3 The most important things you need to know about Camporee Date: April 11-13, 2014 Location: Camp Currier, Eudora, MS Registration and Fees o Fee: $10 per person o Registration online: Start on the Chickasaw Council home page: Select menu choice: View Full Calendar Select the link to the Eastern District Camporee You will be directed to the Eastern District Camporee registration page. o Last day to register online: Thursday, April 10, 2014 o Last day to register online and be assured of a campsite: Tuesday, April 8, 2014 o Campsites will be assigned: Wednesday, April 9, 2014, based on registrations received prior to that time. o Guest Troops: The Eastern Camporee is willing to accept a limited number of guest Troops from outside the District. If your Troop would like permission to attend our Camporee, please contact our Camporee Chairman Kevin Rawson at kevin.rawson@navy.mil. Camporee T-Shirts and caps will be PRE-SOLD online only, o Presale ends March 20th at 12:00 a.m. (midnight) o A link to the T-shirt / Cap Order form is available on the Eastern District Camporee registration page. The full information packet will be posted online which can be retrieved from the online registration location. Each patrol should have a Patrol Name, Yell, and Flag. All troops are to bring their Troop flag for the opening ceremony troop flag procession and display. Campsite inspection form is included in packet. Scout Patrols are made up of 4 8 registered boys. See guidelines in the Camporee Patrol Guidelines section. All Scout patrols should bring a compass. The USE of GPS devices are also part of the events. Medical forms are the responsibility of the unit and will not be collected or reviewed by camporee staff. It is highly recommended that every unit have in their possession a completed medical form for every camporee attendee, including adults NEW THIS YEAR: Sunday Morning Pancake Breakfast Immediately before the 8:30 Religions Service! 5 Motto & Goals THE SCOUT MOTTO Goals: The Scout motto is BE PREPARED. A Scout prepares for whatever comes his way by learning all he can. He keeps himself strong, healthy, and ready to meet the challenges of life. The Boy Scout Cooking theme for our 2014 Eastern District Camporee will challenge Scouts using skills ranging from backwoods engineering to team-oriented problem solving and patrol cooking. A simple, working knowledge of knots and lashings, Tree identification, cooking set up and cooking abilities will certainly be an advantage for Scouts. Focus on the patrol method, with emphasis on: o Scout Spirit/Teamwork o Scout Leadership o Scout Skills Provide an opportunity for every Troop, regardless of size, to excel and be recognized. Allow all Scouts to compete, but also have time to learn and have fun. Challenge older Scouts to excel in Scouting and life skills. To provide Eastern District Scouters the opportunity to assemble for the purpose of fellowship and friendly competition. To encourage fellowship among Troop. Leadership Needs The Camporee Planning Committee recognizes the need for every Troop to be involved in some part of the camporee in order to make it successful. The following is a partial list of requests for a Troop to sponsor, lead and carry out. 1. Cracker-barrel Friday night, sign up. 2. Welcoming committee to greet troops and hand out further instructions 3. Trash maintenance at restrooms in Hamilton Meadows 4. Cleaning restrooms in Hamilton Meadows 5. Building two (2) fires in the Council Ring for Saturday Eastern District Campfire Ceremony 6. Campsite inspections (2 teams: 2 people per team - each from 2 different Troops) a. The inspectors will inspect 4 sites together, then into teams. Top sites will be awarded. 7. Providing a shelter and table for an Information Booth in Hamilton Meadow 8. Post campfire take-down including help to put out fires and remove lighting and sound system 9. Troop exit campsite inspection Sunday morning 10. Pan cake Breakfast Sunday morning sponsoring troops. 11. Non-denominational religious ceremony Sunday morning. Monitor parking spaces and limiting motor vehicle traffic on camp roads. Saturday, April 12, 2014 Reveille, breakfast, and cleanup 6:00 AM - 8:00 AM Event sponsors should set up their event areas. All Truck Traffic Stops at 8:00 including Iron Chief Drop offs. Re-open at 4:15 PM. 8:00 AM Troop Flags and Bearers arrive at Hamilton Meadow Opening Flag Procession and Opening Ceremony All patrols gather at the flagpole in Hamilton Meadows for 8:10 AM announcements and distribution of patrol packets. Patrol scorecard will be delivered to each Troop s SPL. Class B uniforms are acceptable during the events. Event Participation & Judging - Events will be open during the noon hour. Scouts and Event Judges should carry lunches in day packs. 8:15 AM - 1:00 PM Scouts will eat their lunches as they wait on an event. Judges will eat their lunches after the events close. 