3 2016 Desert District Marksmanship Rendezvous The 2016 Desert District Marksmanship Rendezvous has been organized to help Scouts hone their skills, and learn new ones, in an inspiring historic setting, with the Sierra s majestic Kearsarge Peak, Mt. Mary Austin and Mt. Baxter as a backdrop. We are excited about all the activities at this event, and are confident that Scouts will enjoy them, and will have an experience they'll never forget. The activities will require each Scout and Leader to bring a BSA part A&B Annual Health and Medical Record to the event, as well as the appropriate shooting sports consent forms. If a scout does not have a signed consent form then he will not be allowed to participate in the activities. Wristbands will be used to indicate who can participate. The activities will inspire, challenge, and teach skill sets that Scouts can carry with them for a lifetime. For example, the rules of safe gun handling such as "ALWAYS keep your gun pointed in a safe direction" have practical application to decisions in life where responsibility is critical. And, learning and applying the fundamentals of a good shot helps Scouts to experience how self control enables them to "do their best." With an extensive staff that includes many top-notch shooting instructors, it is our hope that every Scout and Venturer... and a few leaders... will leave this event with the pride of being a better marksman than when they came. We look forward to all of Desert District's Troops, Teams, Crews and Leader s coming together out at the Historic Mt. Whitney Fish Hatchery May 20th-22nd, 2016 to enjoy the camaraderie and fellowship of the Scouting program. Until then, Keep yer powder dry! 8 GENERAL RULES AND INFORMATION 1. REGISTRATION AND FEES WILL BE PAID PRIOR TO OR AT CHECK IN. 2. EQUIPMENT: EACH UNIT WILL BE RESPONSIBLE FOR BRINGING ALL EQUIPMENT TO CAMP. NO EQUIPMENT WILL BE AVAILABLE FOR LOAN AT RENDEZVOUS. 3. FIRES: NO OPEN FIRES WILL BE ALLOWED IN THE CAMPING AREAS. THIS INCLUDES THE USE OF CHARCOL FOR COOKING. A GROUP CAMPFIRE WILL BE PROVIDED FOR THE SATURDAY NIGHT CAMPFIRE PROGRAM. NO EXCEPTIONS 4. UNIFORMS: THE FIELD UNIFORM (CLASS A) WHEN ARRIVING AT CAMP, SATURDAY FLAG RAISING, AND FOR ALL ACTIVITIES THE ACTIVITY UNIFORM TROOP T-SHIRTS (CLASS B). SUNDAY THE FIELD UNIFORM (CLASS A) TO DEPART. MOUNTAIN MAN RENDEZVOUS ATTIRE IS ENCOURAGED AFTER SATURDAY MORNING RIFLE BRIEFING. 