3 Preface Tripura is vulnerable to natural Disaster like earth quake, cyclone and flood. It is located in seismic zone V. 00 percent area of Tripura as well as 00% of Gomati District is in sesmic zonev. In the year 897 earth quake was occurred in Tripura in 8.7 Richter scale. Then the royal palace of Tripura was demolished many lives and property also loss. Another big earth quake was occurred in Tripura in the year 950. Flood also affected in Tripura in the year 98, 99, 99, 00, 00 as well as in Gomati District. Recently, cyclone and thunderstorm have played havoc leading to loss of life and properties in Tripura as well as in Gomati District. Three persons died of thunderstorm in the month of May and June, 0 under Gomati District. Necessary steps have been taken to supply financial assistance to the families of the victims. A standard planning for managing Disaster is necessary to ensure minimum loss of life and property. Hence, Gomati District has prepared a plan on the basis of the Guideline of the Revenue Department to prepare effective Disaster Management Plan. It is hope that apart from District Administration, Rural and Urban local bodies, 6th schedule area bodies as well as all the line departments will go through the plan and take necessary steps towards Disaster Mitigation Preparedness and Disaster Response, Reconstruction,Recovery and Rehabilitation. 4 Preface Amarpur is a remotest SubDivision in the state of Tripura. It possesses a good Account of Historical essence of Manikya Regime of Tripura. During the Manikya dynasty, the Rangamati area of Amarpur was the capital of Tripura. Geographically, the SubDivision is mostly hilly covered by green forest and a one of the most important river of Tripura, the Gumati flows through it. The river Gumati originates from the range connecting the Longthorai and Atharamura at its source (Two) tributaries, namely Kalyasingh and Malyasingh meet. Thereafter, it takes the name of Raimacharra till it meets the Sharmacharra. Later it assumes the name Gumati. Chabimura is the Historical place. The Gumati is the largest river of Tripura and also derived in Amarpur SubDivision. In Chabimura, a State Level Mela is used to organize every year and thousands of the people gather during the Mela for Enjoyment and Devotion to Gods. Amarpur SubDivision is bounded by Teliamura, Udaipur, Shantirbazar,, Gandachara. The total population of Amarpur SubDivision (reorganised) has become,,77 as per survey report of 0 Census. Reang, Jamtia, Chakma and Tripuri community dominate the SubDivision. There are some prominent Tourist Spots namely (i) Chabbi Mura, (ii) Chandi Matabari and also (Two) nos. Dighi namely (i) Amar Sagar and (ii) Fatik Sagar and Old Rajbari. Every year, in the month of April to May, there is a traditional Mela organized near Chandibari ground which is commonly known as Baishakhi Mela where both the Tribal and Nontribal communities gather and enjoy with enthusiasm. 5 PREFACE A new SubDivision is born on 9th January 0 that is partly curved out of Amarpur as well as of Sabroom SubDivision, later it came to be known as SubDivision. The SubDivision is barely 6 KM. away from Udaipur, the district headquarter of Gomati, Geographically area is nicely situated on a quiet hilly area that is greeted by the vastness of green forest and scenic beauty of its surrounding land, valley & riverbank of Gomati. By itself the SubDivision is simply well crafted which has been signifying the uniqueness and =unity of people with its distinctive sprit of multi culturalism in which people from different walk of life has been living together equitably in peace and harmony for decades. It has a population of with and area covering up to.57 sq. KM. moreover the literacy rate is quite commendable with 57.% comparing to other SubDivision in the state. Interestingly, Dumboor or Dongoor is one of the Tripura,s largest and widely known and highly esteemed lake located in a culturally rich and naturally pristine environment under the newly created karbook subdivision bordering kalajhari (jari Kosom) hill range that has become another notable assets of karbook. And since immemorial days the local people called the lake as paradise land of Tripura. Now it has become an icon of the stateattracting tourist from all over the world. The origination of this chirming water body flows from two confluence rivers of Raima & Saima (Sorma). In Mythology, Raima & Saima are two sisters who were the daughter of a village priest. The people of Tripura considered it the place of legends and heroes as well from outside of the state comes and fathered for taking a holy bath for their salvation during the month of January in Pouse Sankranti Festival. 6 Preface Tripura is a tiny hilly state of the NorthEastern part of India, which falls under the SEISMIC ZONE V which denotes that it is highly vulnerable from the points of Occurrences Earthquake in a severe magnitude. Besides Earthquake, the State including Udaipur SubDivision is vulnerable towards natural and manmade calamities like Floods, Cyclone, and Fire Accidents. Disaster is a very common phenomenon to the human society. It has been experienced by them since time immemorial. Though its form may be varied, it has been a challenge for society across castes, creeds, communities and countries. The latest development which has been discovered in the World Disaster Reports recently is that the disasters have increased in frequency and intensity. Disaster management (or emergency management) is the creation of plans through which communities reduce vulnerability to hazards and cope with disasters. Disaster management does not avert or eliminate the threats; instead, it focuses on creating plans to decrease the effect of disasters. So, the Disaster management plan is an integral part from the point of view of the Disaster Mitigation Mission. In view of the potential hazards associated with the Udaipur Subdivision, the SubDivisional Administration has prepared a Disaster Management Plan to deal with different hazards in an organized multidisciplinary approach involving all line departments and many agencies. I would like to thank all the stakeholders for their initiative, cooperation and efforts to prepare the plan. This Disaster Management Plan will be updated at every 6 months accordingly. [S. 7 INTRODUCTION With the 7rd and 7th amendment to the constitution of India in 005 the Disaster Management Act was enacted under the concurrence list of the constitution of India. This act comprises 79 sections and chapters.this act provides for the prerequisite institutional mechanism for monitoring and implementation of plans. It ensures measures by various wings of the Government for the prevention and mitigation of disasters. With the enactment of Disaster management Act 005, National policy on Disaster Management was framed in 005. All State Governments have been directed to implement the National policy on Disaster Management to safeguard the safety of people, property and ensure developmental planning giving importance to the pre disaster preparedness. Preparedness rather than post crisis management, coordinated participatory approach, technology upgradation and deployment, information as a tool for disaster management, recognition of linkages between disasters and development, connecting specific programmes for management of natural disasters, forecasting and warning using latest technology, are some of the important features of disaster management. Natural disasters are flood, cyclone, landslide, hailstorm, earthquake and Tsunami.In Tripura it is observed from the records of last 50 years, mostly widespread flood affected the people of Tripura in different years. In the years 98, 99, 9, 00, 00, the people of Tripura experienced the divastating flood. In some years, cyclone hailstorm, landslide, and earthquake also, damaged lives and property. Recently cyclone and thunderstorm are playing a disastrous role for the loss of life and property in Tripura. Three persons died of thunderstorm in the months of may and June 0 under Gomati District. Necessary steps have been taken to provide financial help to the families of the victims. Flood is the most common and widespread natural calamity in Tripura. Literally Tripura stands for Twi which means water and Para which implies land. Tripura thus stands for land with water. Average rainfall is over 50cms annually in Tripura. This state is one of the highly flood prone States in our country. The perennial rainfall is concentrated in few months as shown in the graph and more than thousand hectares of land is prone to flood and causing damage to houses, industries, public utilities, agricultural crops, cattle& animals and property resulting in huge economic losses, apart from loss of lives. Though it is not possible to control the flood totally, by adopting suitable structural and nonstructural measures the flood damages can be minimized. Average annual rainfall in the district is about 090 mm. Rain is brought by the South West Monsoon, which normally comes in the month of May with maximum intensity of rainfall during JuneJuly. Gomati is the major river in Gomati District. This river originates from hill ranges of this state and flows down to Bangladesh after traversing through narrow valleys. In addition to that there are numerous Cherras which pour water into the river. The River is flashy and meandering in nature. 70% of the catchments lies in hills and as such bed slopes are very steep and the velocity of flood discharges is also high. Traditional Jhum cultivation, extensive deforestation aggravates the flood intensity/ damages. Unusual erosion of banks also creates tremendous problems to protect the district and subdivisional towns, villages and other permanent structures and borderlands on the riverbanks. As the river flows through narrow valleys, there is also little scope to construct embankments on both the banks leaving away adequate waterway. There is also little scope for taking up flood control reservoir project due to constraints in shifting & rehabilitation of people mostly tribal. Gomati District along with the other part of the state of Tripura faced severe Flood in the year 98, 99 and 00. 7

