The Nine Worthies include three good pagans, Hector, Alexander the Great and Julius Caesar, three good Jews, Joshua, David and Judas Maccabeus, and three good Christians, King Arthur, Charlemagne and Godfrey of Bouillon. The Nine Worthies were deemed to represent perfectly the virtues to live by, that of soldierly courage and generalship. The study of the life of each would thus form a good education for the aspirant to chivalric status. For the Mountaineer Area Council, its program too will need leadership and focus. It is the nine program committees worthy of attention, direction, and growth

3 Advancement Committee The council advancement committee s purpose is to implement throughout the council the policies and procedures set down by the National office. This purpose is accomplished by providing training, by promoting advancement, and by supervising those involved in the advancement process. A good advancement program in the council requires cooperation between the council the units they serve. Set council goals. Plan a yearly advancement calendar and committee budget. Review procedures for record keeping. Recruit and train council and district advancement committee members. Promote advancement in units by working with district advancement committees and through council publications and activities. Recommend candidates for national awards. Determine procedures for summer camp advancement. Approve merit badge counselors and publish council and/or district merit badge counselor lists. Serve as an appeal board for district boards of review and conduct posthumous boards of review. Present special council awards. (District Award Of Merit, Silver Beaver, Silver Antelope, etc)

4 Training Committee The training committee s job is to get adult leaders trained. One of the keys to the success of the Scouting program is trained volunteer leadership. Second only to the selection of the right person for each responsibility is his or her training in the purposes of Scouting, the methods through which these purposes are achieved, and the techniques of their individual job. As chairman of the training committee, a committee member, or as a trainer, you help volunteers find the answers to the two basic questions, What is my job? and How do I do it? The Boy Scouts of America s leadership training program is designed to meet the needs of each volunteer job. It is varied and flexible enough to reach all leaders through group training experiences, personal coaching, selfstudy, online learning, or on-the-job training. Recruit and orient enough of the right kind of people for the training committee and course instructors. Prepare an inventory of all leaders who need training. Plan, schedule, and coordinate an annual training program based on your training inventory, which includes implementation of council training programs. Evaluate and report on training progress. Maintain unit and council training records, and coordinate them with the council registrar. Offer training opportunities to every adult volunteer. Promote attendance at all training courses to ensure maximum attendance and participation. Give special assistance to untrained unit leaders. Approve applications for council training recognitions. Give special attention to training new units and leaders in existing units, especially direct contact leaders. Track and attain training objectives.

5 Boy Scout Program Committee The mission of the Boy Scout Program subcommittee is to provide program on a council level as well as help facilitate troop level program by having a member of the subcommittee be part of the UPRISE Task Force. The committee would handle all the finances, planning, staffing, and logistical issues for all Boy Scout activities Potential Activities Yukon Race MBU Spring Camporee Fall Camporee (see Note 1) Committee Chair Responsibilities Runs and maintains their respective program subcommittee including holding at minimum a quarterly subcommittee meeting Assigns Activity Leads for each event and helps recruit staff Estimate a yearly budget breaking it down per the budget template and go over it with each Activity Lead. Set yearly goals for the subcommittee. Works with the VP of Program to order patches for each event and secure other material needed Reports at the quarterly program committee their subcommittee s current progress, budget, action items, and needs. Commit a member of their committee to the UPRISE Taskforce. Assists with events within the subcommittee as needed. In other works the chair will make sure the show goes on! Committee Member Responsibilities Each member will act as an Activity Lead for at least one event a year. This includes: o Staffing the event, o Patch design (if needed) o Prepare a Proposed budget o Submit a Materials list o Set Agenda o Submit a debriefing with final costs, and evaluation of the activity Assists with other activities within the subcommittee as available. 1. The fall camporee typically has been replaced with supporting the United Methodist men camporee and the State Catholic Camporee. This helps relieve the council of planning an additional activity. 2. All activity proposals would be reviewed by the VP of Program, Assistant VP, and Dianna Gatz 3. The ideal scenario is 4 other members in the committee to rotate the 4 events among them to keep work load down and help prevent burn out.

