Barrett is the Director of Operations, Strategic Deterrence and Nuclear Integration, Headquarters Air Mobility Command, Scott Air Force Base, Illinois. He is responsible for policy, guidance, oversight and providing forces for rapid global mobility air operations around the world. These functions include airfield operations, civil reserve air fleet management and commercial carrier compliance, command and control and air operations center functional management, fuel efficiency operations, nuclear operations, global force management, air expeditionary force oversight, resource and readiness review monitoring, aircrew training, aircrew standardization and evaluation, joint exercise and commanders training guidance. A command pilot with more than 4,400 hours in the C-141B, T-1A, KC-135R/T, C-40B and C-17A, he has commanded an air refueling squadron, was Deputy Commander of the 22nd Operations Group, McConnell AFB, Kansas, served as the U.S. Transportation Command Liaison to North American Aerospace Defense and U.S. Northern Command and was Commander, 15th Wing, Joint Base Pearl Harbor-Hickam, Hawaii. Prior to his current assignment, General Barrett was the Commander, Joint Enabling Capabilities Command, U.S. Transportation Command, Norfolk, Virginia. Cornish is Deputy Director for Operations, Operations Team Two, National Joint Operations and Intelligence Center. General Cornish plans and directs the actions for a Joint Staff officer/enlisted operations team that performs worldwide monitoring, crisis action, strategic nuclear and current operational watch functions. General Cornish entered the Air Force in 1990 as a distinguished graduate of the Reserve Officer Training Corps program. He earned his wings at the Euro-NATO Joint Jet Pilot Training Program at Sheppard Air Force Base, Texas. 6 U N I T E D S T A T E S A I R F O RCE MAJOR GENERAL PATRICK J. DOHERTY Maj. Gen. Patrick J. Doherty is Commander, 19th Air Force, Joint Base San Antonio-Randolph, Texas. The 19th Air Force is composed of more than 36,000 total force personnel and 1,608 aircraft assigned to 17 wings located across the U.S. He is responsible for and oversees over 45 percent of the Air Force s annual flying hour program that trains more than 32,000 U.S. and allied aircrew annually flying 28 different type of aircraft. The 19th Air Force monitors production and oversees top level instruction and flying operations thru the multi-domain Flying Training Operations Center to monitor operations, manning, contracts, logistics and maintenance trends. The training encompasses entrylevel undergraduate, rotary wing and remotely piloted aircraft pilots, combat systems officers, advanced 4th and 5th generation fighter pilots, air mobility and special operations combat crew training which ultimately provides fully qualified aircrew personnel to the warfighting commands. General Doherty entered the Air Force in 1988 through the Air Force ROTC program at Iowa State University, Ames, Iowa. He initially served as a B-52 navigator and was selected to attend undergraduate pilot training and transitioned to become an F-15E pilot. He has served in four combat flying deployments and two remote staff, command and control tours. General Doherty has commanded a formal training unit fighter squadron, a combat ready fighter wing, a maintenance and logistics technical training wing and led force development as the Director of Assignments and entrusted to care for Airmen and their families as the Director of Air Force Services, Headquarters Air Force. 9 NANCY DOLAN U N I T E D S T A T E S A I R F O RCE Nancy Dolan, a member of the Senior Executive Service, is the Deputy Director, Legislative Liaison, Office of the Secretary of the Air Force, the Pentagon, Arlington, Va. She is responsible for organizing, coordinating and resourcing the Legislative Liaison Directorate. She develops and executes the Air Force legislative program, and ensures the Air Force provides a consistent and cohesive message through congressional engagements, inquiries and correspondence. She works with members of Congress, congressional staffs and senior Air Force leaders on legislative issues that affect Air Force programs, policies and weapon systems. She prepares senior Air Force leaders for congressional hearings, providing critical oversight of the legislative process of Air Force nominations requiring Senate confirmation. Prior to her current assignment, Ms. Dolan served as the Deputy Director, Strategy, Concepts and Assessments, Deputy Chief of Staff for Strategic Plans and Requirements. Ms. Dolan was responsible for developing and synchronizing Air Force strategy and