8 MULTI HAZARD DISASTER MANAGEMENT PLAN 067 WHY IS IT The purpose of preparing District Disaster Management Action Plan (DDMAP) is a) To ascertain the status of existing resources and facilities available with the various agencies involved in the management of disaster in the District. b) Assess their adequacies and short falls if any in providing a multi disaster response. c) Suggest institutional strengthening, technology support, up gradation of information system and data management for improving the quality of administrative responses to disaster at the district level and finally, d) To evolve DDMAP as an effective managerial tool. MAIN OBJECTIVE OF DISASTER MANAGEMENT a. Promoting a culture of prevention, preparedness and resilience at all levels through knowledge, innovation and education. b. Encouraging mitigation measures based on technology, tradition wisdom and environmental sustainability. c. Mainstreaming disaster management into the developmental planning precess. d. Establishing institutional and technolegal frameworks to create and enabling regulatory environment and a compliance regime. e. Ensuring efficient mechanism for identification, assessment and monitoring of disaster risks. f. Ensuring efficient response and relief g. Undertaking reconstruction as an opportunity to build disaster resilient structure. h. Promoting a productive and pro active partnership with the media for disaster management. i. Ensuring co ordination among various departments and relief agencies related to disaster. j) Capacity building to reduce risks. k) Wide spread awarness campaign with training. 8