9:30 AM 10: 30 AM 11:30 AM 1:30 PM 11:00 AM 4:30 PM NEW PARENTS OR OTHER NEW ADULTS ORIENTATION Hot Coffee! 30 minute orientation sessions for parents/adults new to Scouting. Leader training opportunities will be explained. Four 30 minute sessions will be conducted at the Dining Hall. Coffee and snacks will be served. Scouts participate in afternoon outdoor activities. These include Scoutathlon (orienteering, canoe and obstacle course), 1:15 PM ALL Scores for morning Patrol Event Participation Must be Turned in. 1:05 4:05 Iron Chef Event Set up starts at 1:05 Music Competition Talent Smack Down :30 4:00 Finalists from the all-day music competition will be recognized at campfire. Afternoon Activities - Scouts participate in afternoon outdoor activities. Talent Smack Down, Iron Chef, Tomahawk throwing and Frisbee Golf. 1:00 PM 4:30 PM among others. These activities do not have to be done in the traditional patrol format. Final Campsite inspection to be made before departure General Information & Procedures Campsite Assignments Campsites will be assigned by the Camporee Staff based on early registration and Troop size requirements. Troops will not reserve Campsites at the Scout office. Please be flexible. Tour Permits and Medical Forms Tour Permits are no longer required for in-council troops. Arrival and Campsite Setup: Upon arrival at camp, there will a welcoming committee greet you and to receive further instructions. You will be offered a map and asked to proceed directly to your camp site and immediately send a representative to the Camporee headquarters at the dining hall for Troop check-in. Driving/Parking: The only vehicle allowed in a campsite is the one pulling a trailer. Please detach trailer and return vehicle to parking lot before unloading. Vehicles are restricted to 15 mph while operating on the roads in Camp Currier. For the safety of all, please keep vehicles in designated parking lots only. All vehicles must prominently display the Vehicle Registration Card on the dashboard during Camporee, BSA Policy prohibits anyone riding in the back bed of a pickup truck. If a campsite is not near a parking lot, one vehicle can be parked in the campsite for emergency purposes, if deemed necessary. Please place an Emergency Parking card (in the back of this guide) in the windshield stating why an emergency vehicle is needed. Only physically impaired people may drive vehicles from 8:00 AM to 4:00 PM due to the number of events in the camp. No traffic on Hamilton Meadows on East Road. Violators risk forfeiting their troop awards. East Road will be closed from 8:00 AM to 4:00 PM for Scout Safety. East road will open after Iron Chef Clean up is complete and pack up commences. Medical forms are the responsibility of the unit and will not be collected or reviewed by camporee staff. It is highly recommended that every unit have in their possession a completed medical form for every camporee attendee, including adults. Registration and Fees: Registration and fees must be completed online by Thursday, April 10, Last day to register online and be assured of a campsite: Tuesday, April 8, Be sure to print and keep the receipts. Registration Fee is $10 per individual (Scouts or Adults). Fees cover insurance costs, patches, ribbons, awards as well as the Cracker Barrel, and other necessary Camporee expenses. For more information, go to the Registration Information page. The registration fee will go up to $12.00 per person for Troops registering after Thursday, April 10, Final Registration: After units arrive at camp, an adult leader must report to the Camporee Administration Area (Dining Room) to register. Leaders must bring the Attendance Roster, final Patrol Roster and checkbook to pay Camporee Fees. The Final Patrol Roster will be used to prepare necessary Scorecards and other details for events. 8 (containing patrol score sheets and an event map) will be provided to units at the Opening Ceremony, Saturday at 8:10 AM. East Road: East Road will be used for Camporee events, and will be closed from 8:00 AM until 4:00 PM. Event sponsors may need to bring their vehicles onto East Road to deliver materials for events, if so please remove the vehicle prior to 8:00 AM. The parking area on East Road may be used by the staff, however, no traffic will be permitted during the specified times. (In case of emergency, exceptions may be authorized by the Camporee Staff Only.) Hazardous Weather - Emergency Warning Procedure for Camporee Hail Signal - Drive around honking three (3) times on horn, repeatedly Shelter - Car / Pavilions / Dining Hall / Golightly Lodge Tornado Signal - Drive around honking car / truck horn in SOS pattern and/or blowing air horn SOS horn pattern: - 3 shorts - 3 longs - 3 short Shelter - Go to the lowest area you can get to; ditch or gully. BSA policy do NOT enter buildings, over passes