3 The Panama Canal Orient 3 Panama Canal Scottish Rite Bodies 187 th Semi-Annual Reunions The Officers of the Panama Canal Scottish Rite Bodies announce the following schedule for the 187 th Semi-Annual Reunions: Panama Canal Lodge of Perfection and Chapter of Rose Croix The Reunion will be held on Friday evening and Saturday, October 17 and 18, 2008, conferring the 4 th to 18 th Degrees of the Scottish Rite, inclusive. The fee for the Lodge of Perfection is $100 and the fee for the Chapter of Rose Croix is $50. Dues are $62.50 and cover dues of the Panama Canal Scottish Rite Bodies for the remainder of 2008 and Candidates must complete registration in the Secretary's office by 5:30 p.m. on Friday, October 17, Panama Canal Council of Kadosh and Consistory The Reunion will be held on Saturday morning and afternoon, October 18, 2008, conferring the 19 th to 32 nd Degrees of the Scottish Rite, inclusive. The fee for the Council of Kadosh is $50 and the fee for the Consistory is $50. Candidates must complete registration in the Secretary's office by 7:45 a.m. on Saturday, October 19, This appeared in the March-April 2008 Scottish Rite Journal What is the most Masonically Named hall of an American College? There are many college buildings named after Freemasons, as well as a few schools. The Marquis de Lafayette has halls named after him at George Washington University, Virginia Commonwealth University, the University of Vermont, and New York University. Bob Evans Farms Hall at the University of Rio Grande in Ohio is named after the famous restaurateur and sausage maker, while LaFollette Hall honors Senator Robert M. LaFollette. Ball State University in Indiana is named after Bro. Frank C. Ball, and our most famous Mason, Bro. George Washington, has both a university named after him and a hall at Ohio University. While all of these schools and buildings have strong Masonic connections to their names, the prize for the college building with the most Masonic name must go to Hiram Abiff Boaz Hall at Southern Methodist University in Dallas, Texas. Boaz Hall (pronounced boze at SMU) is named after Ill. Hiram Abiff Boaz, 33, President of SMU, , and Bishop of the Methodist Church, Bro. Boaz was raised in Granger Lodge No. 677, Granger, Texas, and served as Grand Chaplain of the Grand Lodge of Texas in He later affiliated with Hillcrest Lodge No. 1318, across the street from SMU. He received the 32 on March 30, 1950, in the Valley of Dallas, the KCCH on January 4, 1956, and the 33 on January 11, While the records don't indicate it, there is strong reason to believe that his father was also a Mason. ANNUAL DUES It has taken me many weeks of going over in my mind before finally determining that it is time for me to take some necessary action. It is no easy task being the boss and having to bring bad news to the Brethren, but here it goes. In 1987, due to the financial situation at the time, the Deputy of the Panama Canal Scottish Rite Bodies, Ill. Charles R. Lavallee, 33, saw the need to raise the annual dues from $25.00 to the current level of $ That, my Brethren, was 21 years ago. I Many of you do not know that of the $35.00 paid annually, $10.00 goes to the Supreme Council for your per capita tax. Although life members do not pay annual dues, their per capita tax has always been paid by the Panama Canal Scottish Rite Bodies. Some time back I was advised by our auditor that, due to the rapid inflation confronting us, I would eventually have to raise our dues. Nevertheless, I refrained from doing so because, although we were not making money, we were able to keep our heads above water. Times have changed. For the last couple of years we have been operating in the red. As you may well know, the price of oil is causing havoc throughout the world. Gasoline in Panama is over $4.55 per gallon. This has caused public utilities to rise accordingly, as has the cost of office supplies (including stamps) needed for our daily operation. Our computer and office equipment is old and obsolete, and needs to be updated. My Brothers, as much as I hate to do this, the time has come for me to bite the bullet and make this decision in order to keep our Temple operational. Therefore, this is my official notification to you that effective January 2009 your annual dues will be raised to $ Life members do not pay annual dues. However, I am asking each and every Life Member that, in addition to the donations some of you presently make to the Almoner and/or Temple Maintenance, you please assist your Bodies by making a donation of $10.00 annually to cover your per capita tax. I am sure that the decision I have made will assist us tremendously with the upkeep and the expenses incurred in maintaining your beloved Panama Canal Scottish Rite Bodies operational for many more years. I know that I can count on your support and for this I thank you.

