2 WHAT IS THE DD FORM 254? Contract document that provides classification guidance to Contractors who perform on U.S. Government classified contracts. Identifies classified information and access requirements involved for contract performance. The only authorized means to provide security classification guidance to a subcontractor.

3 WHY DO WE USE A DD FORM 254 IN A CLASSIFIED CONTRACT? Security Agreement (DD 441) obligates the Government to provide appropriate classification guidance. A contractual specification that is as important as any other specification in a contract. Captures all security requirements of a classified contract in one place.

35 12. PUBLIC RELEASE. Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination except as provided by the Industrial Security Manual or unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for approval prior to release Direct Through (Specify) to the Directorate for Freedom of Information and Security Review. 36 13. SECURITY GUIDANCE. The security classification guidance needed for this classified effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended. (Fill in as appropriate for the classified effort. Attach pages as needed to provide complete guidance.)

37 SECURITY CLASSIFICATION GUIDANCE Most important part of the DD Form 254 (Block 13). Used to identify applicable Security Classification Guides (SCG). Used to provide narrative guidance that identifies specific information to be classified. Used to provide appropriate downgrading and declassification instruction. Used for instructions, explanations, comments, or to clarify other items in the DD Form 254.

38 14. ADDITIONAL SECURITY REQUIREMENTS. Requirements in addition to ISM requirements, are established for this contract. (If Yes, identify Yes No the pertinent contractual clauses in the contract document itself, or provide an appropriate statement which identifies the additional requirements.