or pavilions. After storm passes: Staff will go around to every campsite and check on everyone During Camporee events Same warning signals as above Lightning clear the area including Hamilton Meadows for 30 minutes after last bolt. 9 Events of Special Interest Cracker Barrel: It is requested that Scoutmasters, assistant Scoutmasters, senior patrol leaders, Camporee Staff and Event Sponsors attend the Scoutmasters Meeting and Cracker Barrel in the dining hall at 9:00 PM Friday night. This important meeting will cover last minute changes, questions, locations of events, and final details will be discussed. Opening Flag Procession and Troop Flag Display: On Saturday morning the Troop should gather at the flagpole on Hamilton Meadow Road by 8:00 AM. Please bring your Troop flag and post it in a holder by 8:00am. Roll call will take place at 8:05 AM. Patrols should bring their Patrol Flags to the Opening Ceremony since they will be going directly to the Camporee events. During the day, your Troop Flag will be displayed in the Troop Flag Display, surrounding the flagpole in Center Road. New Parents or Other New Adults Orientation: Parents and other adults, new to Scouting, will want to attend one of four (4) orientation sessions conducted by Dr. Mark Clemons, District Commissioner. Those attending will learn how a Boy Scout Troop functions and the leadership needed to provide a quality program for Scouts. Coffee, tea, hot chocolate, donuts and other snacks will be served. Campsite Inspection: All vehicles must be removed from campsites Friday night. On Saturday, between 9:00 AM and 1:00 PM, campsites will be inspected for organization, for general cleanliness and the use of the patrol method in site arrangement, cooking, etc. Top Troops will be recognized at the Awards Ceremony. A Campsite Inspection Form is attached for Scoutmasters to review the criteria upon which they will be judged. Iron Chef: This Older Scout event is designed for you and your Patrol/Crew to use all of your imagination and cooking skills and to make you think on your feet. Bring an open mind, willingness to work together, and demonstrate maturity and creativity. You will be surprised at what you can accomplish. Teams will be made up of Boy Scout Patrols between the ages of and of Venture Crews between ages Patrol/Crews will consist of no less than 4 and no more than 8. The Iron Chef Cooking competition will challenge the Older Scout Patrols with quick decisions, creative cooking and so much more. Patrols will not be told their food items that they will be working with until 15 minutes prior to the start. The secret ingredient will be revealed at the starting time. Judges will have no conflict of interest with the participants and will not confer with each other on scoring. Their individual scores will be tallied by the Iron Chef Chairman. Scoutathlon: This an endurance, critical thinking, and scout skill event where patrols of 4 people will follow a preset course through Camp Currier and will be challenged to complete several activities to test their team work and patrol method abilities. Course completion takes between 1 to 2 hours. It s Fun, challenging, and worth the extra effort. The event will start at 11:00 AM for patrols who have finished their graded morning activities and want the extra challenge. Do you have a great Patrol? Find out! 10 Talent Smack down: Does your troop have talented individuals? Bet you do if you ask your scouts!. Please send those future Billy Joels and Elvis s to the Talent Smack Down at the Pavilion on Hamilton Meadows. We would like for troops to Pre-Register the Acts at the Cracker barrel Friday night if at all possible. Winners will be asked to perform at the Camp Fire and the final selection of the Top Act will be awarded. Camporee Campfire: Gather in front of the dining hall at 8:00 PM on Saturday evening. This year's campfire will be "Scout-led" and will begin at 8:15 PM on Saturday. Don't miss this great time of fellowship, entertainment and fun. Order of the Arrow Call-out: Saturday evening, during the Campfire Ceremony a call-out for the Order of the Arrow will be conducted. Scoutmasters of units with candidates, to be called out, should complete the following: Conduct an OA Election prior to Camporee. Fill out a 3 by 5 index card for each OA candidate containing the following: Troop Number and Scout s name. Submit the cards in the Camporee Administration Area (Dining Hall) during registration. Pancake Breakfast Sunday Morning: In honor of the theme Boy Scout Cooking troops are welcome to enjoy a pancake breakfast Sunday Morning from 7:45 8:25, immediately before the Worship Service. The breakfast will be served buffet style in the dining hall. Scouts and scouters are strongly encouraged to sign up on line for this event. The concept is for troops to complete as much packing up as possible before the Sunday