strategic planning efforts and assessing alignment of planning products with strategic guidance. She supported the Chief of Staff of the Air Force with U.S. and Allied Strategic Studies Group, led Air Force transformation by developing, exploring and advocating joint/combined force employment concepts and executed the CSAF's Title 10 Futures Capabilities and unified engagement wargames. As the Staff Director in the U.S. Congress for the House Veterans Affairs Committee, where she was responsible for the operations of three legislative and one investigative subcommittee, she coordinated the work of the Full Committee minority, led by ranking member Michaud, to provide and update the legislative and fiscal authorizations for the Department of Veterans Affairs. As a Deputy Assistant Secretary for Policy at the Department of Veterans Affairs, Ms. Dolan was responsible for the forward-leaning concept analysis that identified long-range issues and drove innovation and transformation within the

10 VA. She managed a planning and governance process focused on outcomes that influenced strategies, programs and resources. She also was a key advisor to the Secretary of the VA on defining the strategy and planning components of the VA s new Planning, Programming, Budget and Execution System. Dravis is Mobilization Assistant to the Director, Defense Information Systems Agency/Commander for Joint Task Force-Global Network Operations/Deputy Commander for United States Strategic Command Global Network Operations and Defense, and also serves as Director, Joint Service Provider, Defense Information Systems Agency, Fort Meade, Md. General Dravis leads four Centers supporting the Office of the Secretary of Defense, the Joint Staff, Headquarters Department of the Army, and all other Department of Defense Component offices within the National Capital Region. General Dravis oversees all daily Information Technology operations and defenses, managing an infrastructure and portfolio valued over $1 billion. As Director, he oversees a 2,500+ manned organization meeting Deputy Secretary of Defensedirected consolidation, savings, organizational and cyberspace security requirements as mandated by the Directive creating the JSP. Additionally, he advises and assists the Director, Defense Information Systems Agency and Commander, Joint Forces Headquarters - DoDIN on all mobilization, National Guard and Reserve Component Matters. Prior to assuming his current position, General Dravis served as Commander, 194th Wing, Camp Murray, Washington. He was responsible for command and control oversight, training and equipping of 16 numbered units comprised of 1,053 Airmen and civilians serving at four locations within Washington State. As Commander, he was the senior officer responsible for providing mission-ready forces to support national defense requirements worldwide, and emergency response, relief, and recovery operations throughout Washington.

12 Page 2 of 4 3/1/2018 General Dravis was commissioned through the Reserve Officers Training Corps program at San Jose State University in His operational assignments include several F-111 fighter squadrons both in the United Kingdom and United States, as well as tours in the RF- 4C and F-4G "Wild Weasel." In 1995, General Dravis joined the Kansas Air National Guard, 184th Bomb Wing, flying the B-1B. In 2002, he was selected as the inaugural commander of the 177th Information Warfare Aggressor Squadron. In 2005, General Dravis served as the National Guard Bureau Division Chief, Airborne Intelligence, Surveillance, and Reconnaissance with responsibility for standing up initial MQ-1 and MQ-9 Unmanned Aerial Systems capability in the Air National Guard. Later, he was selected as Deputy Director, National Guard Bureau/A2, and also served as Deputy Director of National Guard Bureau/A3, Air, Space, and Information Operations Directorate. General Dravis is a Master Navigator with more than 3,000 flying hours, primarily in B-1, F-111 and F-4 aircraft. Fenwick is the Director, Office of the Joint Surgeon, National Guard Bureau, Arlington, Virginia and ANG Assistant to the Surgeon General, United States Air Force, Pentagon, Washington, DC. As the Joint Surgeon General of the National Guard he makes recommendations, provides input and proposes solution sets affecting 455 thousand National Guard Members to the Chief, National Guard Bureau. He coordinates and works closely with HHS, FEMA, and other civil authorities requiring National Guard Assistance. General Fenwick is dual hatted as the Air National Guard Assistant to the Surgeon General, United States Air Force. As the senior medical