5. CONDUCT: THIS MARKSMANSHIP RENDEZVOUS HAS BEEN ORGANIZED WITH THE INTENT TO ENABLE SCOUTS TO ENJOY LEARNING MARKSMANSHIP SKILLS. RESPONSIBILITY, CHARACTER, SELF-DISCIPLINE AND GOOD LEADERSHIP SKILLS ARE OF UTMOST IMPORTANCE FOR THE SAFETY AND ENJOYMENT OF ALL PRESENT. SCOUTS AND ADULTS ARE EXPECTED TO SHOW SCOUT SPIRIT BY DEMONSTRATING THE SCOUT LAW AT ALL TIMES. BEING TRUSTWORTHY, COURTEOUS, OBEDIENT, AND CLEAN ARE ESPECIALLY CRITICAL AT THE SHOOTING RANGES. CAUSING DISTRACTIONS OR NOT FOLLOWING INSTRUCTIONS WHILE AT A SHOOTING RANGE IS UNACCEPTABLE AND WILL BE GROUNDS FOR DISMISSAL FROM THE SHOOTING AREA. SCOUTS WHO REQUIRE SPECIAL ASSISTANCE TO LISTEN TO INSTRUCTIONS MUST BE ACCOMPANIED BY AN ADULT AT ALL TIMES ON THE SHOOTING RANGES. NIGHT RAIDS, HAZING, BULLYING, AMBUSHES, AND UNSPORTSMANLIKE CONDUCT WILL NOT BE TOLERATED. THESE WILL BE CAUSE FOR THE INDIVIDUAL AND/OR UNIT TO BE ASKED TO LEAVE WITHOUT REFUND. LET S ACT LIKE SCOUT S AND HAVE FUN! 6. HONOR: A SCOUT S HONOR IS NUMBER ONE! IF YOU SEE SOMETHING LAYING AROUND AND YOU CANNOT FIND THE OWNER, BRING IT TO THE RENDEZVOUS STAFF AREA, AND IT WILL BE PLACED IN THE LOST AND FOUND. REMEMBER, THE SCOUT LAW APPLIES TO SCOUTS OF ALL AGES. 7. NO ALCOHOLIC BEVERAGES/ILLICIT DRUGS AT THE RENDEZVOUS SITE. THIS IS A NATIONAL COUNCIL POLICY. SMOKING IS PERMITED IN VEHICLES ONLY BY THOSE OF LEAGAL AGE. ALL PRESCIPTION DRUGS MUST BE DOCUMENTED ON THE REGISTRATION FORMS. THE STAFF MEDICAL PERSON MUST HAVE KNOWLEDGE OF ALL PRESCRIPTION DRUGS. 8. CURFEWS: ALL SCOUTS MUST BE IN CAMPSITES AND QUIET BY 11 PM NO NOISE BETWEEN 11 PM TO 6AM. 8
9 GENERAL RULES AND INFORMATION (Continued) 9. ELECTRONIC DEVICES: ELECTRONIC DEVICES ARE NOT ALLOWED AT THIS EVENT. THE ONLY EXCEPTION WOULD BE A SMALL HAM RADIO (IF SCOUT IS PROPERLY LICENSED) OR A CAMERA. ELECTRONIC ENTERTAINMENT DEVICES CAN CAUSE A HAZARDOUS CONDITION IF SCOUTS DO NOT COMPREHEND THE INSTRUCTION THEY ARE GIVEN. ANY DEVICE SEEN WILL BE CONFISCATED AND RETURNED AT CHECK-OUT. ONE OF THE GOALS OF THE RENDEZVOUS IS TO ENABLE SCOUTS TO HAVE A TRADITIONAL EXPERIENCE OF AMERICAN HERITAGE. NO EXCUSES WILL BE ACCEPTED. 10. LEADERSHIP: TWO DEEP LEADERSHIP IS A NATIONAL COUNCIL DIRECTIVE. LEADERS MUST BE YOUTH PROCTECTION TRAINED, AT NO TIME WILL SCOUTS BE ALLOWED TO LEAVE THE RENDEZVOUS AREA WITHOUT AN ADULT LEADER OR PARENT, AND MUST SIGN OUT AT THE DESIGNATED AREA. UNIT LEADERS WILL HAVE FULL RESPONSIBILITY OF THEIR OWN SCOUTS AND OR UNIT PARTICIPANTS AT ALL TIMES. 11. FIRST AID: EACH UNIT IS RESPONSIBLE FOR REPORTING ANY MINOR FIRST AID CASES TO THE MEDICAL STAFF, SO IT CAN BE RECORDED. IF IT IS SO DEEMED TO TRANSPORT OR REMOVE THE INDIVIDUAL FROM THE RENDEZVOUS, THE RENDEZVOUS STAFF ADULT WILL RETRIEVE THE MEDICAL FORM 12. SANITATION: ALL UNITS ARE EXPECTED TO USE THE UNIVERSAL PRECAUTIONS REGARDING SANITATION IN AND AROUND THEIR CAMPS. UNITS WILL NEED TO CARRY OUT THEIR BAGGED TRASH TO THE DESIGNATED AREAS FOR COLLECTION OF ALL TRASH. PORTA POTTIES WILL BE PROVIDED AT THE HATCHERY CAMPSITE AND NEAR ALL EVENTS. PUBLIC RESTROOMS AT THE HATCHERY ARE RESERVED FOR THE GENERAL PUBLIC AND NOT TO BE USED BY THE