1 Troop 114 by Laws Adult Set of Rules All adults of troop 114 are under the direction of the Chartered Organization Representative (COR) who is currently St. Paul Church, Beachwood, New Jersey. A quorum is needed to vote at each committee meeting. The minutes of the each committee meeting will be voted on. Committee All committee members are to be registered with BSA. All Leaders and Adults are to be trained in their position and to report to the Committee Chair. All Scouts are to report to the Scout Master. The following are positions of the committee: Treasurer, Secretary, Outdoor coordinator, Trainer, Quarter Master, Scribe, Chaplain, Advancements Chair, Fundraiser and Assistant Troop Fundraiser. Committee meets once a month. A general financial report is given once a month. Committee Chair has the authority to address disciplinarian action. The first offence a verbal warning, then a written warning, then a final warning. The Committee Chair then has the authority to address the discipline and bring before the committee. No foul language is permitted from adults or the scouts. The committee chair only reports to the Unit Commissioner who is our liaison to the Jersey Shore Council as well as the COR. The committee members are to attend the committee meetings and be active in their position. Property of the Troop Troop meetings are held at the St. Paul Church, Beachwood, New Jersey. The meeting place is to be respected at all times. The scout is not to be disruptive to the conditions of the church. The scout and parent are responsible for all damages that may occur. Any Scout who wants to borrow equipment from the troop must first approach the Committee Equipment Coordinator. The Committee Equipment Coordinator will sign out all equipment to scouts with the proper care and usage. The scout must return the property of the troop to the Committee Equipment Coordinator. If there is any damage to the equipment the scout is responsible for replacement of goods. Troop Rules and Regulations The Scout Master is in the head position in the troop and is to be respected by scouts all the time. He has the authority to remove an Assistant Scoutmaster as well as a scout if need be. He will bring it to the committee to be voted upon. Parents are responsible to transport the scout to and from the meetings. The scout is to be prompt to all scout meetings and activities. Parents be aware that if you are allowing your son to ride a skateboard or bicycle to activities or meetings you are responsible until the scout enters the meeting place. Then the chapter insurance covers the scout. All Scouts are to conduct themselves according to the Scout Oath and Law. Fighting, name calling, bullying, hazing, unnecessary physical contact etc. will not be tolerated. Drugs, alcohol and smoking are prohibited by all at all scout meetings and functions. Toten Chit and Fire n Chit discipline will be address only by the Scout Master or his assistants. No scout is permitted to carry a knife unless they possess their Toten Chit card. Knives are to be BSA approved (6inches). No other knives are permitted without Scoutmaster

2 permission. Any scout found with a non-compliant knife will be asked to forfeit it. The knife will be returned to the parent/guardian after the event. Dues are $5.00 a month or $60.00 a year and must be paid. This is mandatory for rank and campership. All new Scouts joining the troop must pay a $20.00 fee with their application, which will cover the first two campouts. Uniforms Class A 1 st Tuesday meeting of the month, full uniform with hat, belt and socks. Class B for all other meetings, red troop golf shirt. Board of review There are three things to do before you go for a Board of Review. #1 When all of your requirements are completed for your rank, please see one of the Assistant Scout Masters to go over all your requirements. #2 When you have the okay from the Assistant Scoutmaster to see the Scout Master for a Scoutmaster s Conference. #3 If the Scout Master says you are ready then set up a time for your Board of Review with the Advancement Coordinator. When going for a Board of Review, please bring items that you will need to show your skills (handbook, compass, map, rope, etc.). Go over the requirements and review. Remember class A uniform. Be Prepared! All scouts are responsible for getting blue cards from the Scout Master and to contact the Merit Badge Counselor before starting the merit badge. The scout is responsible for calling the merit badge counselor, not the parent. All work for the Merit Badge must be done by the scout. The Merit Badge Counselor must sign card upon completion. Scout to see troop librarian for the merit badge booklet. Trips/Activities Scouts are to wear the appropriate uniform to all activities. Permission slips must be signed and returned to the Scout Master and must have the appropriate money due at the same time before the trip. Any medical conditions/special needs must be address prior to activities to the scout master and the Committee Scribe who handles all health forms. Money is not refundable if a scout cancels for any reason. Any scout signed up for a campout who has not cancelled by the Wednesday evening before the campout, will be assessed $20.00 (food). All medical information is kept in confidence. Fundraising All scouts are expected to participate in fundraisers! You have an obligation to support the troop above and beyond your dues. A parent or guardian must sign and pick up any fundraiser products. The following rules define how you can meet your obligation.

3 Not Fundraising Scouts that do not meet the minimum fundraising obligation defined here will be assessed $20 per campout and $10 per outing. Full Participation Your fundraising obligation is $200. combined sales in the last two Troop Fundraisers (not Popcorn sale, Yankee Candle sale). We only conduct two troop fundraisers during the year (Bake sale auction, Spring flower sale). A fundraiser is considered complete on the due date for all monies and orders. Any returned checks will be the responsibility of the person taking the order to pursue for the check amount plus $15 returned check fee. Buy out You can buy out of the obligation to fundraise by paying a $100 fundraising buyout fee. The payment will satisfy the requirement for 1 year. Partial Fundraising If you only participate in one troop fundraiser you will be charge a prorated price for campouts. Scout Fundraiser - The scout fundraisers are the Popcorn sale / Yankee Candle sale. These fundraisers do not count towards your Troop Fundraiser obligation above. Troop 114 Scouts who participate in these fundraisers will earn 30-40% profit for their own troop account. Dollars earned here can be used to pay dues, pay camp fees, pay towards large trip, equipment or use as part of your fundraiser buyout. Where you stand - The treasurer is at most troop meetings to receive your payments. Cash is preferred, but checks are accepted. The treasurer can tell you the status of your account at any time. Campership Any scout who is in need of financial funding for scouting events needs to speak to the Scout Master or Committee Chair in advance. All information will be kept in confidence. A Troop 114 Campership Award is granted once a year to a scout who completes the requirements. Special Needs A parent that has a child with special needs must be present at all meetings and activities. Parent and scout are responsible for their actions. Any merit or tasks that can t be completed must seek advisement from Jersey Shore Council. Court of Honor The Court of Honor Ceremony is to be conducted by the Senior Patrol Leader (SPL) and scouts. Full Class A uniform is required. All awards are given out during the ceremony. The Merit Badge cards and rank need to be handed in to the Advancements Chair one (1) week in advance prior to the Court of Honor.

4 Eagle Court of Honor This honor is up to the parents and Eagle Scout to plan and coordinate. A $250 reimbursement will be given with supplied receipts. All scouts are required to attend and assist at the Eagle Court of Honor as well as the Eagle Project. Class A s are required for all Court of Honors. The Committee Chair has a ceremony book that can be requested to help with the ceremony and important contact people. Parents Parents are responsible for attending all parent meetings. Meetings are held at least once a year. Parents are to bring any issues, written or oral to the Scout master to bring to the monthly committee meetings. Parents may come to committee meetings and address any issues personally. All parents are welcome to attend the committee meetings. Green Bar The Senior Patrol Leader and the Scout Master will meet to set up troop positions and future trips and activities. They will meet a minimum of 4 times a year. Den Chief All Den Chiefs must be trained before helping an assigned pack. The Scout master will help with placement after being contacted by a Cub Master in need. Any scout eligible must see the trainer on committee for direction and information. Uniform Exchange Currently Troop 114 is collecting any Boy Scout uniforms that you do not need any more to give them to other scouts in the troop who can use them.
