More Info on Page 2 Message From the President Good afternoon from the mountains of East Tennessee! Last month, your Association marked a milestone by holding its first Board of Directors meeting outside of the United States. We met as a board in Mississauga, Ontario, which is just outside of Toronto, and were hosted by our friends at ORNGE. I would like to again express my appreciation to ORNGE for being such accommodating hosts, and to the Paramedic Association of Canada for taking the time to meet with us. We accomplished quite a bit during our tenure in Canada, not the least of which was a top-to-bottom revision of our bylaws. A total review of the bylaws and corporate structure had not been accomplished since In looking over our current rules, we are proposing several changes to the membership. The rules currently call for the Vice President to be elected from amongst the Board of Directors. In past years, this has effectively been an appointment by the Board, as no candidate as far as any of us can remember has run opposed. We are now looking to codify that stance and have the Vice President appointed from the membership of the Board. Your elected members of the Board of Directors know the potential candidates personally, and every member of this Association has the ability to vote for every single member of the Board, versus a regional construct. To that end, we are looking to move towards a more parliamentary system, more in line with our friends at AMPA and ASTNA. 3 Military Update The Reciprocity guide is being updated quarterly with new information from the various State EMS offices. They are also adding in a section for military spouses. I am maintaining involvement with the School of Army Aviation Medicine at Fort Rucker, AL, and I continue to inform the Flight Paramedic graduates about the membership benefits associated with the IAFCCP. The NEMSQA meeting was held in Dallas on July. I am actively representing the IAFCCP on that committee. They, however, are still in the development process with elections and developing bylaws. 4 Government & Legislative Affairs Committee Update In Congress, the U.S. House of Representatives remains on recess until after Labor Day. The Senate has reconvened after an abbreviated August recess, and is swiftly taking up legislation on spending bills, judicial nominees, and the ongoing Russia probe. FAA Reauthorization expires Sept. 30, Legislation to renew the FAA Authorization has passed the House, and the Senate continues to consider its own legislation for FAA Reauthorization. The IAFCCP, and several other air medical and EMS associations continue to monitor progress in the Senate, as potential amendments exist that could have a profound effect on air medical services. S (McCaskill, D- MO) has language identical to Section 412 of the House FAA bill (H.R. 4). S would create a committee to review how to segregate air ambulance bill charges between what is transportation (i.e., aviation) and what is non-transportation (i.e., health care). The U.S. Department of Transportation (DOT) would then institute rulemaking to format bills for air medical services. Lastly, anything deemed to be nontransportation would fall under expanded state oversight, as it would be carved out of current DOT oversight via revision of the Airline Deregulation Act (ADA). This bill was introduced as a means of addressing the ongoing balance billing issue for patients. To address the balance billing issue, IAFCCP supports H.R (Walorski, R-IN), a bipartisan supported bill to reform Medicare reimbursement for air medical services which bases reimbursement on cost reporting and institutes reporting on quality measures. Quality reporting will be used to create a value-based purchasing program that will incentivize air medical services towards higher quality in healthcare. Christopher D. Hall, IAFCCP GLAC Chairman While some segments of the air medical community favor S. 2812, the IAFCCP is opposed to ADA revision and the disruption of over 40 years of uniform aviation oversight of air carriers (air medical services must possess Part 135 air carrier certificates to bill Medicare). Currently, states have the ability to effectively regulate all aspects of health care within their borders already and exercise this authority in overseeing the care that paramedics deliver each day. The IAFCCP believes the best way to address the healthcare payment policy that involves patient balance billing is to correct the underreimbursement by government payers (e.g., Medicare, Medicaid, Tricare, etc.) that results in large amounts of uncompensated care that inevitably gets shifted to commercial insurance payers. 4

6 The IBSC Receives Accreditation from the NCCA The International Board of Specialty Certification (IBSC ) has been awarded accreditation status from the National Commission for Certifying Agencies, the Accreditation Body of the Institute for Credentialing Excellence (ICE). The NCCA accreditation means that the highest quality standards in professional certification are met to ensure our certifications adhere to modern standards of practice in the certification industry. The NCCA was founded to help ensure the health, welfare, and safety of the public through the accreditation of a variety of certification programs that assess professional competence. NCCA uses a peer review process to: establish accreditation standards; evaluate compliance with these standards; recognize programs which demonstrate compliance; and serve as a resource on quality certification. More information can be found at The NCCA accreditation encompasses all of the IBSC s paramedic level certifications to include the Certified Community Paramedic (CP-C ), the Certified Critical Care Paramedic (CCP-C ), the Certified Flight Paramedic (FP- C ), and the Certified Tactical Paramedic (TP- C ) certifications. The IBSC is very excited and honored to have obtained the prestigious NCCA accreditation for our certification examinations said Graham Pierce, IBSC s Chairman. The IBSC has become the first and only NCCA accredited certification process for paramedics working in specialty environments. The NCCA s recognition demonstrates our commitment to the highest quality standards in professional certification. The NCCA accreditation is for a five-year period through August

7 (Continued from page 1). we have proposed that the officer terms be for a period of two years, versus a single year in each officer seat. This will again provide parity with the other associations and keep the wealth of knowledge and experience in place versus our present one and out system. We also allowed in our revisions for multiple membership meetings per year versus the single general membership meeting at AMTC. Allowing for additional membership meetings will allow us to better connect with the membership at varying conferences. As we seek to delve into the realm of community and tactical paramedicine, it simply makes sense that we would meet the members where they are, rather than only offering a single opportunity per year. Finally, we have given our representatives from interest groups such as military medics, international members, and community paramedicine a full seat at the table by making these liaisons full members of the Board of Directors, elected for a two-year term and with full voting privileges. We want to make sure that the voices of our subgroups are heard. It has been an honor to serve as your President this year.
