1 DAVENPORT COMMUNITY SCHOOL DISTRICT ACHIEVEMENT SERVICE CENTER JIM HESTER BOARD ROOM 1606 BRADY STREET DAVENPORT, IOWA MONDAY, JUNE 8, 2015 REGULAR BOARD MEETING 6:00 PM The Board of the Davenport Community School District in the Counties of Scott and Muscatine, State of Iowa, met on Monday, June 8, 2015 for their Regular Meeting. The meeting was held at the Achievement Service Center, 1606 Brady St., Davenport, Iowa, in said District. President Johanson called the Regular Meeting to order at 6:00 PM. 1. OPENING ITEMS 1.01 On roll call the following board members were present: Directors: Ralph Johanson,Rich Clewell, Nikki DeFauw, Jamie Snyder, Ken Krumwiede, Maria Dickmann and Linda Hayes Director Hayes read the board priorities and Director DeFauw read the mission and vision statements. 2. RECOGNITIONS 2.01 Recognition of School Board May was School Board Recognition Month with the Iowa Association of School Boards. Mayor, Bill Gluba; Vera Kelly, President of the local NAACP; and student Mickey Sloat recognized the Davenport School Board for their commitment, service to the school district, and recent accomplishments with improving school climate, advocating for equal funding, collaboration efforts with the City of Davenport, and making a commitment to help reduce the effects of poverty on our students. Vera Kelly also gave a special recognition to former Director, Bill Sherwood. Board members expressed their appreciation and thanked everyone for their support. 3. 2 5. BOARD REPORTS Director Dickmann reported attending a regional visioning meeting for Director Clewell. Director Krumwiede reported on the planning of the Pre-Candidate Workshop that is scheduled for Thursday, July 18 th from 6-7:30PM. DeFauw and Krumwiede asked that for the best interests of potential board candidates, that seated board members do not attend the workshop. 6. Discussion: None. 7. APPROVAL OF BILLS 7.01 Motion by Director Clewell and seconded by Director Hayes the board approved the following resolution for the payment of bills and salaries: Resolved all claims presented to the Board having been duly certified as correct by the Secretary, reviewed by the administration and board members, and they are hereby audited and allowed as just claims and warrants drawn on the Treasury for the several amounts. Further Resolved, the payment of claims and salaries be approved as presented for the period of May 21, 2015 through June 3, 2015 with the following voided check: # payable to Oertel Sheet Metal in the amount of $ (Wrong vendor) Discussion: None. 8. SUPERINTENDENT REPORT Dr. Tate was not in attendance at the meeting. Rob Scott reported on his attendance at the Annual Reece Morgan Summer League held at Centennial Park. 9. OTHER ITEMS REQUIRING ACTION 9.01 Approval of Additional Community Eligibility Provision Schools Motion by Director Dickmann and seconded by Director Krumwiede the board approved addition of the following three schools to Community Eligibility Provision allowing service of breakfast and lunch to all enrolled students at no charge: Children s Village Lincoln, Davenport Learning Center, and McKinley Elementary. Discussion: Board members asked several questions about eligibilty, how sites are determined, and funding. Micki Carrington provided more details. She also explained that the program cannot go district-wide because it is determined according to building and some buildings do not qualify Approval of Roof Replacement Project Motion by Director Clewell and seconded by Director Hayes the board approved the lowest, responsible, and responsive bid of $259,500 to Blackhawk Roofing Company of Cedar Falls, Iowa for the Roof Replacement Project. Discussion: Board members asked about why the bids had such a wide range and the life span of this type of roof. Mr. Maloney said that the wide range in bids is due to all the available work in the current market and this roof would have a life span of approximately 30 years. 7

8 9.03 Approval of Citibus Motion by Director DeFauw and seconded by Director Krumwiede the board approved the use of Citibus by Davenport Community School District students for school year pending approval of the agreement by the City of Davenport. Discussion: None Approval of Change Order for Fillmore Motion by Director Krumwiede and seconded by Director Dickmann the board approved a change order in the amount of $65, for Hometown Plumbing and Heating for work at Fillmore Elementary. Discussion: Krumwiede asked Maloney if he anticipates additional change orders and he said this should be last one for Pre-K Approval of Graduation Alliance Contract Motion by Director Dickmann and seconded by Director Hayes the board approved the contract with Graduation Alliance, Inc which is a fee for service arrangement with the potential of having a value in excess of $50,000 per year. Discussion: Board members asked why this is contracted out and whether it is as effective as what is being offered in the district. Pam Kirsch explained they vetted this for two years and she feels confident it will help reach students they haven t been able to reach in the past. The students targeted as the ones who will not come to a classroom for a variety of reasons and this service is on-line. It is a budget neutral program Approval of Policy Motion by Director DeFauw and seconded by Director Clewell the board approved the following policy: Selection of Architect/engineer/CMA Discussion: DeFauw explained the changes in the document and Clewell asked if she thought unsolicited proposals would ever be a common occurrence. DeFauw said that one unsolicited proposal was too many in her opinion and the changes being made in this policy would provide more clarification. 10. DISCUSSION ITEMS IASB and UEN memberships The annual dues for the Urban Education Network (UEN) is $8500 and the Iowa Association of School Boards (IASB) is $11,400. Clewell stated the UEN worked extensively with members of our board regarding legislative activity and thinks we have received a real value for the help received. The IASB also worked with board members regarding legislation. Krumwiede said this is a critical year to be members of both organizations and also hopes the board submits a resolution to the IASB Resolution Committee. He will be able to stay on this committee after he is no longer a board member due to being on the board of the AEA. DeFauw agreed that currently it is important to be members of both organizations and she hopes they will help put pressure on the legislature for equal funding. Johanson agreed it is important to be members of 8

9 both organizations. Snyder expressed concern about the IASB and said they still don t share our priorities Policies The following policies will be on the agenda for approval at the next Regular Meeting Media Communications Community Partners Citizen Involvement in Curriculum Study Parent- Associations/Organizations This policy will go back to the Policy Committee Internal Board Operations- Clewell expressed concern about the sentence the board agrees to examine policy and practices through the framework of poverty. He stated it should be viewed through more than just this framework. DeFauw explained this was not the intention of the sentence and provided more explanation. It was agreed this policy will go back to the policy committee for further review. 11. ADMINISTRATIVE REPORTS None. 12. BOARD REQUESTS Agenda Item: Director Dickmann Have time for discussion of ideas that board gets from attending the IASB conference within a month of the month. Agenda Item: Director Dickmann Have a discussion about if the administration should craft a framework to have sports and show choir count as physical education credit. Director Snyder offered condolences to the family of Michaela Duvall, and also to the family of Tori Vogel. ADJOURNMENT Director Clewell moved the board adjourn.