9 DISTRICT DISASTER MANAGEMENT PLAN A formal planning for managing disaster is therefore necessary to ensure minimum lose of life and property. This can be achieved only through planned management of disaster :In the absence of a defined plan, response to a disaster would be arbitrary leading to over emphasis of some actions or other actions, which would be critical. Moreover, due to absence of a defined response structure and allocations of responsibilities, there would be mismanagement of resources and overlap of actions among various agencies, which may exacerbate the situation there by compounding the disaster effect. District Disaster Management Plan is useful at predisaster stage, when warnings could be issued, for example, that flood is imminent. The plan again serves as guide to officials at the critical time and precious time is saved which might otherwise be lost in consultations with senior officers and getting formal approval from authorities. As it is neither economical nor practicable to protect every item and the entire population against calamitous situations, response plans are formulated for relief, rehabilitation and restoration by separate agencies. District Disaster Management plan is an operational module for the district administration, how to mitigate the different types of disaster effectively with the locally available resources and personnel and to provide the distressed people with immediate relief. It also ensures a checklist for all the stakeholders for an action oriented response structure and to study their preparedness level. 9

It is the occurrence, at a given site, of a physical phenomenon capable of causing loss. HAZARD VULNERABLITY IN INDIA India is traditionally vulnerable to natural hazards as its geo climatic and social conditions are distinct in many ways. Flood, droughts, cyclones, Earthquake, Landslides, Avalanches and Tsunamis has been a recurrent phenomenon effecting around 85% of its geographical area. 60% of Landmass prone to Earth quake. 0 million hectors ( 8%) of landmass prone to floods km. Long coast line with two cyclone seasons. Hilly regions vulnerable to avalanches, landslide, hailstorm,cloud bursts. Drought low and medium rainfall region which constitute 68% of the total area vulnerable to drought. Different types of man made hazards. One million houses get damaged annually, in addition to human, economic, social and other losses.

