Program Overview PEER has two objectives as follows: PEER Objective 1: Community Action for Disaster Response (CADRE): Establish a system for enhanced community level first responder capacity in disaster prone communities in PEER s six core countries (Bangladesh, India, Indonesia, Nepal, Pakistan, and the Philippines) with expansion to Cambodia, Lao PDR and Vietnam (nine countries in total for PEER 3). Please note: This is the ARC-supplementary funded component of PEER PEER Objective 2: Hospital Preparedness for Emergencies (HOPE): Continuation of the Hospital Preparedness for Emergencies (HOPE) courses in the six PEER countries and extension of the HOPE courses to the three new PEER countries (Cambodia, Lao PDR, and Vietnam). Please note: This is the USAID-OFDA funded component of PEER ARC funded programs are channeled into Objective 1 CADRE so the reporting for PEER to ARC will focus here on CADRE program developments although where applicable, and where necessary to give complete program context, HOPE program developments may also be reported. For CADRE component of PEER the Program Targets are as follows: Key targets: 1) To develop a current and relevant curriculum that develops the core capability and competences of non- professional response personnel in communities in the six PEER countries 2) To develop training processes to effectively deliver the training program through sustainable training methodology, which incorporates best practice adult learning principles and self-evaluation? 3) To establish a core group of instructors who are capable of delivering the training materials, training new instructors, undertaking self-evaluation, and revising the training materials and processes in the light of self evaluation and ongoing experiences 4) To develop advocacy and awareness raising initiatives aimed at policy-makers, general public and donors Background to PEER 3: The Program for Enhancement of Emergency Response (PEER) is a regional program initiated by USAID/OFDA in The goal is to enhance local and regional disaster preparedness and response capacities of vulnerable countries within the Asia region through institutionalization of sustainable disaster preparedness training programs and emergency response systems. PEER has completed two stages and has commenced PEER 3 in July The Asian Disaster Preparedness Center (ADPC), Thailand executed the first stage of PEER during in four Asian countries namely India, Indonesia, Nepal, and the Philippines. The primary focus of PEER Stage 1 was to establish partnerships with key stakeholders in the project countries that laid the foundation of the program and adapted to the Asian context the basic courses on Medical First Response (MFR), Collapsed Structure Search and Rescue (CSSR), instructors development courses on Training for Instructors (TFI), MFR instructors workshop (MFRIW) and Collapsed Structure Search and Rescue Instructors Workshop (CSSRIW). The complimentary course - Hospital Preparedness for Emergencies (HOPE), that linked pre-hospital emergency care to tertiary care health facilities was designed and pilot tested in PEER Stage 1. PEER 2 - National Society for Earthquake Technology (NSET), Nepal implemented the second stage of PEER from 2003-March 2009, extending the country coverage to Bangladesh and Pakistan, after the 2005 Kashmir Earthquake. The main focus of PEER 2 was nationalization of the regional basic and instructors development courses on MFR, CSSR through adaptation to the national contexts and languages. Master Instructors have been trained in the target countries to design, coordinate organize training courses and to monitor sessions, in place of oversea monitors and course
3 coordinators. Adequate number of course instructors has been trained in each country to independently organize national level training programs. The HOPE course was reviewed and re-oriented to address multi-hazard consideration from its earlier seismic hazard focus during later part of PEER 2. The new HOPE curriculum was finalized, piloted and implemented in PEER 2. Refresher courses on MFR and CSSR were also developed and piloted. PEER 3 - The activities in PEER 3 from are logical continuation of previous program implementation efforts by ADPC and NSET. PEER Stage III aims to further assist institutionalize the capacities of countries to implement a sustainable training program in MFR, CSSR and HOPE in the six PEER countries developing qualified instructors, coordinators, monitors and partnerships with institutions. With the implementation of the Community Action for Disaster Response (CADRE) in PEER 3, funded by American Red Cross, this will further broaden the reach of PEER to the local levels, contributing to the overall goal of the PEER program. PEER is extending the program to three new countries namely Cambodia, Lao PDR and Vietnam. Asian Disaster Preparedness Center (ADPC) The Asian Disaster Preparedness Center (ADPC) is a regional non-profit foundation based in Thailand, established with an approved charter under the Thai Law by the National Cultural Commission on 12 May 1999 and by the Royal Thai Government on 11 June Since then, ADPC has been granted inter-governmental organization status by the Royal Thai Government, which was approved by the founding member countries on 28 February ADPC is mandated to promote safer communities and sustainable development through the reduction of impact of disasters in response to the needs of countries and communities in the Asia and Pacific region. ADPC works to achieve this mandate by raising awareness, helping to establish and strengthen sustainable institutional mechanisms, enhancing knowledge and skills, and facilitating the exchange of information, experience and expertise. This approach is applied to developing capacity for managing public health aspects of emergencies, which is a key theme in ADPC s program of activities and the focus of ADPC s Public Health in Emergencies Team.