Service and then join others in a simple meal before combining for a worship service. Reverence is sometimes better on a full stomach. Menu will include Pancakes, Toppings, Sausage, and Orange Juice, as well as other juices, coffee and fellowship. Troops are encouraged to bring some of their own favorite exotic toppings and share them with others. Come on down, grab a bite and join in the worship service. Worship Service: The Worship service will be held at the Council Ring, same place as the Saturday Night campfire. We should all thank our creator for the many blessings and gifts he has given us and hold the 12 th point of the scout law, Reverent, to the highest standard. We understand that some organizations prefer that only their services are allowed and we respect this. Scouts combining in Prayer, thanks, and song bring a special meaning to Reverence. Award Ceremony: The award ceremony will be held immediately after the worship service at 9:00 AM. Patrols and troops will receive their competition awards for the graded events, Scoutathlon, Iron Chef and other awards as appropriate. Attendance at the Worship Service is not required but encouraged. Awards not presented at this time will be available at the May Round Table or through their Commissioner. 11 Patrol Guidelines Patrols will consist of 4-8 scouts. (Patrols of fewer than four members may be combined with another patrol.) Patrol Types are to be declared by the Scoutmaster, according to these guidelines: New Scout: Patrol consists of 4-8 Scouts who joined Boys Scouts between Aug 1, 2013 and April 1, Everyone in patrol can (should) participate in events. New Scout patrols may be accompanied by a troop guide. Troop guides may instruct and coach the patrol prior to the event but may not participate in the event or coach during the event. (This patrol designation is optional.) Regular: Patrol consists of 4-8 Scouts. Everyone in patrol can (should) participate in events. Patrols may be made up of Scouts of the same rank/experience or of Scouts from different ranks/experiences. Adults may accompany a patrol during the day's activities, but must not provide direction during the actual event. Patrols must participate as complete units with a single scorecard. Participants are expected to conduct themselves in a spirit of competition and fair play according to the laws of Scouting. As each patrol completes an event, the judge will tally the score for all areas of emphasis. The score will be recorded on the patrol scorecard and on the master scorecard for the event. Events not participated in will be scored as a zero. Once a patrol has completed its day, the Patrol should turn in their scorecard to the Camporee Headquarters (HQ) Staff tent in Hamilton Meadow by 1:30 PM. Failure to turn in the scorecard may result in absence of recognition at the Awards Ceremony. Patrol Leaders will be given a survey to be completed upon turning in their patrol's scorecard. Other Scouts may complete a survey if they wish. All Scouts completing the survey will be entered into a gift card give-away. The Camporee experience should be rewarding for all Scouts. Judges Guidelines Judges may not provide direction of any kind once a patrol has started an event. Please do not interfere with any patrol member while they are being timed. Guidance can be offered when the event is over and a final score is given. Camporee 2014 Leaders Guide Page 11 of 21

12 Scoring Guidelines Each event will be judged by sponsors responsible for the event, and the decision posted by the judges is final. Scores will be on a 100 point scale. Extra points will be awarded for patrol leadership and Scout spirit Patrol Performance Awards: The total performance of each patrol will be measured. Each patrol will be eligible to earn one ribbon based on their overall performance in the morning camporee events. There will be 12 events in 6 categories. A final tally of scores for each patrol will include the highest score from each of the six (6) categories PLUS the next four (4) highest scores (from any category). If a patrol scores zero (0) in both events from the same category, then the '0' will be included in the six "highest" scores. Award Score Blue Ribbon - Outstanding Average Red Ribbon - Excellent Average Yellow Ribbon - Special Commendation! Average These guidelines establish the minimum requirements to qualify for a Blue, Red, or Yellow Ribbon. Events not participated in will be scored as a zero. Afternoon activity events do not count towards Patrol Performance Awards but do count in the troop competition. Baden-Powell Patrol Award: The Baden-Powell Patrol Award will be presented to the Patrol demonstrating highest overall Scout spirit, Scout leadership and Scout skills, along with teamwork. Total points and specific recommendations will direct honors to the top patrol in the Regular Patrol category. This patrol