12 HAZARDS IN GOMATI DISTRICT Natural hazards ( geo climatic ) in different SubDivisions under Gomati District, are occurred in different seasons in every year. It is observed that mainly flood, cyclone, hailstorm, affect most of the parts of Udaipur, Amarpur and partially Korbook area. List of different areas to be affected by natural hazards like flood, drought,hailstorm, cyclone ; ) Udaipur : Kushamara, Palatana, Lolunga, Mirza, Tulamura, Khilpara, Baishnabichar, Rajdharnagar, Fulkumari no, Hadra, Shalgarah, Kishorganj, Rajnagar, Pitra, Laxmipati, Photamati, Chandrapur, Murapara, Amtali. ) Amarpur : Bampur ( Samatal para), Birganj, KamariaKhola, Mailak, Rangamati, Kamlai, Sangong, Baishyamanipara, Dhanlekha, Nagrai, Natunbazar, ) :Tirthamukh, silachari. Assesment of crop to be damaged due to natural calamity ( flood ) i) Udaipur paddy/vegetable/ Jute= 50 ha. ii) Amarpur Paddy/ Vegetable/ Jute = 8 ha. As per information of disaster management authority of India, North Eastern states are Earth quake prone. In Tripura like other districts, Gomati District is also under the red zone of earthquake. Predisaster a) Preparation of plan and preparatory steps. ( Necessary initiave is taken to arrange for District level, SubDivision level and Block level yearly plan for Disaster Management.Various line Departments i.e. P.W.D, A.R.D.D,, Education, Fire service, Forest, S.P ( police ), T.S.R, have submitted plan ( DM for the year 067 ) b) Identification of catchments area and familiarity roads, alternative roads and bridges. c) Preparation of plan for shifting people d) Training on disaster control ( District Administration has taken steps to organise awarness campign with effective mock drill throughout the district every month for the year 067 e) Selection of shelter house (Which have already been done by the Shelter management team) f) District level / Sub Division level / Block level Control rooms are operational ( steps have also been taken to open control room in other District level offices for maintaining co ordination ) g) Sending of current situation report to the Revenue Department through web side.( Steps have been taken to collect current situation report from all sub divisions under Gomati District. ) h) Maintaining linkage with the members of PRI bodies.. i) Collection of relief materials.( Relief materials are stored in sub division level). j) Organizing awareness and wide publicity among the people about disaster management Safety and Security to life and property. k) Arrangement of drinking water etc. ( Steps taken to engage Public Health Department to arrange for fresh drinking water.)

15 IMPACT OF NATURAL DISASTER Consequences of Floods Floods mean heavy and unmanageable inundation caused by heavy rainfall or manmade factors like poor drainage, breach in embankments and sediment deposition. Consequences are: Evacuation of people and livestock from inundated sites; Destruction of life and infrastructure; Damage to agricultural land for cultivation; Food shortages as the water can destroy food stocks, farms, gardens etc.; Spread of waterborne diseases, as the water stagnates for a long time; and Wetness and seepage in houses. Effect of cyclone Cyclone is a huge revolving storm caused by winds blowing around a central area of low atmospheric pressure. Its major consequences include: Storm surge and wind damage; Inland flooding; People become shelterless; Damage to crops; and Food shortage. Depression 50 km/hr wind speed. Deep Depression 5 6 km/hr wind speed. Cyclonic Storm 668 km/hr wind speed. Severe Cyclonic Storm 897 km/hr wind speed. Severe Cyclonic Storm/Hurricane 7+ km/hr wind speed. Consequences of Landslide A landslide is a geological phenomenon, which includes a wide range of ground movement, such as rock falls, deep failure of slopes and shallow debris flows.when landslide occurs, the effect on people s lives can be severe. The impact on people s livelihoods or the ecosystem may be minimal, if it occurs in remote areas. However the effects can be devastating when they occur in populated places. Landslide may cause destruction to buildings, crops, farms, water systems, roads and other infrastructure. Impact of Earthquake An earthquake is a sudden violent motion of the earth, caused by natural processes wresting the earth s crust. Its aftermath includes: Damage to buildings; Collapse of poorly designed or built structures; 5

16 Loss of lives; Injuries to people and livestock; and Shortcircuit and onset of fires. LEARNING FROM MEGA MOCK DRILL HELD ON A group of volunteers must be kept trained at SubDivision level, Block level and G.P level to maintain a team of st responder to be active at any moment to start immediate search and rescue operation to protect life and property...a set of necessary equipments should be kept ready at Block level also. Nowadays only SubDivision level officers are maintaining equipment store and sesting monthly practically concreat cutter must be provided at least 0 Nos. For every SubDivision as wells as quality chainsaw in 0 Nos.. SDRF fprce sjpi;d be fpr,ed o,,edoate;y and every SubDivision should be provided at leat 60 Nos trained SDRF forces to face any Disaster.. Separate shelter houses should constructed and in this regard, at least (two) Nos. shelter houses should be built at a capacity of 500 people with all facilities necessary, in each SubDivision. Schools should be avoided for shelter housing so far as possible. 5. At all gas bases industrial sites, a group of 50 Nos Gas leakage trained NDRF / SDRF should be kept ready. 6. Fond for Capacity building should be provided at least lac for each SubDivision and 0 lakh for each District with provision for hiring of one vehicle for the whole year to maintain preparedness and training. 7. Separate DDO ship should be given at the District level 8. PWD and RD (Executive Engineer) should ber provide some necessary equipments for better operation of equipments. 9. Steps should be taken at all levels for training.female volunteers who may be helpful of women during any disaster. Typhoon: Where the wind speed exceed 00 km per hour. Tornado: Means thunder storm. Tornados are local storms of short duration formed of winds rotating at very high speed. These storms are visible as a revolving whirlpool with a tail coming down to earth. As the storm moves along the ground this outer ring of rotating winds becomes dark with dust and debris. The average speed of Tornado is about 50 kms per hour and maximum 00 kms per hour. It causes largescale damage and casualties leaving practically nothing in its path. Gale wind and Whirlwind are like tornado by nature, but very small in impact and kind. 6

