2 AUTHORIZE CONTRACT WITH 50 EGGS, INC. FOR SCREENING FEE FOR THE I AM JANE DOE FILM SOCIAL SERVICES WHEREAS, the Schuyler County Social Services Department receives Safe Harbor funding from the Office of Children and Family Services to educate professionals and the community regarding trafficked youth, and WHEREAS, 50 Eggs provides a movie and speakers on trafficking with a showing of the I Am Jane Doe film to be held tentatively on September 19, 2018, and WHEREAS, there is a required screening fee in the amount of $ 1,000. NOW, THEREFORE, BE IT RESOLVED, that the Chairman of the Legislature be hereby authorized to execute a contract with 50 Eggs, Inc. for Schuyler County Social Services for the screening of the film I Am Jane Doe, at the Watkins Glen Performing Arts Center tentatively on September 19, 2018, funding available in the 2018 Social Services budget account no , approved by the Schuyler County Attorney.

3 AUTHORIZE CONTRACTS WITH JESSIKA AND NACOLE SVENDGARD FOR A ONE TIME SPEAKING PRESENTATION SOCIAL SERVICES WHEREAS, the Schuyler County Social Services Department will be screening the film I Am Jane Doe tentatively on September 19, 2018 at the Watkins Glen Performing Arts Center, and WHEREAS, Jessika and Nacole Svendgard will provide some insight into their experiences from the film, mainly focusing on what happened since the release, followed by a question and answer session, and WHEREAS, the fee for each speaker is $2,500 plus travel expenses not to exceed $1,250. NOW, THEREFORE, BE IT RESOLVED, that the Chairman of the Legislature be hereby authorized to execute a contracts with Jessika & Nacole Svendgard for Schuyler County Social Services for their speaking presentation after the airing of the I Am Jane Doe film tentatively on September 19, 2018, funding available in the 2018 Social Services budget account no , approved by the Schuyler County Attorney.

4 AUTHORIZE CONTRACT WITH JEFFERY PARMENTER FOR EQUIPMENT RENTAL FOR SCREENING OF THE I AM JANE DOE FILM SOCIAL SERVICES WHEREAS, the Schuyler County Social Services Department receives Safe Harbor funding from the Office of Children and Family Services to educate professionals and the community regarding trafficked youth, and WHEREAS, Social Services will be screening the film I Am Jane Doe tentatively on September 19, 2018 at the Watkins Glen Performing Art Center, and WHEREAS, Jeffery Parmenter has agreed to rent a portable movie screen projector/player and sound system for a fee of $ for the screening of the film. NOW, THEREFORE, BE IT RESOLVED, that the Chairman of the Legislature be hereby authorized to execute a contract with Jeffery Parmenter for the equipment rental, in the amount of $300.00, tentatively on September 19, 2018, funds available in account no , approved by the Schuyler County Attorney.

5 RSVP Report to the Legislature Second Quarter of 2018 (04/01/2018 to 06/31/18) RSVP has a total of 165 volunteers, with 102 recording hours for the past quarter. The Year-to-date hours served is 4,778. The value of this wage is $42,108 brought to agencies that would not have been able to provide additional services without RSVP volunteers. We had one (1) new volunteer sign up during this quarter. The new volunteer was a driver sign up. Catholic Charities and RSVP attended the Chamber Business Expo on April 18, 2018 at the Community Center. It was a useful networking event and information regarding the RSVP program and volunteering were shared to recruit new volunteers. The Schuyler County Advisory Committee is in the process of calling all the Schuyler RSVP Stations to get accurate and up to date information for out database. The Advisory Committee also brainstormed ideas and their suggestions for new recruitment methods. RSVP has re-activated a RSVP Schuyler-Yates Facebook page to reach additional volunteers with information and opportunities that are coming up. A Volunteer Luncheon is being planned for Schuyler County RSVP Volunteers for September A Tai Chi class was offered at the Silver Spoon Café on Friday mornings from June to July. We had approximately participants. Feedback was positive. Another class is being planned for Fall Bone Builder classes have wrapped up for the season we have a few classes that continue year-round, but the bulk of classes suspend activity for the summer months. They will resume in late September, early October. RSVP provides yearly refresher training for Leaders and Co-Leaders. This is scheduled for September this year. 6 AUTHORIZE THREE YEAR CONTRACT WITH JANNEANE MOREHOUSE, MS CCC-SLP FOR RELATED PRESCHOOL SERVICES PUBLIC HEALTH WHEREAS, the Schuyler County Public Health Department is required to provide Preschool Services for children under Section 4410 of the New York State Education Law and in compliance with Part 200 of the Regulations of New York State Education Commissioner, and WHEREAS, Janneane Morehouse, Speech Language Pathologist is willing and available to provide services, for the rate of $67.00 per half hour session, and $45.00 per group session. NOW, THEREFORE, BE IT RESOLVED, that the Chairman of the Legislature be hereby authorized to sign a contract with Janneane Morehouse, MS, CCC-SLP, for Preschool Services at a rate of $67.00 per half hour session, and $45.00 per group session, for a term of July 1, 2018 through June 30, 2021, funds available in the Public Health budget account no , subject to approval of the Schuyler County Attorney.

