Purpose. To prescribe crisis management organization, responsibilities, duties, and procedures of the Office of the Chief of Naval Operations () and staffing requirements to support and the Joint Staff crisis action teams (CAT). Crisis response includes, but is not limited to, defense support to civil authority and initiation of military operations and campaigns. This instruction is a complete revision and should be reviewed in its entirety. Major changes to this revision are outlined in subparagraphs 1a and 1b. a. The clarification of Navy service watch cell and conditions I and II watch. b. Signature authority of this instruction transferring from Director, Navy Staff to Deputy Chief of Naval Operations for Operations, Plans and Strategy (CNO N3/N5).. Cancellation. INST L. 3. Background. The Navy crisis action management procedures and organization provide the Chief of Naval Operations (CNO) and his or her staff with rapid and appropriate command and control capability and coordinated military recommendations during crisis situations. With flexible staffing and augmentation from directorates and Navy Reserve Component forces, the crisis management organization provides a single point of contact to assist in coordinating actions. Per reference (a), may also be required to provide personnel augmentation to the Joint Staff to ensure Navy liaison between both staffs.. Applicability. This directive applies to the Offices of Naval Operations (). 5. Policy a. The crisis management organization includes permanent watch standers assigned to the Navy service watch cell located in the National Military Command Center (NMCC), supplemented by on call watch team members assigned to the extended CAT. CNO has assigned the Navy service watch cell to provide initial response to a crisis situation. As the situation dictates, CNO N3/N5 may direct increased staff participation through activation of the extended CAT.
2 INST M b. Watch teams supporting the crisis management mission within the Operations and Plans Division ( N31) are: (1) Navy Service Watch Cell. Located in the NMCC, the Navy service watch cell, as an organization within N31, coordinates with the joint staff, component commander staffs, service and government agency watch teams, and directorates. Per reference (b), the Navy service watch cell leads the preparation and presentation of the CNO s daily operations brief and other daily products, tracks requests for information (RFI), and is the primary crisis briefer (normal operations). () Extended CAT (a) During initial and extended crisis response situations, N31 personnel will augment the Navy service watch cell with additional watch standers as required (see tables 1 and ). (b) When a crisis or other military operation requires subject matter expertise beyond the capability of the N31 organization, CNO N3/N5 must activate an extended CAT sized appropriately for the anticipated nature of the event. The watch organization and battle rhythm of the extended CAT will be tailored to manage the long-term requirements of the operation. Full manning is defined in table 3. These watch requirements may be modified further by designating selected watch positions as virtual (via phone, Internet, or other collaborative means). Condition I is normal operations and condition II is sustainable crisis operations. 6. Responsibilities a. CNO N3/N5 will direct activation and deactivation of the extended CAT for crisis response. b. Directorates tasked to support extended CAT manning will provide a watchbill input for their assigned positions at the beginning of each calendar quarter. Each watch position will have a minimum of four and a maximum of eight watch standers assigned. Directorates input will include name, security clearance, training status, and recall information. This data will be maintained on the Secret Internet Protocol Router Network Navy Operation Center Headquarters Web page at: Directorate personnel assigned to the watchbill, or their alternates if in a temporary assigned duty or leave status, must be available hours per day, 7 days per week. Assigned personnel must be able to respond to required tasking and must be able to fully activate as extended CAT watch standers within hours of notification. These directorates include but are not limited to the Deputy Chief of Naval Operations for Manpower, Personnel, Training and Education (CNO N1); Deputy Chief of Naval Operations for Information Warfare (CNO NN6); Deputy Chief of Naval Operations for Fleet Readiness and Logistics (CNO N); Deputy Chief of Naval Operations for Integration of
3 INST M Capabilities and Resources (CNO N8); Chief of Information (CHINFO); Surgeon General of the Navy (CNO N093); Chief of Navy Reserve (CNO N095); and Office of the Judge Advocate General of the Navy (OJAG). c. The Operations and Information Branch ( ) will act as the senior watch officer in all matters pertaining to the Navy service watch cell and extended CAT. d. The Navy Reserve Chief of Naval Operations, Operations and Plans (NR CNO Ops & Plans) unit will provide support to man the extended CAT joint staff liaison officer position when the extended CAT is activated. e. Each extended CAT member will participate in regularly scheduled training in the Resource Situation Awareness Center. Upon notification of extended CAT activation, members will report for duty with minimal delay. f. To be considered proficient, extended CAT members must participate in at least one event or exercise each quarter. 7. Organization and Manning a. The crisis management organization and manning will be at the discretion of N31. b. When required due to space limitations, the extended CAT will operate in the Resource Situation Awareness Center CAT spaces and report to the CAT chief (if assigned) or the assistant battle watch captain. The extended CAT members will also be prepared to operate at the alternate site. As the situation dictates, extended CAT members may be directed to stand watch in other spaces, in either a fully-operational, on-call or virtual status, or at the alternate site. c. Table 1 provides the Navy service watch cell normal operation, condition I, manning requirements. 3

Note : Directorates must designate four to eight watch standers for each position to stand 1-hour watches. Watches are as designated in table 3 or as determined by the watchbill coordinator. f. Navy service watch cell will remain in condition I once extended CAT is manned. 8. Command Relationships a. The Navy service watch cell and extended CAT report directly to N31 on all operational matters and to for administrative support. The extended CAT will maintain close contact with the Navy service watch cell for situational awareness. 5
6 INST M b. In order to expedite Navy responses to RFIs, the extended CAT has RFI tasking authority within the staff and to Navy echelon commands. c. The extended CAT joint staff Navy liaison officer must serve as the primary point of contact, in coordination with the Navy service watch cell, for crisis-related joint actions requiring Navy response. 9. Personnel Qualifications. All assigned Navy service watch cell members must possess a top secret/sensitive compartmented information clearance. Extended CAT members must possess a minimum interim top secret clearance, and a broad knowledge of the Navy staff organization. Directorate and specialized subject matter experts must complete required extended CAT training. 10. Records Management. Records created as a result of this instruction, regardless of media and format, must be managed per Secretary of the Navy Manual of January Review and Effective Date. Per INST A, CNO N3/N5 will review this instruction annually on the anniversary of its issuance date to ensure applicability, currency, and consistency with Federal, Department of Defense, Secretary of the Navy, and Navy policy and statutory authority using 515/0 Review of Instruction. This instruction will be in effect for 5 years, unless revised or cancelled in the interim, and will be reissued by the 5-year anniversary date if it is still required, unless it meets one of the exceptions in INST A, paragraph 9.