17 Hailstorm: Although hailstorms rarely involve physical injury, their economic impact can be severe. The damage appears to be a function of the intensity and duration of storms and the size of the hailstones, which these produce. The damage itself is often produced not only by the impact of falling hailstones, but also by the high winds and torrential rains that is part of the hailstorm. Heat Wave Attack: A period of unusually hot and often humid summer that lasts for several days is commonly referred to as a heat wave. The temperatures that, constitutes a heat wave vary among regions with different normal summer conditions. When the maximum temperature at a station remains 5 C or more for two days or more, the condition is described as a heat wave. It affects the Human and Cattle population and lead to Sunstroke and casualties. Throughout the world for the last two decades gradual climate change is observed. As a result of climate change temperature on earth is increasing and drought. short rainfall,untimely rainfall are found common to most of the countries of the world. Large scale plantation in every country of the world is a must to face the climate change. Heat wave is experienced in India due to climate change. In Tripura, large scale aforestation is necessary to save our everyday life from heat wave. 7

18 Fire Accident (natural fire / forest fire and man made ): Fire accident happen due to several causes like: Housing Pattern, Lose circuit of electricity, Chemical reaction, Road Accident, Thunder, Lightening etc. In Orissa due to peculiar housing patterns maximum fire accident cases takes place. These houses have build generally mudbuilt walls with thatched roofs made out timber, bamboo and straw. They spring up in clusters. In summer fire accident occurs in some forests caused by forest fire ( natural as well as men made ). Both have to be transmitted at short intervals by wireless requiring elaborate round the clock operation of wireless system. This will be purposeful only in long rivers where the time gap of flood water from observed river gauge station/rain gauge station to the flood prone region be at least more than eight hours which is required for receiving the news of flood magnitude computed and getting prepared. But all the rivers in Tripura are of smaller length originating within the state. Hence in 85

86 Tripura, Flood fore casting technique has very limited help in giving advance intimation of flood probability. ii) Flood Proofing Infrastructure: Strengthening embankments: Water Resource Department may take up Raising & Strengthening of weak and vulnerable embankment prioritizing the works subject to availability of fund. Water shed management: May be taken up by Agriculture Department. Better Drainage: Drainage condition of flood prone areas may be improved by respective Nagar Panchayat and Gram Panchayat Authorities. Improvement of existing Warning Systems: i) At present, the existing GaugeDischarge sites lack necessary infrastructure to carry out the required duties smoothly and promptly. 89 b) Roster duty of attending embankments throughout the day shall be made for the entire flood season from st May to 5th October when numbers of persons permit so. c) Additional staff available within the PWD(WR) as an when necessary may be selected from PWD(DWS) & PWD(R&B) at the beginning of flood season and requisitioned to assist existing staff of Flood Management during the danger period and also for meeting any emergency. d) All the staff employed in maintenance of embankment or to be deployed during emergency shall be briefed by the concerned Assistant Engineer regarding nature of works to be done by all of them. e) The address of all incumbents should be collected and displayed in Notice Board in the Control Room so that they can be contacted immediately by the OfficerinCharge of Control Room at any point of time. f) All the Officers should be available on the embankment as per guideline given in the annexed statement of function of officers and start patrolling and attending to work/weak points with the help of his team. g) Control Rooms would be set up at various places as mentioned above with arrangement of maintaining it round the clock during the period of river remaining above danger level. h) Officerincharge of Control room shall inform all concerned as per guide line of flood warning rules the rise and fall of flood. 9. Function of different officials of Water Resource Organization for flood warning. a) Gauge Reader / Helper. The Gauge Reader would inform Junior Engineer & the Assistant EngineerinCharge of embankments personally or by messenger ever when the gauge crosses the specified i.e. flood stage level mentioned above. He should take reading / Record at every hour till the gauge drops below the critical flood stage level. The Gauge Readers/Helper shall record and send the gauge reading to respective Junior Engineer/ Assistant Engineer. Forward/transmission through police wireless, whenever the Gauge crosses the specified level as mentioned in the flood warning rules mentioned above. 89