Linares, Jr., 33 THE PANAMA CANAL TREATY AND IT S EFFECT ON CANAL ZONE MASONRY When I became a Mason in 1971 the following Masonic organizations were in existence in the Canal Zone: The Canal Zone District Grand Lodge and its seven Blue Lodges (Army, Canal Zone, Chagres, Darien and Isthmian on the Pacific side, Sibert and Sojourners on the Atlantic side); The Canal Zone Scottish Rite Bodies; The Canal Zone York Rite Bodies (with Royal Arch Chapter No. 1 in Balboa and Royal Arch Chapter No. 2 in Cristobal); Abou Saad Temple; two Order of the Eastern Star Chapters (Fern Leaf No. 4 in Ancon and Orchid No. 1 in Balboa); three Rainbow Girls Assemblies (one each in Ancon, Balboa and Cristobal); and one DeMolay Chapter, in Balboa. Stationed in the Canal Zone were members of the United States Air Force, Army, Marines and Navy. Operating in the Canal Zone were the Panama Canal Company, the Canal Zone Government and a number of private Contractors. In September of 1977 the new Panama Canal Treaty was signed, replacing the 1903 Treaty. When the new Treaty went into effect on October 1, 1979, the Canal Zone ceased to exist, as did the Canal Zone Government. The Panama Canal Company was replaced by the Panama Canal Commission, and the Governor was replaced by an Administrator. Some functions, such as hospitals and schools, were transferred to the Department of Defense. Others, like postal, customs and police, were eventually fazed out. The new Treaty mandated that all U. S. Military Bases, schools and hospitals on the Isthmus be closed by the end of Also, the Treaty did not allow the Panama Canal Commission to hire any more United States citizens. As Canal Zone Masons retired (or transferred to other U.S. Government jobs elsewhere) and Military Bases started to close down, some Masonic Bodies were forced to either merge or turn in their Charters. The first to merge were Canal Zone Lodge and Isthmian Lodge in Ancon, becoming The Canal Zone Isthmian Lodge. After the Ancon Masonic Temple was sold The Canal Zone Isthmian Lodge merged with Chagres Lodge in Balboa and became Ancon Lodge. The York Rite Bodies and Abou Saad Temple moved from Ancon to the Scottish Rite Temple in Balboa. Army and Darien Lodges soon merged and became Balboa Lodge. As more employees left the Isthmus, the Eastern Star and Rainbow Girls Chapters in Cristobal also closed down. Most of the members of Sibert Lodge had either left the Isthmus or moved to the Pacific side. At that time most of the presiding officers were members of the Armed Forces, so when the bases on the Atlantic side were closed Sibert and Balboa Lodges merged and became Gatun Lodge. This left only Sojourners Lodge on the Atlantic side, which continued to operate although with a very small membership in attendance as many of its members had left Panama, and those who transferred to the Pacific side were not too eager to drive across the Isthmus to attend meetings because the condition of the road made it dangerous, especially at night. Also, the train schedule was no longer dependable. Besides the Panama Canal Scottish Rite Bodies, Orchid Chapter No. 1, the DeMolay and the Rainbow Girls, the Scottish Rite Temple was now home to The District Grand Lodge and its three new Lodges, Abou Saad Temple and the Panama Canal York Rite Bodies (Royal Arch Chapter No. 2 in Cristobal had ceased to exist.) Later on the DeMolay and the Rainbow Girls in Balboa also ceased to exist. After some years of not holding meetings, in 2005 Orchid Chapter No. 1 was forced to turn in its Charter. When the new Treaty went into effect on October 1 all lands in what previously had been the Canal Zone came under the authority of the Government of Panama, which began to sell much of it. The price that was being

8 8 The Panama Canal Orient asked for the land on which sat the Scottish Rite Temple was way out of our reach, and the monthly rent for the use of the land soon would have depleted our funds. For this reason, in 2002 the Scottish Rite Building was sold. As a result, all Masonic Bodies, with the exception of the Scottish Rite, moved to other locations. The new owners informed our Deputy, Illustrious Arthur J. Kerr, 33, G.C., that they wanted the Scottish Rite office and library to stay in their building, and all we would have to do was take care of our utilities. The Scottish Rite Library continues to be in the same room as before, but the office has been moved to the first floor. For the old timers, the new office is located where the dormitory used to be back in the days when we had two Scottish Rite Degree Teams (one on each side of the Isthmus) and where the Atlantic-side Team would sleep when it came over on Fridays for weekend Degree work. For the later generation, this is where the offices of the York Rite Bodies and Ancon Lodge were located. Abou Saad eventually acquired Building 13 in Albrook (the old