7 AUTHORIZE CONTRACT WITH RURAL HEALTH NETWORK OF SOUTH CENTRAL NEW YORK FOR A SUBRECIPIENT AGREEMENT FOR AN AMERICORPS VISTA VOLUNTEER PUBLIC HEALTH WHEREAS, the primary purpose of the agreement is for the Rural Health Network of South Central New York (Sponsor) to provide the subrecipient with one AmeriCorps VISTA member to perform volunteer service to strengthen and supplement efforts to eliminate poverty and poverty related human, social and environmental problems, and WHEREAS, the VISTA member will focus on an Opioid Project addressing the opioid crisis by organizing and supporting existing coalition work surrounding substance abuse and the Opioid epidemic, and WHEREAS, the programming treats opioid addiction and recovery as a health issue, and WHEREAS, the term of the contract is June 11, 2018 through June 10, 2019, in the amount of $7,500, with funds available through the Drug Free Communities Grant account no NOW, THEREFORE, BE IT RESOLVED, that the Chairman of the Legislature be hereby authorized to execute a contract with Rural Health Network of South Central New York for the VISTA worker services, term of June 11, 2018 through June 10, 2019 in the amount of $7,500, approved by the Schuyler County Attorney.

8 AUTHORIZE UPDATE TO THE ADMINISTRATIVE POLICY AND PROCEDURAL MANUAL FOR THE SCHUYLER COUNTY PUBLIC HEALTH DEPARTMENT WHEREAS, the Schuyler County Public Health Department is required to continually update the Administrative Policy and Procedural manual to comply with emerging issues, ever changing state mandates and evolving rules/regulations throughout the year, and WHEREAS, the Schuyler County Legislature adopted said Administrative Policy and Procedural manual at the June 8, 2016 Board of Health Committee meeting, and WHEREAS, the Schuyler County Public Health Department submitted an updated copy to the Legislature at the July 5, 2018 Board of Health Committee meeting with all the updates applied throughout the year, WHEREAS, said Administrative Policy and Procedural manual has been presented, reviewed and approved by the S²AY Rural Health Public Health Committee, the Public Health Director, the Public Health Professional Advisory Committee and the Public Health Medical Consultant, prior to presenting this year. NOW, THEREFORE, BE IT RESOLVED, that the Schuyler County Legislature hereby approves of the adoption of the updated Administrative Policy and Procedural manual as presented by the Director of the Schuyler County Public Health Department, and authorizes the review of the manual updates and additions annually at the Board of Health Committee meeting each year.

9 AUTHORIZE HEALTH DELIVERY ORGANIZATION APPLICATION WITH MOLINA HEALTHCARE, INC. TO BECOME A HEALTH DELIVERY ORGANIZATION COMMUNITY SERVICES WHEREAS, Schuyler County Community Services provides a variety of mental health services to clients, and WHEREAS, Molina Healthcare, Inc. requires an application process to become a health delivery organization, and WHEREAS, there is no cost to the County for said service. NOW, THEREFORE, BE IT RESOVED, the Chairman of the Schuyler County Legislature is hereby authorized to sign the Health Delivery Organization (HDO) Application screening application for the Schuyler County Community Services, approved by the Schuyler County Attorney.

And approx. $34,370 comes into the county due to VA monies for compensation/pension for several claims. Veterans receive a monthly check which ranges per veteran from $150 - $3,000 month. First 6 months we've assisted veterans/families receive approx. $51,270 in retro compensation/pension monies. And approx. $64,670 in regular monthly checks for the past 6 months. ( $ 115,940 combined retro/comp/pension income for the veterans that we have filed claims for.) There are several who file claims on their own who also bring $$ into the county. Veterans receive a monthly check which ranges per veteran from $150 - $3,000 month.
