1 Air Force Court-Martial Summaries March 2018 This report lists convictions and acquittals for general and special courts-martial. The Air Force publishes these cases for deterrence purposes. Each military justice case must be resolved on its own facts. There are no expected or required dispositions, outcomes, or sentences in any military justice case, other than those resulting from the individual facts and merits of a case and the application of due process of law. Adjudged sentences reported here do not reflect any relief on the sentence that may have been granted during clemency or on appeal. When an Airman agrees to plead guilty to charges in return for some action by the convening authority, those pretrial agreements are noted and any impact on the adjudged sentence is included in the summary.

2 General Court-Martial Convictions 1. At Eglin AFB, FL, Airman First Class Alexander W. Turton was found guilty by a military judge sitting alone of attempted sexual abuse of a child and attempted sexual assault of a child. He was sentenced to a dishonorable discharge, confinement for 24 months, reduction to Airman Basic (E-1) and total forfeiture of pay and allowances. Pursuant to a pretrial agreement, the convening authority may not approve confinement in excess of 18 months. 2. At Shaw AFB, SC, Airman First Class Alexia R. Harbin was found guilty by a military judge sitting alone of child endangerment. She was sentenced to confinement for 30 days, hard labor without confinement for 30 days, reduction to Airman Basic (E-1) and a reprimand. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 3. At Laughlin AFB, TX, Airman First Class Brandon J. Carrier was found guilty by a military judge sitting alone of production of child pornography, possession of child pornography, distribution of child pornography, and sexual abuse of a child. He was sentenced to a dishonorable discharge, confinement for 45 months, reduction to Airman Basic (E-1) and total forfeiture of pay and allowances. Pursuant to a pretrial agreement, the convening authority may not approve confinement in excess of 2 years. 4. At Scott AFB, IL, Airman First Class Johnathan G. Rankin was found guilty by a military judge sitting alone of sexual assault. He was sentenced to a dishonorable discharge, reduction to Airman Basic (E-1) and a reprimand. 5. At JB Charleston, SC, Master Sergeant Brian S. Arnold was found guilty by a military judge sitting alone of possession of child pornography. He was sentenced to a bad conduct discharge, confinement for 20 months and reduction to Airman Basic (E-1). The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 6. At Vandenberg AFB, CA, Senior Airman Gianni E. Ramirez was found guilty by a military judge sitting alone of wrongful use of a controlled substance, wrongful distribution of a controlled substance, and indecent assault. He was sentenced to a bad conduct discharge, confinement for 8 months and reduction to Airman Basic (E-1). The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 7. At Ramstein AB, Germany, Staff Sergeant Max W. Gomez was found guilty by a military judge sitting alone of attempted sexual abuse of a child. He was sentenced to a dishonorable discharge, confinement for 6 months, reduction to Airman Basic (E-1) and a reprimand. 8. At JB San Antonio-Lackland, TX, Staff Sergeant Ryan G. Uribe was found guilty by a military judge sitting alone of sexual assault. He was sentenced to a dishonorable discharge, confinement for 20 months, reduction to Airman Basic (E-1) and a reprimand. General Court-Martial Acquittals 9. At Beale AFB, CA, an enlisted Airman was acquitted by officer and enlisted members of abusive sexual contact and sexual assault.

3 10. At Hurlburt AFB, FL, an enlisted Airman was acquitted by officer members of attempted possession of child pornography and attempted sexual abuse of a child. 11. At Columbus AFB, MS, an officer was acquitted by officer members of abusive sexual contact and sexual assault. 12. At Keesler AFB, MS, an officer was acquitted by officer members of sexual assault and assault consummated by a battery. Special Court-Martial Convictions 13. At Holloman AFB, NM, Airman Basic Cawahn D. Burrell was found guilty by a military judge sitting alone of false official statement, being absent without leave, and wrongful use of a controlled substance. He was sentenced to a bad conduct discharge and confinement for 45 days. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 14. At Tinker AFB, OK, Airman Basic Justice S. Winn De Leon was found guilty by a military judge sitting alone of wrongful distribution of a controlled substance, introduction with intent to distribute a controlled substance on a military installation, and wrongful use of a controlled substance. He was sentenced to a bad conduct discharge, confinement for 5 months, forfeiture of $1,092 pay per month for 6 months and a reprimand. Pursuant to a pretrial agreement, the convening authority may not approve confinement in excess of 3 months. 15. At Tinker AFB, OK, Airman Basic Kevin S. Chandler was found guilty by a military judge sitting alone of wrongful use of a controlled substance, and wrongful distribution of a controlled substance. He was sentenced to a bad conduct discharge, confinement for 5 months and forfeiture of $1,000 pay per month for 5 months. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 16. At JB San Antonio-Fort Sam Houston, TX, Airman Cory Ramirez was found guilty by officer and enlisted members of wrongful use of a controlled substance, introduction of a controlled substance on a military installation, and attempted wrongful use of a controlled substance. He was sentenced to a bad conduct discharge, confinement for 3 months, reduction to Airman Basic (E-1) and forfeiture of $1,092 pay per month for 3 months. 17. At Ramstein AB, Germany, Airman First Class Anthony M. Prophet was found guilty by officer members of wrongful use of a controlled substance. He was sentenced to hard labor without confinement for 90 days, restriction for 60 days, reduction to Airman Basic (E-1), forfeiture of $750 pay per month for 12 months and a reprimand. 18. At Eielson AFB, AK, Airman First Class Anthony R. Marshall was found guilty by a military judge sitting alone of assault consummated by a battery. He was sentenced to a bad conduct discharge, confinement for 4 months, reduction to Airman Basic (E-1) and a reprimand. Pursuant to a pretrial agreement, the convening authority may not approve confinement in excess of 105 days. 19. At Ramstein AB, Germany, Airman First Class Chase M. Strickland was found guilty by a military judge sitting alone of introduction of a controlled substance on a military installation and