officer of the ANG Medical Service, he advises on all internal and external matters pertaining to the health, medical readiness and training of Air National Guard Airmen during their transitions to and from active duty. Jackman, Jr. is the Mobilization Assistant to the Deputy Judge Advocate General, Office of the Judge Advocate General. General Jackman assists the Deputy Judge Advocate General in the professional oversight of more than 2,200 judge advocates, 350 civilian attorneys, 1,400 enlisted paralegals and 500 civilians assigned worldwide. In addition to overseeing an array of military justice, operational, international and civil law functions, General Jackman provides legal advice to the Air Staff and commanders at all levels. Kennedy is the Principal Director to the Deputy Chief Information Officer for Command, Control, Communications and Computers and Information Infrastructure Capabilities, Office of the Secretary of Defense, Chief Information Officer. As Principal Director, General Kennedy provides technical expertise and broad guidance on policy, programmatic and technical issues relating to C4IIC to integrate and synchronize defense-wide communications and infrastructure programs. In this role he serves as the Senior Intelligence Officer in the Asia-Pacific region and is responsible for the planning, coordination and execution of intelligence operations across the 36-nation theater. General Kruse was commissioned through ROTC at Miami University, Oxford, Ohio. Lupenski is the Director of Plans, Programs and Requirements, Headquarters Air Force Reserve Command (AFRC), Robins Air Force Base, Georgia. Samuel "Bo" Mahaney is the Deputy Director of Operations, Strategic deterrence and Nuclear Integration Air Mobility Command, Scott Air Force Base, Illinois. He is responsible for policy and procedures for worldwide air operations and transportation functions assigned to the command. These include airfield operations, Civil Reserve Air Fleet, Command and Control, combat/nuclear/current operations, operational requirements, aeromedical evacuation, training, and standardization programs. Prior to this assignment he served as Commander, Headquarters Air Reserve Personnel Center, Buckley AFB, Colorado. The center is responsible to provide personnel support to nearly 1.3 million Air National Guard, Air Force Reserve, Regular Air Force and retired members. General Mahaney was commissioned in July 1985 as a graduate of the Air Force Reserve Officer Training Corps at the Missouri University of Science and Technology. He has served as a B-52 electronic warfare officer, KC-10 aircraft commander, C-5 pilot, C-9A evaluator pilot, chief of a wing standardization/evaluation division, airlift squadron operations officer, operations group commander, wing commander and was most recently qualified as both a C-17 and KC-135 pilot. 39 JEFFREY R. MAYO U N I T E D S T A T E S A I R F O RCE Mr. Jeffrey R. Mayo, a member of the Senior Executive Service, is currently the Deputy Assistant Secretary of the Air Force for Force Management Integration. He provides guidance and oversight in the formulation of strategic plans and policies impacting Air Force military and civilian human resource functions and activities to include: compensation and entitlements, education and training, total force military personnel policy, civilian personnel policy, manpower and organization, and officer and enlisted accession programs. Mr. Mayo chairs the Air Force Human Resources Strategic Board and is the Manpower and Reserve Affairs representative to the Air Force Board. Prior to assuming his current position, Mr. Mayo served as Director, Accession Policy, in the Office of the Under Secretary of Defense for Personnel and Readiness, and had oversight of policy, planning, and program review of Active and Reserve recruiting and accessions. Additionally, he was responsible for standards and policies related to enlistment and officer commissioning. Prior to his Office of the Secretary of Defense assignment, Mr. Mayo was the Chief, Organization Division, Manpower, Organization and Resources Directorate, Deputy Chief of Staff for Manpower and Personnel and Services, Headquarters U.S. Air Force, Washington, D.C. He was responsible for developing and implementing organization policies and structures applicable to all Air Force units. Before he returned to the Pentagon in 2009, he served as Vice Commander, 66th Air Base Wing, Hanscom Air Force Base, Massachusetts and had previously commanded the 95th Mission Support Group, Edwards Air Force Base, California. He is the principle advisor to the Adjutant General for all Air National