Officers Club), which is well on its way to being renovated. The long-time Secretary of the York Rite Bodies, Ill. Brother Ricardo Young, 33, who had kept this organization going strong, passed away some years ago. As a result, the Panama Canal York Rite Bodies have been dormant for many years. The District Grand Lodge rented the second and third floors of a building located in Vista Hermosa, a suburb close to the San Fernando Clinic, and moved there with Ancon and Gatun Lodges. On the second floor are located the offices of the District Grand Lodge and of the two Blue Lodges, as well as a dining room, a store room, a small kitchenette, two bathrooms and a small library. In preparation for Most Worshipful Grand Master Jeffrey B. Hodgdon's visit in January of 2006, the District Grand Master, Right Worshipful Victor D. Cruz, had built on the third floor a beautiful Lodge room which the Grand Master dedicated in a very impressive ceremony. The name given this Lodge room is The Massachusetts Masonic Hall. The Scottish Rite Bodies holds its Regular Monthly Meetings in the Shrine building in Albrook, but the Degree work is done in The Massachusetts Masonic Hall. THE FIRST SPANISH-LANGUAGE LODGE IN OUR DISTRICT On January 30, 1917, a Masonic Treaty was signed by Most Worshipful Maynard Johnson, Junior Past Grand Master of the Grand Lodge of Massachusetts, and Most Worshipful Guillermo Andreve, who Most Worshipful Johnson had recently installed as Grand Master of the newly-formed Grand Lodge of Panama. This Treaty granted the Grand Lodge of Massachusetts the right for its Lodges in the Canal Zone to receive and act upon applications for the Degrees in Freemasonry made by American citizens, and for the Grand Lodge of Panama the right for its Lodges to receive and act upon applications made by Panamanian citizens. Third-country nationals were free to submit their applications to Lodges in either of the two jurisdictions. In 1977 a new Panama Canal Treaty was signed, replacing the 1903 Treaty. This new Treaty, which went into effect October 1, 1979, stated that there would no longer be a Canal Zone. When Most Worshipful Arthur Malanson, Grand Master of the Grand Lodge of Massachusetts, visited the Canal Zone in January of that year he held a meeting in our Scottish Rite Temple with the Grand Master, and Past Grand Masters, of the Grand Lodge of Panama for the purpose of amending the existing 1917 Masonic Treaty. The new Panama Canal Treaty stated that on October 1, 1979, all lands and properties in the former Canal Zone would be turned over to Panama. Based on the fact that on that day Panama would assume completely sovereignty in that area, the representatives of the Grand Lodge of Panama were adamant in demanding that effective that date no Lodge should exist under a jurisdiction other than that of the Grand Lodge of Panama (not

9 The Panama Canal Orient 9 withstanding the fact that two Lodges under the Grand Lodge of Scotland had for decades existed, and continue to exist, in its jurisdiction without any Masonic Treaty), and that all Massachusetts Masonic Lodges, properties and memberships be turned over to the Grand Lodge of Panama. After unsuccessfully trying to convince them to accept amending the 1917 Masonic Treaty, Most Worshipful Arthur Melanson firmly stated that on October 1 of that year, when the Canal Zone ceased to exist, so would the 1917 Masonic Treaty cease to be in effect. This, then, opened the door for Americans and Panamanians who wished to become Masons to petition a Lodge under either of the two jurisdictions, and after October 1979 English-speaking Panamanian citizens soon began petitioning Lodges under the jurisdiction of the District Grand Lodge at the Panama Canal. Years later, as a gesture of harmony between the two jurisdictions, some Masons members Lodges in our District and English-speaking Masons members of Lodges under the Grand Lodge of Panama, formed Harmony Lodge No. 18 under the Grand Lodge of Panama. Using the Ritual of the Grand Lodge of Massachusetts the new Lodge held its first Regular Communication on April 21, Harmony Lodge No. 18 became the second English-language Lodge under the Grand Lodge of Panama, the first being Pacific Lodge No. 5. In 1998 the Grand Master of the Grand Lodge of Panama, Daniel Abouganem, made plans to move the seat of the Grand Lodge of Panama to the Panama Canal Scottish Rite Temple (trying to use the new Panama Canal Treaty as basis for his action). It never materialized, but it caused friction between the American and Panamanian Masons and by the year 2000 most of the American Brothers had stopped attending Harmony Lodge No. 18 meetings. Soon the membership of that Lodge was made up almost exclusively of Panamanian citizens, many who spoke no English, so the Massachusetts Ritual in English was replaced by one in Spanish. When Right Worshipful District