Current Quarter in Review Country Overview of Program Accomplishments / Challenges Summary of PEER country accomplishments and challenges for this quarter (Jul-Sept 2011) Notes in RED summarize the main accomplishments and challenges for this particular reporting quarter. PEER Country / Accomplishments Program Target Bangladesh CADRE National Pilot and TFI in Bangladesh were held 19 Sept 2 Oct 2011 at the Fire Service and Civil Defense (FSCD), Dhaka. Mr. Muhammad Murad Billah coordinated CADRE work as PEER Country Coordinator located at the ADPC office in Dhaka. Partners FSCD provided support, venue, Instructors and logistics assistance. Launch of CADRE in Bangladesh carried out with High Profile support from DMB, BDRCS, FSCD and Govt. Ministries. MOU with DMB Bangladesh was discussed and agreed being finalized. Agreement formed with BDRCS on selected CADRE Communities in Bangladesh Paikepara rural community visited by PEER COP and CC. MOU NIPSOM for HOPE (National Institute for Preventative and Social Medicine) is finalized and signed by all parties MOU / Partnership Agreement is signed by BDRCS and ADPC for activities under CADRE to commence. Mr. Sajit Menon, IFRC Bangladesh is assisting in coordinating the preparation of the National Pilot Course with BDRCS The Bangladesh Fire Service is tasked by MOFDM to initiate a training program for Community Volunteers with an expected 62,000 participants potentially taking part. It is expected that PEER trainings will be integrated into these training programs. Challenges CADRE Bangladesh was previously rescheduled from July 2011, to September /October This is due to the request of BDRCS that the CADRE Training should not be held during Ramadan Fasting Month. The Bangladesh festival of Eid-Ul-Adha and some logistics challenges have led to the slight delay in undertaking the commencement of community activities which are now planned for later in Nov 2011 Cambodia Locations of CADRE Cambodia Pilot Communities is being finalized. And dates for the trainings assigned. These are currently as follows: -Model Community No. 1 CADRE Basic 5-7 October 2011, Kampongthom, Cambodia - Model Community No. 2 CADRE Basic October 2011, Phnom Penh, Cambodia Cambodia National Pilot Course took place in April 2011 as part of a Regional Training Program for CADRE in Bangkok Thailand, also incorporating participants from Vietnam and Lao PDR. Mr. Bi Chantola commenced work as PEER in country coordinator located at the ADPC office in Phnom Penh but has resigned now replaced by Mr. Im Bee previously of Cambodian Red Cross. There were some challenges fixing the training date and the nominations for participants, since the trainings coincided with flooding - which was a challenge for both ADPC Cambodia and CRC. The shortage of participants from the flooding area led to delay from CRC since many branches were busy with flash flood

Seasonal calendar is important to consider when arranging trainings. India India Country Planning Meeting (CPM) took place: 4 August 2011, NDMA, New Delhi, India in coordination with India NDMA attended from ADPC by Dr. Bhichit Rattakul, Ex Dir ADPC, Mr Sajedul Hassan COP PEER, Mr John Abo, PEER Dep. COP, and Mr. Aslam Perwaiz, ADPC. In India the nodal agency will be the Ministry of Home Affairs, with the Emergency Medical Relief- Ministry of Health the lead agency for HOPE, Other partners and implementing orgs include the National Disaster Response Force, and Training Institutions (Central Industrial Security Force, Border Security Force, and Indo Tibetan Border Police Force). The country planning meeting reviewed past accomplishments of PEER in India and the lessons learned from the first 2 stages of PEER. At the end of the meeting, a draft implementation plan was composed, constituted of tentative schedule, target participants and location of different activities to be suggested by partners, as well as recommendation for coordination of activities by identification of channels of communication and focal persons from all partner agencies. A bilateral meeting