Guard issues. Additionally, he is responsible for formulating, developing and coordinating all programs, policies, and plans for three flying Wings and more than 3200 Air National Guard personnel throughout the State of Texas. He is responsible for the command, control and operations of plans and programs affecting more than 3,000 Illinois Air National Guard personnel located at Scott Air Force Base, Peoria, and Springfield, Illinois. His broad range of responsibilities include ensuring combat readiness and mission capability of three major air bases comprised of flying wings, command and control facilities, logistics, and mission support units, while providing combat trained personnel to meet all United States Air Force mission requirements. Robinson is the Assistant Deputy Chief of Staff, Operations, Headquarters U.S. Air Force, the Pentagon, Arlington, Va. He is responsible to the Secretary of the Air Force and the Chief of Staff for formulating policy supporting air, space, irregular warfare, counterproliferation, homeland security, weather and cyber operations. General Robinson determines operational requirements, capabilities and training necessary to support national security objectives and military strategy. General Robinson is a native of Philadelphia and earned his Bachelor of Science degree in computer science from Philadelphia University in Later that year, he received his commission from Air Force Officer Training School. He attended undergraduate pilot training and later served as a T-38B First Assignment Instructor Pilot before moving on to a series of operational assignments in the C-130E/H/J and the C-17A, representing the full range of tactical and strategic airlift and aerial delivery. He commanded a C-17A airlift squadron and a deployed expeditionary airlift squadron. He has also held staff assignments at Joint Staff, Air Mobility Command and the U.S. Air Forces Central 609th Combined Air Operations Center. General Robinson served as Vice Commander, 437th Airlift Wing, Charleston Air Force Base, S.C., as the Commander, 19th Airlift Wing, Little Rock AFB, Arkansas and as the commander, 618th Air Operations Center (TACC). Most recently, he served as the Director of Operations & Nuclear Integration, Headquarters Air Mobility Command, Scott AFB, Ill., and was responsible for policy and procedures for rapid mobility air operations and transportation functions assigned to the command. General Robinson is a U.S. Air Force Weapons Officer and command pilot with more than 4,400 hours in airlift and trainer aircraft. Taheri is the Director, Strategy, Policy, Plans and International Affairs, National Guard Bureau, the Pentagon, Arlington, Virginia. His responsibilities include development and implementation of National Guard Bureau strategy, policy, plans, initiatives and concepts related to war fighting, transformation, the State Partnership Program, theater security cooperation, federal and state homeland security, interagency, intergovernmental and multinational coordination and civil support. Prior to assuming his current duties, he served as the Commander, Air National Guard Readiness Center, Joint Base Andrews, Maryland. General Taheri was commissioned in May 1989 following graduation from the University of Wyoming. After completion of pilot training, General Taheri flew C-130s at Pope Air Force Base, North Carolina, Yokota Air Base, Japan and Little Rock AFB, Arkansas as a Formal Training Unit Instructor and Evaluation Pilot. General Taheri joined the North Carolina Air National Guard in 1999 where he served as a C-130 evaluator pilot and Modular Airborne Fire Fighting System aircraft commander. General Taheri has significant combat operations experience throughout the Central Command area of responsibility. He served as deployed C-130 Squadron Commander at Bagram AB, Afghanistan supporting Operation Enduring Freedom. He is a command pilot with over 4,000 hours of total flight time and a graduate of the National Defense University. General Taheri has served in a variety of command and staff positions in Headquarters U.S. Air Force and Joint Staff assignments, to include serving as the National Guard Adviser for the Joint Chiefs of Staff Strategic Plans and Policy Directorate. In this capacity, he provided politico-military advice to the Office of the Chairman of the Joint Chiefs of Staff on matters affecting defense support of civil authorities and homeland defense. Tibbets IV is Deputy Commander, Air Force Global Strike Command and Deputy Commander, Air Forces Strategic-Air, U.S. Strategic Command, Barksdale Air Force Base, Louisiana. AFGSC provides strategic