position Duties The duties required for each position are as follows. Fire Fighter Stipend: Continued Section 8
5 Officer The officer position will be staffed at all times. Personnel able to work in the capacity of an officer shall be those with more then 2 ½ years on the Horizon Fire Department or personnel who work with the El Paso Fire Department and have more then 2 1/2 years. You must be a red helmet, and be physically and mentally capable of making decisions on a moment s notice and managing personnel. The Officer will be in charge of managing two subordinates, engineer and firefighter. During the shift, the officer will be responsible for completing all necessary documentation to include run reports, end of shift report and any other documentation needed to be completed at the time of the shift. The Officer will also ensure the duties of the engineer and firefighter is completed and the unit is always in a state of readiness. This position will be filled on a first come first serve basis. Lieutenants and above will have first choice for any officer position needing to be filled Engineer The engineer position will be staffed at all times. Personnel able to work in the capacity of an engineer shall be those with more then 2 ½ years on the Horizon Fire Department or personnel who work with the El Paso Fire Department and have more then 2 1/2 years. You must be a red helmet, and be physically and mentally capable of making decisions on a moment s notice and managing personnel. The engineer will be responsible for completing the daily inventory for the unit, performing functional checks on the equipment and washing the apparatus. This position will be filled on a first come first serve basis Firefighter The firefighter position will be staffed at all times. Personnel able to work in the capacity of a firefighter shall be those with more then 1 year on the Horizon Fire Department or personnel who work with the El Paso Fire Department and have more then 1 year. You must be a red helmet, and be physically and mentally capable of performing required duties. The firefighter will conduct station cleanup for a minimum of one hour and help the engineer with required duties if he or she is not done. A probationary firefighter (yellow helmet) will be required to perform a certain amount of shifts, two (2) per month. In this case they shall be allowed to work on the apparatus but will not be paid a stipend as this will be part of there probationary requirement to become a red helmet.
6 Fire Fighter Stipend: Continued Section Compensation and Benefits Volunteer firefighters shall be offered a stipend for their services in accordance with the following schedule to be utilized for shift coverage. Officers who have issued response vehicles or officers who check out a response vehicle will have the option to respond on any call they deem necessary. For medical call response only one officer shall be allowed to respond and be given the stipend. All other incidents will be determined on an as needed basis Fee Schedule: 1. Twenty five dollars ($25) for the first call, every call thereafter shall be given a stipend of fifteen dollars ($15). Maximum of three people per medical call shall be given this stipend. For the standard fire call there shall be a maximum of three people. For medium to large fires there shall be an unlimited amount of personnel. The incident commander on the scene will determine the amount needed and advise when personnel are no longer needed. MCI s and extrication may require additional personnel and the incident commander can determine how many more personnel are needed and or cancel at any time. If once en route and ten cancelled you still will be given the stipend. 2. Fifteen dollars ($15) per hour of service beyond the first hour for each call. This shall include medical calls when third riding with Life. Time shall be started with time of page and conclude when back in station. If during the call a stop is made for refreshments or food, time shall be stopped at that point and that be your in station time. 3. Ten dollars ($10) per training drill. Wednesday or Saturday training. 4. Ten dollars ($10) per Fire Prevention visit to a school or day care. Must be more then 20 people in the audience. Maximum number of firefighters will be Twenty five dollars ($25) per open house. This is an all day event, and requires personnel to stay for the full duration. If you cannot stay for the full event you will not be given the stipend. Fire Fighter Stipend: Continued Section 8
7 6. Fifty dollars ($50) per Hose test. Maximum number of people is to be 6. This to be done once a year per unit. 7. Ten dollars ($10) per commissioner meeting. 8. Fifty dollars ($50) monthly for Officers from Captain down to Lieutenant. 9. Seventy five ($75) monthly for Assistant Chief up to Fire Chief. 10. Guarantee of twenty-five dollars ($25) per shift in the instance that there are no emergency calls. This is not to include support services provided such as school presentations, displays hydrant testing or hose testing. 11. Fifty dollars ($50) per training for the training instructor. The training instructor can have one assistant if necessary who shall also be paid fifty dollars ($50) so long as he/she is a certified instructor. If not certified the assistant would be paid twenty five dollars ($25). The instructors shall be TCFP or SFFMA certified instructor and have a copy on file with admin as well as the fire chief or designee. 12. If a firefighter of any rank chooses not to receive compensation for their services, they shall be required to sign a waiver and it shall be updated on an annual basis. 8.6 Shift Assignment The schedule will be done monthly and scheduling shall start the 10 th of every month and end the 21 st of the month. The scheduling will be done on a paper form that will need to be turned into the AC, Capt. Or designee. The schedule will be posted on the 25 th of the month for the following month. All vacancies will be filled for every day of the month. A medically certified firefighter must be on duty at all times. Currently this will be voluntary, but the Fire Chief reserves the right to mandate shift work for each month, for all personnel. The number of days to be covered by each individual member will be determined by the Fire Chief at that time. Fire Fighter Stipend: Continued Section 8
8 8.6.1 Assignments Once a member is assigned a particular shift it must be covered. If for any reason the member can no longer cover that shift. That member is responsible for obtaining someone else to cover that particular shift. If for any reason the member cannot find someone to cover the shift. That member will receive a penalty mark, three penalty marks in a quarter will result in working one shift with no stipend to be given for any activities that occur during that shift Duty time Shift duty will start at 0800, you are considered late after Shift duty ends no earlier then 2000 hours. If on a call at 1950 hours and you do not return to station until after 2000 hours. You shall be paid for that hour if the total run is longer then the hour mentioned herein. 8.7 Stipend issuance Firefighters will be issued their stipend on the 10 th of every month. Members will be required to retrieve their stipend from the Admin office during working hours. Stipends must be reviewed upon receiving, once cashed you are stating that everything was correct and there were no discrepancies.