will be designated as The Baden-Powell Patrol. The top New Scout Patrol will be honored as the Green Bar Bill Patrol. Other Awards: Awards will be presented to the winners of the Scoutathlon and Iron Chef Competition. Point Value added to overall Baden Powell award. Troop Awards: Troops will be judged on the following Criteria: 1. Average regular patrol score. Up to 50 points 2. New Scout Patrol Participation 5 points 3. Round table Attendance 50% or better Up to 10 points 4. Council Wide Project last 12 months 10 points 5. Iron Chef and or Scoutathlon up to 10 points 6. Assistance with Camporee* 10 Points Plus 7. Camp Site Inspection 5 Points Maximum Maximum total 100 Points New Scout patrol participation if your new scout patrol makes an earnest attempt to compete in several skill events then 10 points will be awarded. Score for this does not matter. Round Table attendance - if your troop has sent a representative more than 50% of the time then 10 points will be awarded. If less than 50% a sliding scale will be used. Camporee 2014 Leaders Guide Page 12 of 21

13 Council wide project if your troop has completed any council wide project, not an eagle, project in the last 12 month then 10 points will be awarded. Projects at Camp Currier or Kia Kima are particularly valuable. Camporee Assistance 10 points awarded if a troop assists with Camporee in some way. This can be through participating in the committee, sponsoring an event, doing camp site inspections, special trash hauling or clean up, or other assigned tasks. Smaller troops will be given the opportunity to assist in a limited way based upon their ability to spare Adults in camp. * Troops that go Above and Beyond, and are near the cutoff point as far as a ribbon level will be given special consideration and may be elevated to the next higher level. Above and beyond means that they assisted with Camporee in several ways. Break Down of Scoring A total of 18 ribbons will be given out; 6 Blue ribbons for the top 6 troops, 6 ribbons for the next group of troop, and 6 yellow ribbons for the last group of competing troops. Some troops will not earn a ribbon this year. That does not mean they are not Great Troops, but it does indicate that they may review their program and become a bit more well-rounded. Campsite Maintenance & Checkout Procedures Campsite Maintenance: Each troop is responsible for cleaning its campsite at the Camporee. Use garbage bags for trash. Do not burn trash. Pack it out. Please remove all trash from camp when leaving. All filled trash bags must be carried home with the Troop; do not use the Dumpster at the front gate. We are prohibited from digging holes and cutting standing trees at Camp Currier. All fires must be built in existing fire pits. Please do not create a new fire pit. Attempt to burn all wood to ash. If remnants remain, throw all scrap wood pieces off to the side of the campsite. Check-out Procedure: PLEASE DO NOT DRIVE VEHICLES INTO THE CAMPSITES. Take all gear to the vehicles in the parking lots or on the roads. Conduct a thorough policing of your campsite and surrounding areas. Pick up all trash and remember that you should leave your campsite cleaner than when you arrived. Troops may send a runner to the Pavilion at Hamilton Meadows (preferably the Senior Patrol Leader) or look for a staff member in the area, to notify the Camporee Staff that you are ready to be inspected. An inspection of the entire camp will be made by the Camp Ranger after the Troops leave. He will report on the state of the Camp to the Camporee Chairman who will formally report to the next Roundtable. If your troop is departing on Saturday night, arrangements should be made during check-in with the Camporee Staff for an inspection to be completed of your campsite late afternoon on Saturday. 15 Registration Information Note to Scoutmasters: It is requested that you register your Troop online by Thursday, April 10, Begin with Select View Full Calendar. Select Eastern Camporee on Friday, April 11, Advanced Registration provides these benefits: (1.) The number of Troops attending and the approximate number of Scouts and adults attending are known. (2.) The advanced collection of fees guarantees a floor to the budget. (3.) It allows large-ticket expenditures to be planned, committed and spent. (4.) It allows your Troop to take advantage of the lower advanced registration fees. (5.) The Troop benefits by campsite assignment which will be determined by Troop size, event sponsorship, and roundtable attendance. Register by Tuesday, April 8, 2014 to be included in campsite assignment on Wednesday, April 9, You may use this form as a template of what is needed to register online. You should bring a copy of the Doubleknot Receipt with you to registration. (This avoids any misunderstandings about advanced payments.) Troops can register any stragglers on Friday night.