took place 5 August with EMR- MOH - Dr. Ravindran - Director of EMR to discuss the implementation of HOPE under the partial funding assistance program. Also to discuss their offer to ADPC of a space in their office to assist in implementing HOPE. Dr. Roderico who is the WHO Regional Adviser of HAC will also join the meeting The 2nd 4-Party Meeting (USAID-ARC, ADPC, and NSET) was held on 5 August 2011, at, The Park Hotel, New Delhi, India. PEER team ADPC met Mr. Amod Dixit, Ex. Dir. NSET and reps from USAID. CRCS does not have any training related to SAR and MCI in which CADRE can contribute Previous CPM Planning mission tentatively scheduled on May 2011 in New Delhi with Ministry of Home Affairs was cancelled previous attempts to schedule the CPM have been unsuccessful. A meeting with IFRC was also scheduled - to link our activities on CADRE. IFRC in South Asia will provide useful guidance and advice on how to deal with Indian RC so as not to alienate them from the program. This is somewhat sensitive as the Indian RC Secretary General is a former official from MoH and senior to Dr. Ravindran. We aim to gain their support for CADRE and also HOPE. Unfortunately no personnel was available from ARC to attend the 2nd 4-Party Meeting (USAID-ARC, ADPC, and NSET) held on5 August 2011, at, The Park Hotel, New Delhi, India Indonesia PEER Team hoping to move ahead in Indonesia by scheduling the commencement of trainings under CADRE in Indonesia in November 2011 with Instructors from Ambulan 118, and participants from PMI to be carried out in Jakarta. Dates are 21 November 3 October 2011 in Fire Training Center in Jakarta, Indonesia. [Appointed to commence work on 1 October 2011 ]INDONESIA In-Country Coordinator. Ms. Asti Puspita Rini from Ambulan 118 PMI will not implement CADRE at this time. The main reason given by PMI is that CADRE is not part of the 5 year plan of PMI.PMI also indicate that they do not have enough staff to handle this program. However, it has been agreed that PMI will participate in CADRE at District and Branch level.
6 CADRE Pilot Course and adaptation workshop November 2011 Training for Instructor and Instructor workshop 26 November - 4 December 2011 Potential instructors identified from, Ambulan 118, BASARNAS, PMI Indonesian National Board for Disaster Management (BNPB) renewed their commitment to helping out disaster preparedness and response associated with the PEER program. MOU Agreement signing underway on CADRE with Ambulan 118 approaching finalisation with Ms. Asti Puspita Rini as PEER in country coordinator starting October 2011 Decision taken to commence CADRE in Indonesia through the support and implementation of longterm PEER collaborating partner Ambulan 118. PMI have been invited to send participants to the CADRE National Pilot training in Jakarta, as well as the TFI and subsequent Pilot Community trainings, at National HQ and branch/local chapter level. Laos PDR The first CADRE Community Course for Lao PDR took place September 2011 at the Napakuang Resort, Thalat, Vientiane Province, Lao PDR The participants were 12 from Kammuan Province and 10 from Savanaket Province. There was also one person from LRCS National HQ Laos This was followed by the CADRE TFI-IW for 12 successful participants from Laos including the CADRE national Pilot Course (held in Vientiane, Dec 2010), and 12 from the CADRE Pilot Community Course in Sept Instructors for the Laos CADRE Pilot Community Course and CADRE TFI-IW were drawn from experienced regional CADRE instructors from Philippines and new instructors developed in CADRE Regional Course in Bangkok in April 2011 utilizing trained ADPC staff from Thailand and Laos and Cambodia. Consultation meeting conducted with LRCS, MOH, NDMO and MOFA on 22 Sept. 11 with regards to the finalization of the agreement Ms. Phitsamay Khammanivong commenced work as PEER country coordinator located at the ADPC office in Vientiane. Ms. Phitsamay also worked as Instructor for the Laos CADRE Pilot Community Course and CADRE TFI-IW. Basic CADRE National Pilot Course