2 SUPERSTORM SANDY RELIEF AMC/USTRANSCOM deployed 678 passengers and 3,401.7 short tons of cargo in support of USNORTHCOM for Superstorm Sandy 120 medical personnel & preventive medicine assets on behalf of the Department of Health and Human Services 241 public utility vehicles from western states Approximately 32,000 blankets De-watering pumps with support equipment and personnel Search and rescue personnel Engineering staff augmentation These operations are Defense Support of Civil Authorities 2

4 WHAT IS DSCA? DSCA is support provided by U.S. Federal military forces, National Guard forces performing duty IAW Title 32, DoD civilians, DoD contract personnel, and DoD component assets in response to requests for assistance from civil authorities for special events, domestic emergencies, designated law enforcement support, and other domestic activities 4
5 THE STANDING CJCS EXORD Identifies CDRUSNORTHCOM and CDRUSPACOM as supported combatant commanders (CCDRs) with DSCA responsibilities Delegates them limited approval authority for routine requests for assistance (RFA) Provides a rapid and flexible DoD response for potential ti or actual emergencies and/or disasters 5
6 PRIMARY AGENCIES Commonly Supported Primary Agencies (PAs) Department of Homeland Security (DHS) for domestic incident management operations National Oceanic and Atmospheric Administration (NOAA) for weather reconnaissance capability Federal Emergency Management Agency (FEMA) under DHS for natural or man-made disasters, emergencies, catastrophic events and terrorist attacks PAs request DoD assistance only after all local, state and other federal agencies have been exhausted! 6
7 TASKABLE RESOURCES Resources that may be tasked for DSCA Individual personnel up to modular force packages Fixed- or rotary-wing aircraft and aircrews Communication assets Military installations (used as incident support bases or ISBs) 7

15 THE DSCA CHALLENGE The DSCA Challenge: Funding These missions are funded as line items within the budget of the responsible PA, not as part of the DoD budget process Budget constraints may lead to underfunding Unexpected extreme weather may cause significant increase in requirements for MAFFS/Hurricane Hunter support If the PA doesn t budget sufficient funds, who should pick up the tab? 15
16 SUMMARY DSCA is DoD support provided in response to requests from civil authorities for special events, domestic emergencies, designated law enforcement support, and other domestic activities PAs request DoD assistance only after all local, state and other federal agencies have been exhausted DSCA does not compete with the civilian sector for business RFAs are thoroughly vetted before DoD commits resources The DSCA Challenge: Funding DSCA missions are not part of the DoD budget process 16