6 Cub Scout Program Committee The mission of the Cub Scout Program subcommittee is to provide program on a council level as well as help facilitate pack level program by having a member of the subcommittee be part of the UPRISE Task Force. The committee would handle all the finances, planning, staffing, and logistical issues for all Cub Scout activities Klondike Derby Council Pinewood Derby Pioneer Day? Perhaps a weblos or tiger cub specific event. No more than 4 or 5 events for the year. Cub scouting can afford a few more events since most are only 1 day activities All event proposals would be reviewed by the VP of Program, Assistant VP, and Dianna Gatz. Committee would also work with the UPRISE Task Force in preparing packaged. See UPRISE page for more info. The idea of having 2 other members in the committee is to rotate the events among the 3 of them to keep work load down and not experience the typical burn out. Venture Program Committee The mission of the Venture Crew Program Subcommittee is to provide program on a council level as well as help facilitate Crew level program by having a member of the subcommittee be part of the UPRISE Task Force. The committee would handle all the finances, planning, staffing, and logistical issues for all Venture activities? Venture Crew Camporee? Venture Crew Service project? No more than 2 events for the year. This is due to the small size of the Venture Crew community. Hopefully with time, this could grow. All event proposals would be reviewed by the VP of Program, Assistant VP, and Dianna Gatz Committee would also work with the UPRISE Task Force in preparing packaged. See UPRISE page for more info. The initial work in this position is to gather information on a crew level since council wide activities haven t been implemented in years.

7 High Adventure Program Committee This is the NEW High Adventure Committee. The mission of this High Adventure Program Subcommittee is to provide program on a council level to help facilitate boy scout and venture crew units that can t provided (whether financial or due to lack of adult support) with high adventure activities geared toward older scouts. Organizing national events such as Philmont or the Jamboree would be pulled into a separate National Events Committee. Rock Climbing? White Water Rafting? Extreme backpacking and hiking? Sailing? No more than 2 events for the year. All event proposals would be reviewed by the VP of Program, Assistant VP, and Dianna Gatz High Adventure chair can work with Boy Scout and Venture Crew chairs for joint to provide a joint effort. Council Events Program Committee The Council Events Program Committee is basically the miscellaneous committee to handle anything that is cross-programs or doesn t have a distinct unit-based program on the council level. The reoccurring event is Trailblazer day but can have multiple events. The mission of this committee is to provide program for all council level events that do not fall under the other council program committees. The mission of this committee is to also grow new events and/or revive events long lost. Trail Blazer Community Events / Parades Scouting for Food Report to the Sate Sub Committee Scout-o-rama Committee As many events as deemed necessary by the council All event proposals would be reviewed by the VP of Program, Assistant VP, and Dianna Gatz Council Events Chair needs to work with all other chairs for assistance with events.

8 National Activities Committee The National Activities Committee is the former High Adventure Committee. The mission of this committee is to provide leadership, planning, and execution of all events on a section, area, region, or national level. Any event involving council contingents would fall in this group. This does not include OA national event or national events attended by a single unit (troop, pack, etc.) The Summit Sea Base Philmont Northern Tier National Scout Jamboree Misc. High Adventure Camp* World Jamboree Other National/Regional events * - One goal might be a national event every year. With lack of participants as a possible issue, an 8 year rotation with breaks the year before the National Jamboree might be more appropriate. Another idea to fill spots is to invite other councils to join. All event proposals would be reviewed by the VP of Program, Assistant VP, and Dianna Gatz Camping Committee Mountaineer Area Council Camping Committee is the key body at the Council level to promote camping and the outdoor experience for our Council, Districts, and the Unit levels. Provide the leadership to plan and promote a year-round program of outdoor activities for Cub Scouts, Boy Scouts, Varsity Scouts, and Venturers. To provide adequate facilities and leadership in keeping with National BSA Standards. The Council Camping Committee provides the strategic planning for promoting camping and maximizing the use of our camp facilities year round. Promote and provide a Council resident Boy Scout Summer Camp, Cub Scout Day Camp and resident camp, and High Adventure Camping Programs, along with weekend camping and outside group opportunities at our camp. Provide assessments, through inspections, of all camping facilities and equipment at Camp Mountaineer to assure safety and meeting the standards set by the national Boy Scouts of America. Provide the promotional information needed to make aware of the opportunities available at Camp Mountaineer for scouting for both in Council and out of Council Units. Follow up this strategic planning and assessments

9 with recommendations for camp improvements, upkeep of camp facilities/equipment, and to assure camping and the outdoor experience is the best our Council has to offer. Develop plans and make recommendations for endowment and benefactor opportunities, for our physical properties, facilities/equipment necessary for operation, maintenance, and programming. Provide a strong partnership with the Order of the Arrow Menawngihella Lodge 550 for the service and promotion of our camp and council. Events Boy Scout Camp Cub Scout Camp Webelos Camp Sub Committee Order of the Arrow COPE committee A large portion of this committee s time is preparing, executing, and evaluating summer camp. Camping promotions should come from this committee.