4 wrongful use of a controlled substance. He was sentenced to a bad conduct discharge, confinement for 4 days and reduction to Airman Basic (E-1). The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 20. At Cannon AFB, NM, Airman First Class Esther L. Lepore was found guilty by a military judge sitting alone of wrongful use of a controlled substance and wrongful distribution of a controlled substance. She was sentenced to a bad conduct discharge, confinement for 30 days and reduction to Airman Basic (E-1). The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 21. At Dyess AFB, TX, Airman First Class Gabriel R. Tranchina was found guilty by a military judge sitting alone of wrongful use of a controlled substance. He was sentenced to confinement for 2 months, reduction to Airman Basic (E-1), forfeiture of $1,092 pay per month for 4 months and a reprimand. Pursuant to a pretrial agreement, the convening authority may not approve confinement in excess of 45 days. 22. At Davis-Monthan AFB, AZ, Airman First Class Galin N. Oliver was found guilty by a military judge sitting alone of wrongful use of a controlled substance. He was sentenced to confinement for 2 months, reduction to Airman Basic (E-1) and forfeiture of $1,000 pay per month for 2 months. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 23. At Shaw AFB, SC, Airman First Class Jeremie Milam was found guilty by officer members of wrongful use of a controlled substance. He was sentenced to a bad conduct discharge, confinement for 2 months, hard labor without confinement for 3 months, reduction to Airman Basic (E-1) and a reprimand. 24. At JB McGuire-Dix-Lakehurst, NJ, Airman First Class Jon F. Sabec was found guilty by a military judge sitting alone of wrongful use of a controlled substance. He was sentenced to a bad conduct discharge and confinement for 60 days. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 25. At RAF Mildenhall, United Kingdom, Airman First Class Michelle M. Rodgers was found guilty by a military judge sitting alone of wrongful use of a controlled substance and wrongful distribution of a controlled substance. She was sentenced to a bad conduct discharge, confinement for 45 days, reduction to Airman Basic (E-1) and a reprimand. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 26. At Hill AFB, UT, Airman First Class Terrin D. Campbell was found guilty by a military judge sitting alone of willful dereliction of duty, wrongful use of a controlled substance, and wrongful distribution of a controlled substance. He was sentenced to confinement for 90 days, reduction to Airman (E-2), forfeiture of $500 pay per month for 2 months and a reprimand. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 27. At Barksdale AFB, LA, Airman First Class Warren C. Jackson was found guilty by officer members of wrongful use of a controlled substance. He was sentenced to restriction for 30 days and reduction to Airman Basic (E-1).

5 28. At Offutt AFB, NE, Senior Airman Jordan W. Carlson was found guilty by a military judge sitting alone of assault consummated by a battery. He was sentenced to confinement for 14 days, hard labor without confinement for 60 days, reduction to Airman Basic (E-1), and forfeiture of $500 pay per month for 1 month. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 29. At Barksdale AFB, LA, Senior Airman Kiettisack Manothay was found guilty by a military judge sitting alone of wrongful use of a controlled substance. He was sentenced to confinement for 30 days, reduction to Airman (E-2) and a reprimand. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 30. At Hill AFB, UT, Staff Sergeant Enrique R. Trujeque was found guilty by officer members of wrongful use of a controlled substance. He was sentenced to hard labor without confinement for 2 months, forfeiture of $500 pay per month for 2 months and a reprimand. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 31. At JB Elmendorf-Richardson, AK, Staff Sergeant Eric K. Casillas was found guilty by officer members of wrongful use of a controlled substance. He was sentenced to hard labor without confinement for 3 months, reduction to Airman Basic (E-1), forfeiture of $1,092 pay per month for 4 months and a reprimand. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 32. At Kadena AB, Japan, Staff Sergeant Joseph M. Yebba was found guilty by a military judge sitting alone of willful dereliction of duty, making a false official statement, and larceny of military property. He was sentenced to a bad conduct discharge, confinement for 240 days, reduction to Airman Basic (E-1) and a reprimand. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 33. At JB Pearl Harbor-Hickam, HI, Staff Sergeant Kyle B. Hart was found guilty by officer members of wrongful use of a controlled substance. He was sentenced to a bad conduct discharge, confinement for 30 days, reduction to Airman Basic (E-1), forfeiture of $1,092 pay per month for 1 month and a reprimand. The adjudged sentence did not exceed the negotiated terms of the pretrial agreement. 34. At Offutt AFB, NE, Technical Sergeant Heath B. Noffsinger was found guilty by officer members of wrongful use of a controlled substance. He was sentenced to confinement for 15 days, reduction to Senior Airman (E-4) and a reprimand. Special Court-Martial Acquittals 35. At Kirtland AFB, NM, an enlisted Airman was acquitted by officer members of wrongful possession of a controlled substance. 36. At Luke AFB, AZ, an enlisted Airman was acquitted by officer members of abusive sexual contact. 37. At Holloman AFB, NM, an enlisted Airman was acquitted by officer members of wrongful use of a controlled substance.

6 38. At Travis AFB, CA, an enlisted Airman was acquitted by officer members of wrongful use of a controlled substance. 39. At Dyess AFB, TX, an enlisted Airman was acquitted by officer and enlisted members of assault consummated by a battery.
