9 Governance Focus on District Government September 2010 Elections District Community Councils established in Marjeh, Musa Qal ah, Nad Ali, Nawah, Nahr-e Saraj, and Garm Ser Helmand Province is the first Province in Afghanistan to implement District Development Plans (DDPs) 5 DDPs approved: Marjeh, Nad Ali, Nawah, Nahr-e Saraj, Garm Ser
10 MARJEH DISTIRCT COMMUNITY COUNCIL ELECTION Location: Marjeh District Center, Dates: 1 March 2011 Over 1100 Marjeh Elders Key Messages/Points: On 1 March 2011, 26 elders were elected to the Marjeh District Community Council. The election lasted over four hours and over 1100 elders from various parts of the district participated, approximately representing 80 percent of the district. Clearly showing a support for forming a district council and demonstrating that there is freedom of movement throughout much of the district. The success of the election is a true testament to the Marines who worked hard to clear the district and all the supporting units that assisted. In addition, the mentoring of the Afghan security forces resulted in a very peaceful election with no security incidents elders registered for the election. The 1110 who came back for the election process continues to show that Marjeh is improving and the insurgency is not having the same threatening influence on the people as they did 9 months ago. The newly elected council members will now form three separate sub-committees; governance, rule of law/justice, and social economic development. In addition, they will select a chairman for the entire council and each sub-committee.