undertaken during December 2010 in Laos PDR with Laos Red Cross LRCS participation, support and backing in coordination. and support from ADPC Laos PDR. Also participated by Seng Samban from IFRC, CADRE Pilot Community Course and CADRE TFI-IW was scheduled for 24 participants August at Napakuang Resort, Vientiane Province, Lao PDR. for participants from Kammuan and Savanaket But was CANCELLED AT VERY SHORT NOTICE DUE TO CYCLONE NOCK TEN Laos CADRE TFI previously scheduled to be carried out in Bangkok but subsequently withdrew their applications due to General Elections in Laos, and the necessity for participants to be in-country at this time. Unfortunately the timing was not right for Laos, although encouragement was coming from ARC and German Red Cross regarding Vietnam participants to carry on with the planned dates therefore the Laos Participants could not be accommodated at the regional training at this time. MOU still for signing with the Laos NDMO Bilateral meeting with Dr, Boubtheung of LRCS on the continuation of CADRE in Lao. LRCS expressed interest to continue CADRE further down to the communities. The current funding only allows introducing CADRE to the communities as part of the ARC support to the expansion countries. LRCS plans to develop a proposal with assistance of ADPC to seek more funding support for CADRE in Lao PDR. Need to incorporate the issue on Unexploded
7 followed by CADRE Curriculum Adaptation Workshop Translation complete of CADRE Training Curriculum into Laos language for complete training during National Pilot. Ordinance (UXO)in PEER training activities in Laos PDR and link to existing programs of US government in training communities and hospitals to manage UXO victims Nepal New PEER County Coordinator has been appointed in Nepal Ms Pooja Bariya CADRE Nepal National Pilot Course held in April 2011 at Red Cross Training Center, Banepa (27 km from Kathmandu City) with 24 participants from several regions of Nepal and the Kavre area. CADRE Nepal Curriculum Development Workshop and TFI Course carried out following the CADRE Nepal National Pilot Course, with 21 successful graduates in Nepal. Utilized existing PEER trainers in Nepal already trained under PEER 2 in CSSR and MFR following an orientation day in the use and teaching of CADRE Materials. Instructors drawn from Nepal Red Cross, Nepal Army and NSET, joining ADPC staff and regional CADRE instructors. Currently NRCS has existing Light SAR training program - agreement that there is much that CADRE can offer in terms of additional skills and condensed course Pakistan Philippines CADRE in Pakistan took place: - 1. CADRE National Pilot + Adaptation Workshop July 2011, Punjab Emergency Services Academy, Lahore Pakistan CADRE TFI-IW July 2011, PES Lahore Pakistan 24 participants attended - following NDMA nominations, including members of PRCS, PES, Military College of Engineering and Civil Defense Training School Mr. Falak Nawaz appointed as PEER Country Cooridinator to start on 1 Nov 2011 ADPC already established in Pakistan, working through NDMA including the Regional Consultative Committee (RCC) in which NDMA is an active member. BFP-Silay are conducting the standard CADRE course for school children and youth. BFP-Silay have finished the training for Youth Program of the Department of Social Welfare and Due changes in dates for CADRE, the participants from Military College of Engineering and instructors from Pakistan army could not attend. Dr. Zafar Iqbal Qadir is the new appointment as head of NDMA. This may necessitate a further planning mission or further coordination, to establish the Program under new management. Additional program management activities will need to be undertaken, to connect with the new NDMA director and ensure support for PEER. The security situation in Pakistan is a concern for training location and instructors travelling from outside Pakistan. The necessity of Leahy Vetting for participants coming from the Military Collage or Pakistan Army is expected to cause some logistical challenges for scheduling.