SCOUTS. RESTROOMS LABELED WOMEN ONLY ARE TO BE USED BY WOMEN ONLY. 13. TROOP FLAGS: EACH TROOP IS TO CREATE A FLAG BEFORE ARRIVING AT CAMP. IT IS TO HAVE A MARKSMANSHIP OR MOUNTAIN MAN RENDEZVOUS THEME, AS WELL AS YOUR TROOP AND PATROL NAMES. BE CREATIVE AND HAVE FUN WITH IT. THE FLAG IS TO BE MOUNTED FOR DISPLAY AT THE UNIT S CAMP SITE ON SATURDAY MORNING AND BROUGHT TO THE SATURDAY CAMPFIRE CEREMONY. FLAG REQUIREMENTS: FABRIC FLAG ON 6 FT POLE, TROOP NUMBER ON FLAG, MARKSMANSHIP OR RENDEZVOUS THEME, AND PATROL NAME. 14. VEHICLES: ALL VEHICLES WILL PARK AS DIRECTED, PARKING IS LIMITED, NO BICYCLES, SKATEBOARDS, OR SCOOTERS WILL BE ALLOWED AT THIS EVENT. 15. MEDICAL FORMS: IN ACCORDANCE WITH THE GUIDE TO SAFE SCOUTING, EACH TROOP WILL PROVIDE COPIES OF CURRENT MEDICAL FORM A & B FOR THE REDEZVOUS FIRST AID STATION FOR THE DURATION OF THE EVENT. THE MEDICAL FORMS WILL BE RETURNED UPON CHECKOUT. 9
10 GENERAL RULES AND INFORMATION (Continued) 16. CAMPSITES: YOUR PATROL AREA WILL BE ASSIGNED WHEN YOU CHECK IN. KEEP YOU RE PATROL CLOSE TOGETHER AND WITHIN YOUR CAMPING AREA. LAY OUT CAMP FOR SAFETY AND CONVENIENCE. UNITS ARE ENCOURAGED TO SET UP CAMP WITH A MOUNTAIN MAN RENDEZVOUS THEME. GATEWAYS AND CAMP GADGETS ARE ENCOURAGED. SET UP COOKING AND EATING AREAS. ALL COOKING (NO OPENS FLAMES) TO BE DONE IN ASSIGNED PATROL CAMPING AREAS. WE WILL BE CAMPING ON THE HATCHERY LAWN, STAKES ARE ALLOWED AND ENCOURAGED FOR WIND. CARE SHOULD BE TAKEN NOT TO DAMAGE THE LAWN OR THE SURROUNDING ASPHALT DRIVEWAY. 17. WE WILL BE USING PRIVATE PROPERTY AND BOUNDARIES ARE TO BE HONORED. 18. DUE TO SAFETY REQUIRED OF A SHOOTING EVENT, SCOUTS ARE TO STAY ON DESIGNATED ROADS AND PATHWAYS AT THE RANCH AND NOT TO EXPLORE THE HOUSING AREA OF THE FISH HATCHERY. 19. LAST AND VERY IMPORTANT, ON SATURDAY AT LUNCH TIME THE UNITS WILL NOT BE RETURNING TO THE CAMPSITES. THEREFORE, THE UNITS MUST PLAN AND BRING THEIR LUNCH TO THE ACTIVITY AREA. UNIT LEADERS WILL BE RESPONSIBLE FOR THEIR UNIT S PROPER FOOD STORAGE. 10

12 EVENTS Saturday Daytime Events.22 Rifle - Bench Muzzleloader Rifle.22 Rifle - Prone Archery Tomahawk Gold Panning The daytime events will he done in round robin fashion. Each patrol will receive their event sequence list before starting. Saturday Evening Activities Native Crafts Mountain Man Demonstrations Local Stories Campfire Program Saturday Night The evening activities will be done in an open forum at the Fish Hatchery. Scouts may partake of whatever interests them. Please remember to follow the buddy system. Saturday Night Campfire Program There will be a campfire on Saturday evening after supper and the evening activities are complete. Please bring your favorite skit, song, etc. All presentations must be approved by the Campfire Director before campfire. 12
