2 Origins 1988: Review of Civil Surveillance Arrangements - The Northern Approaches Report Provided the basis for future civil surveillance activity and the formation of Coastwatch 2004: Taskforce on Offshore Maritime Security - The Tonkin Report Provided the basis for enhanced surveillance activity, new Australian Government maritime security governance arrangements and the formation of Joint Offshore Protection Command March 2005: Joint Offshore Protection Command (JOPC) established October 2006: JOPC re-named Border Protection Command (BPC) Role and responsibilities expanded beyond illegal fishing and immigration What are we? BPC is an Australian Government multiagency operational authority staffed by: Defence Customs Australian Fisheries Management Authority Australian Quarantine Inspection Service Augmentees from other Agencies when required 2

3 BPC s Mission In concert with other government agencies and stakeholders, BPC protects Australia s national interests by maintaining good order at sea in Australia s Maritime Domain. 4 What we are not BPC does not : Provide Port/Airspace security response Coordinate Search and Rescue Control Airspace Deal with State-based or military threats Process passengers and cargo BPC is not a regulatory authority and has no responsibility for Maritime security/safety regulation Aviation security regulation Security Forces Authority In support of arrangements by the International Maritime Organization (IMO) the BPC is also Australia s Security Forces Authority for the purposes of responding to acts of violence against ships within the Australian search and rescue region (SRR). 8 Awareness Assets Maritime Counter Terrorism BPC is responsible for Maritime Counter Terrorism Planning Role is limited to incidents in our maritime zones Whole of Government Co-ordination and response Augment the Multi-agency taskforce to manage response Command and control the maritime response - First response and interdiction (where appropriate) Secure the incident site for Special Forces response (if interdiction not undertaken) Assistance to other agencies/groups during response Take responsibility for the vessel following response 8