Participants were out-ofschool youth aged The training was conducted on 3 consecutive days for the DSWD ( Out of school youth are children who cannot afford to go to school, who are being cared for by the DSWD) BFP-Silay have also finished the training with Monsert School, Silay City, and two other schools are incorporating CADRE in their NSTP (National Service Training Program). The school based training is being carried out at weekends. Vietnam Pilot Community was established in Silay City, with the pilot community training there carried out during last reporting quarter Further Pilot communities being selected through consultation with PNRC Mayors and provincial government from 3 provinces have requested to be able to conduct CADRE in their provinces including Bacolod and Silay, where Local government, Police, and RC Chapters have expressed interested in implementing CADRE Local government DM units have expressed interest to take on CADRE as part of their program to prepare communities including support from city fire department National pilot conducted in Bacolod. Ahead of schedule on the number of activities implemented. Already conducted 2 rounds of TFI-IW, followed by additional CADRE National Course and TFI-IW in Oct 2010 Plan to integrate CADRE into the existing PNRC volunteer 143 program in the community is underway MOU Agreement signed by Sec Gen Pang with Catherine Martin and Leonardo Ebajo as the designated focal points ARC Vietnam requested ADPC to support the translation of other CADRE training materials into Vietnamese (Lesson Plan, TFI-IW Workbook, LP and presentations. In turn ARC Vietnam will implement CADRE instructors courses and community courses as part of their work program with ADPC just providing monitoring and technical assistance. ARC Vietnam will conduct more instructors courses and CADRE Basic Courses in the communities as part of their regular work program. The original allocation for training 2 pilot communities will be used for translating the materials and ARC agreed to take over the cost of actual courses in the country. Vietnam Red Cross Society participated in Regional Obtaining nominations from VNRC was a lengthy process, despite the push to go ahead with CADRE Regional Course at this time which meant that Laos s participants could not join due to the scheduled elections. Identifying a permanent training facility for CADRE and not using hotels/resorts
9 Training for CADRE Basic Course and TFI-IW in Bangkok in April Further participants from VNRC who were NOT previously present in Da Nang CADRE Basic Training in 2010 undertook the basic training also, ahead of the TFI-IW in Bangkok. Participation from a representative of German Red Cross in Vietnam in Regional Training for CADRE Basic Course and TFI-IW in Bangkok Training materials for CADRE to be utilized in DRR training by other national societies, training their supported communities / districts / chapters in activities using the CADRE model and materials a significant extension of the CADRE program which will be rolled out over the forthcoming months. Program Action Items Follow-up on Action Items from last quarter: The last Quarter April-June 2011 saw the CADRE Nepal National Pilot Course, Curriculum Development Workshop and TFI-IW took place in April 2011, since then a new County Coordinator has been appointed in Nepal Ms Pooja Bariya. Following the regional CADRE Courses which took place in Pathum Thani near Bangkok (which included the Basic Course for Cambodia, followed by a regional TFI-IW in Bangkok Thailand for participants from Vietnam and Laos to join these participants from Cambodia). Since then there have been developments in planning for CADRE in Lao PDR and Cambodia. These CADRE Adaptation Workshops involve a comparative study of materials, techniques, timescales, approaches of CADRE and current CBDRR or emergency response trainings from each NRCS.] Finalizing appropriate venues and equipments for the CADRE courses in country logistics and coordination production of print and collateral materials for courses course work book, course materials, other communications and publications, t-shirts and other necessary equipments particularly for CADRE National Pilot Course Indonesia (Jakarta) forthcoming in November 2011 Planning for CADRE Pilot Communities ongoing: o Identification of CADRE Communities in Nepal, Indonesia, Pakistan, India and work ongoing with the previously identified communities in Bangladesh. o Focus on priority countries of Bangladesh, Pakistan, Indonesia and Nepal Completing of CADRE training equipment cache in Philippines, Lao PDR, Vietnam, Cambodia, Bangladesh, Nepal and planning distribution of basic emergency response kits to the pilot model communities Follow