deterrence, global strike and combat support to USSTRATCOM and other geographic combatant commands. The command organizes, trains, equips and maintains combat-ready forces that provide strategic deterrence, global strike and combat support to USSTRATCOM and other geographic combatant commands. The command is comprised of more than 33,700 professionals operating at two Numbered Air Forces and 11 active-duty, Air National Guard and Air Force Reserve wings. Weapons systems assigned to the command include Minuteman III Intercontinental Ballistic Missiles, B-1, B-2 and B-52 bombers, UH-1N helicopters, the E-4B National Airborne Operations Center aircraft and the Nuclear Command, Control and Communications systems. General Tibbets received his commission through the U.S. Air Force Academy in Following graduation, he served in a variety of operational assignments as a B-1 pilot, and subsequently as a B-2 pilot. The general has commanded at the squadron and wing levels, and flew combat missions in support of operations in Southwest Asia, the Balkans and Afghanistan. He is responsible to the Commander, Air Combat Command, on all matters pertaining to the direct operational planning, training and command and controlling functions to deploy and employ regular and Reserve component combat air forces, including more than 1,900 aircraft, in support of U.S. security objectives. General Toth earned his commission through the U.S Air Force Academy and is a distinguished graduate of undergraduate pilot training. He is a graduate of the U.S. Air Force F-15C Weapons Instructor Course and a command pilot with more than 3,000 flying hours. 60 STEVEN D. WERT U N I T E D S T A T E S A I R F O RCE Steven D. Wert, a member of the Senior Executive Service, is Program Executive Officer for Battle Management, Air Force Life Cycle Management Center, Hanscom Air Force Base, Mass. He leads more than 3,500 Airmen, government civilians and support contractors in the acquisition execution of a $19 billion FYDP portfolio of ACAT, non-acat, technology transition, and Foreign Military Sales programs. He reports directly to the Service Acquisition Executive and is the milestone decision authority for delegated ACAT-II and all ACAT-III programs in the Battle Management portfolio. Mr. Wert served as an Air Force officer for nearly 25 years. He led performance engineering on the advanced medium-range air-to-air missile, and served as program manager for missile integration efforts with the NATO Eurofighter, JAS-39 Gripen and Peace Onyx F-16 programs. He later directed the Airborne Warning and Control System Radar Development Team and led the ACAT-I U.S./NATO Radar System Improvement Program. Mr. Wert was on the Air Force Program Executive Officer staff as Director for Surveillance and Control Programs, including the E-3, E-4 and Peace Shield. He subsequently served as Deputy Director for Congressional and Budget Integration, Information Dominance, in the Office of the Assistant Secretary of the Air Force for Acquisition. He was previously assigned to the ESC as executive officer to the commander, and led the Air Force Distributed Common Ground System Program before joining Headquarters Air Force Materiel Command as Deputy Director for Engineering. Following active duty, Mr. Wert was employed by SRA International, Inc., supporting the Office of the Air Force Deputy Chief of Staff for ISR. Williams is the Mobilization Assistant to the Commander, 18th Air Force, Scott Air Force Base, Illinois. As Air Mobility Command's sole warfighting numbered air force, 18th Air Force is responsible for the command's worldwide operational mission of providing rapid, global mobility and sustainment for America's armed forces through airlift, aerial refueling, aeromedical evacuation and contingency response. With more than 39,000 active-duty Airmen, reservists and civilians and approximately 1,300 aircraft, the 18th Air Force manages the global air mobility enterprise through the 618th Air and Space Operations Center, 12 wings and one stand-alone group. General Williams was commissioned from the U.S. Air Force Academy in He entered the Air Force Reserve unit program at March Air Reserve Base, California flying the KC-10A and has held command positions at the squadron, group and wing levels. The general has flown combat and combat support missions in operations Just Cause, Restore Hope, Desert Shield, Desert Storm, Desert Fox, Southern Watch, Noble Eagle and Enduring Freedom. He deployed twice as Operations Officer to Southwest Asia, and in 2011 he deployed as Deputy Director of Operations Joint Task Force Odyssey Dawn aboard the USS Mount Whitney.
