1 LAUREL HIGHLANDS COUNCIL NESA OUTSTANDING EAGLE SCOUT AWARD (NOESA) APPLICATION PACK Overview: Recognition granted by the local council's NOESA committee to Eagle Scouts who have demonstrated outstanding achievement at the local, state, or regional level; unlike the Distinguished Eagle Scout Award, which is a national award, the NOESA recognizes Eagle Scouts whose efforts have been made closer to home. Who Can Receive This Award? The NOESA may not be sought by an Eagle Scout. The award is similar to a Silver Beaver in that it finds the recipient. All NOESA recipients must be Eagle Scouts in good standing with the Boy Scouts of America and must either be registered with or have their primary residence within the boundaries of the nominating council. No length of time is required to have passed since earning the rank. Examples of possible recipients include: Local heroes and celebrities at the peak of their notoriety whose achievements outside of Scouting have touched and inspired others; Philanthropists, public servants, educators, or business owners who have made a positive, long-term impact as cornerstones of the community; Individuals who have attained prominence at the state or regional level in their profession or avocation an avocation being any activity including, but not limited to, athletics, hobbies, collecting, outdoor adventure, and record-setting activities. Each recipient s actions and accomplishments should elevate the stature of Eagle Scouts in the public eye, and each recipient shall be held to the standards set forth in the Scout Oath, Scout Law, and national BSA standards for membership. The NOESA is not awarded for service to Scouting rather it is recognition of what the Eagle Scout has accomplished in his lifetime What the man has done with his Eagle for himself and most importantly; for others. How many NOESA Honors can the Laurel Highlands Council present? A BSA Council that has one to 100 Eagle Scouts in one calendar year may present two NOESA honors in the following calendar year. A council with 101 to 200 Eagle Scouts in a year may present three NOESAs in the following year, and continue to grant an additional NOESA for every 100 Eagle Scouts or fraction thereof awarded beyond that amount. For example, a council with 201 Eagle Scouts would be able to award four NOESA honors. When should I submit a nomination? You may submit an application for a NOESA anytime between now and April 28, Receipt of your application will be acknowledged within one week via . If you do not receive an acknowledgment, please call and ask to speak with the NESA Pittsburgh s Awards Committee Chairman. How do I submit an application? Follow the nomination process below and submit all of your materials via to awards@nesa-pgh.org
2 NOESA Nomination Process 1. Submit the completed NESA Outstanding Award Application (Parts 1 4) 2. Complete as much of the nominee s Scouting Resume as possible. This includes the following sections: Record of Service in the BSA, Training Record, Scouting Recognition, Noteworthy Service of Exceptional Character to Youth Outside Scouting, Statement of Nominees Standing in the Community 3. If you do not have all of the information pertaining to the Scouting Resume and you need help filling in the blanks, you may awards@nesa-pgh.org and request a copy of the nominees Scouting Record. You will need to include your phone number for vetting prior to release of this information. 4. Write a letter of recommendation supporting the nominee following the form of the NOESA Court of Honor document for Dr. Richard L. Ray below. The citation was created directly from the letter of support for his NOESA nomination. 5. Applications must be received by 5:00pm Saturday April 28, the completed application pack to awards@nesa-pgh.org You MUST submit your letter of recommendation in a Microsoft Word document. 7. The NESA Pittsburgh Awards Committee collects and reviews all NOESA applications and selects NOESA honorees based on a transparent and fair scoring system that is similar to the criteria that the Council s Silver Beaver Committee utilizes. The NESA Awards Committee makes its selections in September. 8. To avoid disapointment Do not under any circumstances inform the individual that he has been nominated for a NOESA. NOESA Court of Honor November 17, 2014 Richard L. Ray, M.D. Dr. Ray became an Eagle Scout in 1959, as a member of Troop 284 in Mt. Lebanon, PA. Dick and his wife, Judy, founded Pack 154 at Winchester Thurston School, Allison Park, PA in He served as Pack Committee Chair from In 1996 he became a committee member of Troop 380 at Fox Chapel (PA) Episcopal Church and became Scoutmaster in He was also one of the founders and Crew Advisor of Venturing Crew 380. His two sons, Gregory and Douglas are also Eagle Scouts. Dick is a Wood Badge bead recipient (2002). He is also a Vigil Member of the Order of the Arrow. In addition he has earned the national Scoutmaster Award, the Scouter s Key, and the Daniel Carter Beard Masonic Scouter Award. Outside of Scouting, Dick has been a leader in the medical community. He is a well-respected orthopedic surgeon and teacher of medical students and orthopedic residents. He served on the Board of Trustees as a physician member of Allegheny General Hospital. He was President of the Medical Staff from and was Chair of the Board of Directors of Integrated Health Care Services. He was responsible for the medical staff of Allegheny General Hospital to donate an automatic electric defibrillator (AED) for use at Heritage Reservation, the main residential camp of (then) Greater Pittsburgh Council (now Laurel Highlands Council). He also served as a team physician and Director of Sports Medicine at the University of Pittsburgh from , when he came to Allegheny General. In January 2010, following the earthquake in Haiti, Dr. Ray traveled to Haiti with a group of 13 doctors to provide orthopedic surgery to survivors. 4 NESA Outstanding Eagle Scout Award The NESA Outstanding Eagle Scout Award (NOESA) is a prestigious recognition granted by the local council s NESA committee to Eagle Scouts who have demonstrated outstanding achievement at the local, state, or regional level. The NOESA recognizes Eagle Scouts whose efforts have made a positive impact in the community. The presentation of this award should be conducted with the highest level of honor. Often, these men have devoted a lifetime of service to their community and the Boy Scouts of America at a great sacrifice to themselves and their families. Each recipient should receive recognition worthy of a lifetime s accomplishments. 1.