up from CPM in India (4 August 2011) and addressing the challenges in India for CADRE Implementation: o Scheduling another introductory mission underway for November o Ongoing liaison with Shri Amit Jha, Joint Secretary (Admin.) and Col. Shashi Bhushan. Project Progress to Date: Current Accomplishments during this Reporting Quarter: CADRE Pakistan National Pilot Course Dates: July 2011 Location: Training Center of Punjab Emergency Services (PES) 1122, Lahore, Pakistan Participants: 24 members of the Punjab Emergency Services (PES 1122), the Pakistan Red Crescent Society and the Fire Service and Civil Defense Review and Outcomes: CADRE Pakistan National Pilot Course took place in July 2011 in Lahore, at the Training Center of Punjab Emergency Services (PES) 1122, followed by CADRE Training for Instructors. The course was conducted successfully, benefiting from the support and backing of the National Disaster Management Authority (NDMA) of Pakistan. The Chairman of the NDMA Dr. Zafar Iqbal Qadir was an honored guest at the CADRE opening ceremony. Dr. Zafar Iqbal Quadir leads the national team responsible for managing the whole spectrum of disasters in Pakistan. PEER team and the NDMA held a Planning Meeting in 2010, ahead of the devastating floods last year and this CADRE course marks the first capacity-building program under PEER since this major national disaster. There were some challenges with this course in the attendance of some participants. PES participants completed all the requirements for attendance, however, some of the participants from PRCS failed to attend several sessions for CADRE TFI-IW. His means that they are unable to graduate the course, since his requires attendance at all sessions. Therefore the PEER team is considering strategies for utilizing these partially trained participants, allowing them to complete the training by attending the missing components in subsequent CADRE training in Pakistan. It is important to have a full team of National CADRE Instructors within PRCS; therefore PEER team will continue to seek all possible options for building up the skills of these partially-trained participants. CADRE Pakistan National Pilot Course on PEER Website CADRE Pakistan National Pilot Course PEER photo database online archive of images / info from this course CADRE Lao PDR Community Training - Kammuan Province and Savanaket Province Dates: September 2011 Location: Napakuang Resort, Thalat, Vientiane Province, Lao PDR Participants: 12 from Kammuan Province and 10 from Savanaket Province. There was also one person from LRCS National HQ. All participants graduated the course. Details and Outcomes: This was the first CADRE Community Course for Lao PDR. The Instructors for the course were; Medardo Batiller Course Monitor ERUF Philippines, Roel Divina Course Coordinator OCD Philippines, Im Bee, PEER Cambodia Coordinator, Mel Manith from Cambodia Red Cross, Phitsamai Khammanivong PEER Lao PDR Coordinator, Wichai Dornam ADPC-PEER and PEER DCOP John Abo. At the Opening Ceremony on 26 Sept, Dr. Bountheung Menvilay, Head, Disaster Preparedness and Relief Division, LRCS was attendant as Special Guest to launch the community course in Lao PDR. Lao has been seriously affected with floods due to three consecutive cyclone that affected Kammuan and Savanaket, during Nock Ten Cyclone. Relief operations are still ongoing to help displaced communities in numerous provinces because of continuous and heavy monsoon rains. In Lao PDR risk also comes from unexploded ordinance (UXO) and disease outbreak This Community training follows the successful CADRE Pilot Course in December 2010, and saw the first training undertaken by new instructors from Lao PDR as well as from neighboring Cambodia and ADPC instructors from Bangkok. 18 CADRE Bangladesh National Pilot Course Dates: September Sept Adaptation Workshop (PEER Coordination Meeting 27 September 2011) Sept CADRE TFI-IW Location: Bangladesh Fire Service and Civil Defense Training Complex, Dhaka, Bangladesh. Participants: 26 Participants participated in CADRE Basic and Adaptation Workshop among which 18 participants were from CADRE focal agency Bangladesh Red Crescent Society, 4 participants were from Bangladesh Fire Service and Civil Defense and 4 other participants were from National and International NGOs. 25 Participants participated in Training for Instructors and Instructors workshop among which 22 participants completed the course successfully. Review and Outcomes: CADRE national training was conducted successfully, which was a tribute to the productive partnership with CADRE country focal agencies and the dedication of the PEER in-country team. CADRE Bangladesh was officially launched on 18 September 2011 at the Fire Service