4 NSPD-51/HSPD-20 (Revised October 2008) Establishes a national policy on the Continuity of Federal government structures and operations. Mandates incorporation of continuity requirements into Department and Agency daily operations. Requires that all planning be based on the assumption that NO warning will be given. Requires coordination of Federal plans with State, local, territorial, tribal, and private sector plans.

5 National Continuity Policy Implementation Plan (NCPIP) NCPIP builds upon the National Continuity Policy. Emphasizes the Federal Government s Policy requiring agencies to be prepared for unpredictable threats such as earthquakes, accidents, sabotage, and terrorism. Reinforces the critical and ongoing need to ensure the effectiveness of our continuity capability through planning, operations, tests, training, and exercises.

8 Why Continuity Is Important Empowers state, local, territorial and tribal governments in emergency planning, response, and recovery. Ensures the organization can continue to provide essential services to their stakeholders in any crisis: A resilient organization includes the capability of individuals, communities, and systems to withstand and recover from disruption due to natural or manmade incidents and adapt to changing conditions to sustain acceptable levels of social and economic function. 8

9 Key Documents Federal Continuity Directive 1 (FCD 1)- This document provides direction for the development of Continuity Plans and Programs for the Federal Executive Branch. Federal Continuity Directive 2 (FCD 2)- This document provides direction to Federal Executive Branch Departments and Agencies for identification of their Mission Essential Functions (MEFs) and potential Primary Mission Essential Functions (PMEFs). Continuity Guidance Circular 1 (CGC 1)- This document provides guidance to non-federal entities for developing continuity plans and programs. Continuity Guidance Circular 2 (CGC 2)- This document provides planning guidance and a methodology to assist non Federal government organizations in identifying and ensuring continued performance of their mission essential functions. 9

10 Our Nation s Essential Functions 1. Ensuring the continued functioning of our form of government under the Constitution, including the functioning of the three separate branches of government. 2. Providing leadership visible to the Nation and the world, and maintaining the trust and confidence of the American people. 3. Defending the Constitution of the United States against all enemies, foreign and domestic, and preventing or interdicting attacks against the United States or its people, property, or interests. 4. Maintaining and fostering effective relationships with foreign nations. 5. Protecting against threats to the homeland and bringing to justice perpetrators of crimes or attacks against the United States or its people, property, or interests. 6. Providing rapid and effective response to and recovery from the domestic consequences of an attack or other incidents. 7. Protecting and stabilizing the Nation s economy and ensuring public confidence in its financial systems. 8. Providing for critical Federal Government services that address the health, safety, and welfare needs of the United States. 10

11 National Response Framework The National Response Framework (NRF) is a guide to how the Nation conducts all-hazards response. Continuity provides the foundation for the tiers to the NRF, operational governments at the local, state and federal levels capable of performing their essential functions under all conditions. 11

17 Federal Branch Develop, manage, and maintain Federal continuity guidance and provide outreach to ensure the continuation of Federal Executive Branch essential functions; improve the ability of the Federal Executive Branch to prepare for, protect against, respond to, recover from, mitigate all hazards that may disrupt normal operations. Coordinate Continuity for the Federal Executive Branch. Develop/Conduct National Continuity Workshops. Provide Federal Government Continuity Assessments and Outreach. Develop/Manage Federal Continuity Directives (FCDs) 1 & 2. Manage the National Continuity Training Program. 17

18 FEMA Branch Oversee development, implementation and execution of FEMA continuity plans, guidance, exercises and training. Develops and maintains the FEMA HQ COOP Plan. Develops and maintains the FEMA HQ Devolution Plan. Develops and maintains the FEMA Family Support Program. Develops and maintains the FEMA Reconstitution Plan. Chairs the FEMA HQ COOP Working Group involving representatives from all FEMA HQ components. Conducts test, training, and exercise events related to FEMA HQ COOP. Oversee daily operations and readiness of the FEMA HQ Emergency Relocation Site at MWEOC. 18

19 Regional Integration Branch The Regional Integration Branch (RIB) provides guidance, procedures, and technical support to the 10 FEMA Regions (and the NCR) by assisting the Regional Continuity Managers (RCMs) in designing, developing, conducting and delivering continuity related exercises and training as well as Continuity Assessment Preparedness Assistance within their respective regions. The RIB: Coordinates with RCMs to monitor Regional Continuity Programs. Assists RCMs with design, development, conducting and offering of major Regional Training and Exercises. Assists RCMs with design and development of better exercise and training products and tools. Assists RCMs in preparation for biennial assistance visits. 19

20 State, Territorial, Tribal, & Local Branch Provide continuity planning guidance to 50 States, 7 Territorial, 565 Tribal, and Local government organizations and coordinate with FEMA Grants Directorate to ensure funding availability for Continuity planning, training and exercises. Conduct quarterly Continuity Working Groups (CWG) conference calls with FEMA Regional Continuity Managers, State Continuity and Emergency Management Personnel. Coordinate and host monthly continuity webinars to address joint federal and non-federal continuity planning programs and initiatives. Provide continuity training and workshops to non-federal entities. Collaborate with Office of National Capital Region Coordination (NCRC) in all activities related to continuity planning and programs in the NCR. Support Joint Field Offices (JFOs) in continuity planning and training efforts during all-hazards events through the deployment of NCP continuity training personnel. 20

21 Strategic Planning Branch The Strategic Planning Branch develops and tracks strategic plans; oversees program analysis and evaluation; and coordinates and implements the Division budget in order to improve and ensure the effectiveness and efficiency of COOP Division functions. Develop the COOP Division strategic plan and measure related milestones and achievements. Develop Regional continuity metrics and track progress. Track GPRA and NCP Dashboard performance metrics. Plan for and conduct Regional Continuity Assistance Visits to review the continuity capability of FEMA Regions. Oversee the Division budget and associated programs and processes. 21