Grand Master, Illustrious Jack Tutzauer, 33, returned from his visit to Boston in 2001 he brought with him a copy of the Massachusetts Ritual in Spanish, and the news that a Spanishlanguage Lodge was being formed there under the jurisdiction of the Grand Lodge of Massachusetts. A few years later Lodge America, Under Dispensation, began operating in the State of Massachusetts. When Most Worshipful Jeffrey B. Hodgedon visited the Panama Canal District in 2006 he reported on Lodge America, U. D., and also announced that a Portuguese-language Lodge was in the process of being formed in Massachusetts under our Grand Lodge. Our District Grand Master, Right Worshipful and Illustrious Victor D. Cruz, 33, asked the Grand Master's permission to form a Spanish-language Lodge in his District. Permission was granted, and in early March of that year a group of twenty-four Master Masons, members of Lodges in our District, of St. Andrews Lodge No under the Most Worshipful Grand Lodge of Scotland, and of Lodges under the Most Worshipful Grand Lodge of Panama, met to discuss the formation of the first Spanish-language Lodge under the jurisdiction of the District Grand Lodge at the Panama Canal. The name Eloy Alfaro was unanimously chosen as the name for this new Lodge, and a petition requesting Dispensation was signed by these Master Masons and sent to the Grand Master in Boston. On March 20, 2006, the Grand Master granted a Dispensation for our District Grand Master to officially form Eloy Alfaro Lodge. In April 2006 the officers of the District Grand Lodge installed the officers of Eloy Alfaro Lodge, Under Dispensation. After many months of practicing and memorizing the Spanish-language ritual used by Lodge America in Massachusetts, the officers of Eloy Alfaro Lodge, U. D., have Initiated and Passed a number of Brothers, and will soon Raise some of them. The Charter for this new Lodge will be presented at the end of July The District Grand Lodge at the Panama Canal now has four Lodges under its jurisdiction, Ancon, Eloy Alfaro, U.D., Gatun and Sojourners, which this year started to hold its meetings on the Pacific side.

10 10 The Panama Canal Orient ANOTHER EXAMPLE OF MASONRY AT WORK An article which appeared on page 30 of the June 15-28, 2007, edition of The Visitor, a freely-distributed newspaper with local information directed mainly at persons visiting, or wishing to reside in, Panama reported how Ziska Hartmann, a young boy from the mountains of Chiriqui born with a cleft palate, was helped by a neighbor, Carl Pfiffer, a Canal Zone employee and long-time member of Sojourners Lodge located in Cristobal, Canal Zone. Brother Pfiffer offered to take Ziska to Panama City where he had the necessary medical contacts to help the young boy, and pay for his care. He informed the boy's father that the several surgeries plus the healing time could take up to three years. During the time Ziska stayed with the Pfiffers he became very close to their daughter Lois, and the two became inseparable. After a successful operation in 1942, Ziska went back to his home in the mountains of Chiriqui. The Pfiffer family moved on and, despite occasional letters, contact between Ziska and his childhood friend Lois (who had moved to the states) faded with the years. After reading an article about Alois Hartmann, Ziska's father, which appeared in an earlier edition of The Visitor, Lois Pfiffer decided to return to Panama and visit her old home in the mountains of Chiriqui. With the assistance of David Bell, who had written the article about Alois, Lois and her daughter Margaret drove to the Hartmann's coffee estate in Santa Clara, near El Volcan. For the first time in sixty years Ziska and Lois were reunited, in a long embrace with tears running down each other's cheeks. Lois thought that after all these years he would no remember her, but Ziska told her, Oh no Lois, I have never forgotten you. A beautiful ending to a story that began back during the years of World War II, when a Brother Mason and his daughter stretched out a hand of friendship to a young boy from the mountains of Chiriqui. DOES IT GET THIS COLD IN YOUR NECK OF THE WOODS? (Laugh a little, it's good for the soul) The following came out of an old Reader's Digest under the tittle How Cold Was It? When temperatures plunged to 26 degrees below zero Fahrenheit, the Rockford, Ill., Register Star asked its readers to finish the sentence, It was so cold that... Here are some of the responses:... you could freeze an egg on the sidewalk.... I had to go up and break the smoke off my chimney.... we opened the refrigerator to heat the house.... when police saw a bank-robbery suspect and said, Freeze! he did.... I saw a 32 nd degree Mason, and he was down to when I called home to Arizona, the message caused the cactus to frost over.... I let my dog out, and I had to break him loose from the tree.