and Civil Defense (FSCD) Mirpur 10, Dhaka Present at the opening event were; Mr. M Aslam Alam, Secretary, Disaster Management and Relief Division (DMRD) Ministry of Food and Disaster Management (MOFDM) Govt. of Bangladesh, Mr. Ahsan Zakir, Director General, Disaster Management Bureau (DMB), Mr. Khondoker Jakaria Khaled, Deputy Secretary General, BDRCS, and Brigadier General (Retd.) Abu Nayeem Md. Shahidullah, Director General, FSCD. The guests together pledged to continue to support community disaster preparedness in Bangladesh. As the opening event was about to commence, there was a strong earthquake 495 km away in Sikkim, which was felt in Dhaka - leading to an immediate evacuation of the FSCD building. When the earthquake subsided and he building was deemed safe, the launch was commenced. The launch event was attended by representatives of Dhaka-based international NGOs and Ministries and invitations had been sent out previously in coordination with the ADPC Bangladesh Country Office, led by PEER Bangladesh Country Coordinator. Other challenges during the duration of the training included a general strike or hartal, some outbreaks of politically motivated unrest in Bangladesh, and there were also frequent power cuts. During the hartal, CADRE participants living/staying off campus (FSCD) were invited to stay in the FSCD complex to ensure that they could still attend he training, since all public transport was affected excluding rickshaws. The Senior Instructors for CADRE Bangladesh were drawn from the FCSD which has many years of experience with training in MFR / CSSR. The Instructors from FSCD were excellent, and the coordination and facilitation of the FSCD was also extremely efficient and accommodating. The CADRE basic Course was followed by a one-day Adaptation Workshop, attended in by all participants at this point the course book was thoroughly reviewed in advance of adaption to the Bangladesh national context and requirements. Since completion of the CADRE course, adaptation and translation of CADRE Participants Workbook has been completed and this workbook will be used for training in the pilot communities. During this program activity in Bangladesh, bi-lateral meetings took place with focal agencies including DMB, BDRCS and NIPSOM. This led to the following outcomes: The partnership agreement with CADRE focal agency and HOPE country focal agency was signed. Selection of two CADRE pilot communities was completed in alliance with BDRCS and IFRC - for introduction to CADRE Pilot Community - Paikepura (Rural Community) please see PEER website - also please see Online Photo Database: MOU with PEER country focal agency Disaster Management Bureau (DMB) was signed. CADRE Pilot community training will start on 16 November for Rural community and on 21 November 2011 for Urban Community. PEER Bangladesh Coordination Meeting: The first coordination meeting of PEER in Bangladesh was held on 27 September 2011 at the office of the Director General of Disaster Management Bureau. Coordination among different stakeholders The following outcomes were the result of the discussions: 1. MOU with DMB (agreed to be signed after receiving formal letter from the MoFDM by DMB). 2. After the completion of the CADRE Instructors workshop on September 30 and after the review of the training materials by FSCD and BDRCS, training at two pilot communities will start by end of November. For this purpose Paikpara in Sirajgonj District has been selected as the rural community and Selection of Narinda, Dhaka as Urban community is under process. 3. FSCD will provide instructors for the training at community level and selected instructors successfully completing the National Training, Training for Instructors and Instructors Workshop will join the FSCD trainers as co-trainers. 4. It was suggested in the meeting to find some way to incorporate the local FSCD station in the CADRE pilot communities to make the response more effective. 5. It was suggested to have a PEER Coordination Meeting every two months and the probable date for the next meeting has been fixed on mid November. Date TBC. PEER Country Coordinators for PEER will support the program logistically and practically in the roll out of trainings. This will prove a cost-and-time effective method to implement the program at country-level. The Country Coordinators will receive a retainer fee, and will mainly be utilized for the benefit of the program in activities prior, during and after specific program activities as well as for networking, planning and monitoring purposes ongoing. In the remaining PEER countries where there is no ADPC Country Office, the PEER Country Coordinator will be assigned from within Partner Agency or Nodal Agency as appropriate.
