2 1.0 Introduction This plan is a local extension of the Maine Amateur Radio Emergency Service Communications Plan (Section Plan). It covers local operations, and liaisons with the Section and other nets. The Section Plan is incorporated by reference and covers information not included here. 2.0 Activation & De-Activation 2.1 Wide area events: The Lincoln Co. EMA Director will contact the EC to activate the LCART. Furthermore, the ACO (ARES Communication Officer) will contact the EC or an EC as per the Section Activation Plan. 2.2 Local events: Served agency staff will contact the EC or an AEC using the Information provided them. 2.3 Activation: The EC (Emergency Coordinator) or AEC (Asst. Emergency Coordinator) will decide on the level of response required, and may activate with the approval of the EMA Director. 2.3a) Notification: Activation will be via the following messaging formats: Text Messaging, and Voice. The EC will utilize the Call Tree Attachment A) if a slower response is called for. 2.4 Deactivation: will be planned so as to reduce deployed assets as the event winds down. The EMA Director will coordinate deactivation with the served agency. 2.5 Net members must notify the local net NCS that they have been told to deactivate. 2.6 Member leaving early: In the event a Net member must leave their location prior to being relieved, the member must request permission from the EC via Net Control. The member must not leave their position without notification and a response.
3 3.0 Served Agencies 3.1 Lincoln County Emergency Management (See MOU, Attachment D) 3.2 CERT (Pending additional information) 4.0 Phone Network Plan 4.1 Repeaters: Phone operations will begin on the primary repeater listed in the Section Plan. In the event of primary repeater failure, all stations should automatically switch to the secondary repeater. a) Lincoln County Repeater frequency: MHz (-), PL Repeater Failure/Simplex Operations: If both repeaters fail, all stations should switch To the listed local simplex frequency. Simplex operations may also be initiated for operations over short distances where a repeater is not required at the discretion of the ACO. A) Lincoln County Simplex Frequency MHz 4.3 Section Liaison: The NCS will assign a station with HF NVIS capability to act as liaison to the ME-ARES Section Net if it is in operation. A) In the event of 2m simplex operations, the liaison will drive to the summit of the following: Blinn Hill, Huntoon Hill, summit of Rt 1 hill in Waldoboro (near or at West Main St.), or as assigned by NCS. B) The EC will notify Lincoln County Sheriff and / or local PD of this operation. If inaccessible, the NCS will assign a secondary location that may be used. 4.4 Maine ARES Frequency References A) Refer to Appendix F.
4 5.0 Digital Operations Plan 5.1 Following the Section protocol for formal written messages, the local packet radio network on MHz and will be used to access one of the Winlink RMS-Packet stations. 5.2 Access Knox Co. Packet on MHz A. HF Winlink refer to channel chart B. RRI Traffic System Maine (RRI is Radio Relay International) 5.3 Alternate routes and methods may be implemented as required. Contact local MARS operators if local options fail, or ask for outside assistance on the Section Net. 6.0 Rapid Response Team (RRT) 6.1 The EC will determine the number of members needed. 6.2 Their duties will be to respond within one-half hour of activation, put the local phone net on the air, and staff key agency stations and incident locations as needed. 6.3 The members will call when notified for a conference call. 6.4 Members will be equipped and ready to remain in operation for at least 12 hour shifts.
5 7.0 Drills and Training 7.1 AEC-Training: Responsible for all training and drills in coordination with the EC. A. FEMA Training ICS-100, 200, 700, 800 to be completed within one year of joining the LCART. 7.2 Monthly training: A training session will be held at each monthly meeting. 7.3 Drills: Quarterly drills will provide on-air testing and experience, and will build toward participation in the annual SET. The four drills will cover voice nets, Winlink/Packet operations, simplex operations, and field operations. Field Day may be used for the field operations drill with suitable planning.

Box 249 Wiscasset, Maine Phone: (207) Fax: (207) Casey Stevens, Director Memorandum of agreement between Lincoln County Emergency Management Agency and LincolnHealth Identification: Lincoln County EMA and LincolnHealth shall hereinafter be referred to and identified as "the Parties". 1. Parties: This Memorandum of Agreement ( MOA"), is made and entered into by and between LincolnHealth, 35 Miles Street Damariscotta Maine (Campuses at both LincolnHealth in Damariscotta, St. Andrew's Village and St. Andrew's in Boothbay Harbor), and Lincoln County Emergency Management Agency, 32 High Street Wiscasset Maine. 2. Purpose: To identify services provided by Lincoln County Emergency Management Agency to support healthcare operations at LincolnHealth during a disaster or emergency situation. 3. Term of MOA: This MOA is effective June 30, 2017 and will be executed upon the day and date last signed by the duly authorized representatives of the parties. This MOA shall remain in full force and effect until the date of termination. Either party upon 30 day written notice may terminate this MOA without cause. Notice will be made by certified mail or Responsibilities of LincolnHealth : LincolnHealth will provide some hazmat decontamination equipment for use by the Lincoln County HazMat Decon Strike Team at LincolnHealth facilities including but not limited to; decon tents, generator, lights, and other miscellaneous equipment. Also included in this MOA is one Vertex base radio (serial #6F491328) placed in the Emergency Department at LincolnHealth, and one frequency for HICS operations.
9 Repairs and replacement of equipment consumed or damaged by the use of the County teams will not be the sole responsibility of LincolnHealth to repair or replace. LincolnHealth and Lincoln County Emergency Management Agency will agree to partner in obtaining resources through grants and county financing. 5. Responsibilities of Lincoln County Emergency Management Age ncy: Lincoln County Emergency Management Agency will deploy the Lincoln County HazMat Decontamination Strike Team upon the request of LincolnHealth. Lincoln County Emergency Management Agency will assist with the Incident Management Team, and Emergency Operations Center as requested by LincolnHealth. Lincoln County Emergency Management Agency will also coordinate amateur radio operations with LincolnHealth as needed to support operations. 6. General Provisions: A. Amendments: Either party may request changes to this MOA. Any changes, modifications, revisions or amendments to this MOA mutually agreed upon by and between the parties to this MOA shall be incorporated by written instrument. Changes shall be effective when signed by all parties to this MOA. B. Termination date: The completion and termination of this MOA will be on June 30, 2018 at 12:00A.M. C. Entirety of Agreement: This MOA consisting of three pages represents the entire and integrated agreement between the parties, and supersedes all prior negotiations, representations, and agreements, whether written or oral. Signatures: In witness whereof, the parties to this MOA through their duly authorized representatives have executed this MOA on the first day, in the month of April, 2016 and certify that they have read, understood, and agreed to the terms and conditions of this MOA as set forth herein. The effective date of this MOA is the date of the signature last affixed to this page. Date:
