The Situation According to the United States National Oceanic and Atmospheric Administration (NOAA) s National Hurricane Centre (NHC), Hurricane Irma s centre was located near latitude 18.8 north, longitude 39.1 west at 5 PM Atlantic Standard Time (AST) (2100 Coordinated Universal Time [UTC]). Irma is moving toward the west at around 13 mph (20 km/h). A turn toward the west-south-west is expected by tomorrow, 2 September Irma is a category 3 hurricane on the Saffir-Simpson Hurricane Wind Scale, as maximum sustained winds are near 120 mph (195 km/h), with higher gusts; while fluctuations in strength (up or down) are possible over the next few days, Irma is expected to remain a powerful hurricane through the weekend. Hurricane-force winds extend outward up to 25 miles (35 km) from the centre and tropical-storm-force winds extend outward up to 105 miles (165 km). The estimated minimum central pressure is 964 mb (28.47 inches). Watches and Warnings There are no coastal watches or warnings in effect. 3 P a g e 3 Antigua and Barbuda Red Cross Volunteers placed on stand-by Preparedness actions to be share today, 1 September 2017 Human and material response capacities to be shared shortly British Red Cross overseas branches Headquarters and the following branches have been placed on alert: Montserrat, Anguilla, British Virgin Islands (BVI) Montserrat: 50 volunteers (including 9 National Intervention Team [NIT] members); no NFI stock Anguilla: 73 volunteers (including 17 NIT members); NFI stock for 50 families BVI: 70 volunteers (no NIT members); NFI stocks for a maximum of 15 families Cuban Red Cross Monitoring the situation Coordinating with Cuban authorities Dominica Red Cross Society Placed volunteers on stand-by Close monitoring of the storm and coordination with national authorities Dominican Red Cross Volunteers are on alert Water treatment plants are ready to be deployed if needed Coordination between the National Society and country cluster 12,000 volunteers at the national level 6,000 volunteers trained in first aid and emergency assistance General, health, psychosocial support (PSS), water, sanitation, and hygiene promotion (WASH), Logistics, Damage Analysis and Needs Assessment (DANA) NITs 50 members of water and sanitation team Updated contingency and response plans and standard operating procedures (SOPS) Pre-positioned stock: 2,000 hygiene kits, 908 shelter tool kits, 2,500 kitchen sets, 28 jerrycans and 3,357 tarpaulins Equipment: 30 water treatment plants, 4 trucks and 100 water tanks Vehicles: 11 4X4, 54 ambulances, 5 trucks Radio communication: Very high frequency (VHF) network in 31 provinces, agreement with the Dominican Radio Club for the use of high frequency (HF) in case the VHF network is damaged All branch presidents fleets have been activated Haiti Red Cross Society Close coordination with the Directorate of Civil Protection (DPC for its acronym in French) Contingency Planning completed/revised/updated for Grand Anse department Pre-positioned stock for 300 families (still in customs) Updated 2017 National Response Plan 47 NIT volunteers 440 DANA-trained volunteers 618 first aid volunteers 197 WASH volunteers 63 PSS volunteers 352 relief volunteers 5 Regional Intervention Team (RIT)-trained volunteers
4 P a g e 4 Netherlands Red Cross overseas branches Headquarters and the following branches have been placed on alert: Sint Maarten, Statia, Saba All branches are activating their response and contingency plans Netherlands Red Cross headquarters is considering pre-positioning trained emergency response unit (ERU)-staff on the islands mentioned above Saint Kitts and Nevis Red Cross Society Volunteers have been placed on stand-by About 100 volunteers are available for a possible response NFI stocks available for 100 families PIRAC actions: Non-food item (NFI) stock available for 120 families in Guadeloupe NFI stock available for 250 families in Martinique NFI stock available for 100 families in French Guiana 3 water treatment plants available; each with the capacity to serve the needs of 4,000 people per day PIRAC is ready to activate partnership with General Maritime Chartering Company (CMA-CGM for its acronym in French) for the transport of goods to affected places 17 volunteers trained in regional response PIRAC stock in French Guiana.