90 a) Junior Engineer Junior Engineerincharge of embankment shall go to the embankment even when the gauge crosses the specified level and will start patrolling and attend vulnerable points and shall remain therein till the flood levels go down below flood stage level. b) Assistant Engineer. The Assistant Engineer shall inform the local SDM and highest Police Officer of the area by phone or by special messenger whenever the gauge crosses the critical level as per flood warning rules. He shall also send the information to DM /SE/ CE by mobile/wireless as required under the flood warning rules. After transmission of the flood message he shall go to the embankment and see the arrangement of patrolling / guarding the embankment as per guide lines of function given above. c) Executive Engineer. The Executive Engineer shall go to the embankment if he happens to be in that locality at that time and see the arrangement of patrolling /guarding. He shall also go to inspect the out station embankment if the flood remains at stage for a long time and/or the Assistant Engineer requests his presence due to real threat to the embankment. d) Superintending Engineer. The Superintending Engineer shall make arrangement of receiving all flood warning message and flood reports and will compile the report of the Circle. He shall keep the Chief Engineer, PWD (WR) and Secretary informed if any embankment or work is breached or seriously threatened. He will visit the embankment, if situation so demands. 0. 100 MEDICAL AND FIRST AID TEAM :Hospital Disaster Management Plans :Disaster Management Plans need to be prepared by all hospitals. Medical facilities, training of medical personnel, creating awareness about drowning and its management will be a part of the plan. Hospitals must nominate an officer for coordinating management for flood casualties. Contingency plans will be made ready for providing additional beds. Oxygen cylinders, continuous positive air pressure (CPAP) ventilators, dressing materials, blood and IV fluid for transfusion will be stocked. The hospital casualty room is to be equipped with resuscitation equipment like suction apparatus, airways laryngoscope, pulse oxymeter, defibrillator and life saving drugs. In the aftermath of a flood, public health response is one of the prime responsibilities of medical authorities. They will ensure safe water supply and clean food availability along with maintenance of hygiene and sanitation by proper biowaste disposal. Water testing and food inspection is required to be carried out regularly to prevent outbreak of any epidemic. An effective communication system is an essential requirement for prompt medical response. Creation of Trained Medical First Responders The state government/sdma/ddmas will ensure the creation of trained medical first responders for first aid and resuscitation measures for drowning cases. Medical staff must know how to take out water from the respiratory tract and how to carry out cardiopulmonary resuscitation. A list of trained medical and paramedical staff must also be made available. Medical Stores Medical kits will be prepared for the management of flood casualties. Intravenous (IV) fluid, ventilators, oxygen, dressing materials, tetanus toxoid, antibiotics, vaccines, antisnake venom and antidiarrhoea drugs will be the most commonly needed medical resources. Largescale medical stores from where these materials can be procured will be identified. Patient Evacuation Plan State governments/sdmos will make available emergency medical equipment and drugs for esuscitation. Paramedical staff must be trained for resuscitation, triage and to maintain vital arameters like pulse, blood pressure, respiration and intravenous drip during evacuation. Mobile ambulances in 00

115 Rani(Kakraban)KV SubStation Killa,KV SubStation Backup power in case of failure of main Power Supply : There are (Two) source of main supply i.e. KV level and 66 KV level throughout the Gomati District, though it is under the control of Transmission Wing. In case of failure of one source, we can Transmit and Distribute main supply with the help of other source. But in case of failure of both the source, it will not be possible to provide power supply to any consumer at all. There is no provision to distribute electricity with the help of Generator or any UPS and there is no proposal to procure Generator Set by TSECL for this purpose. In this connection it is suggested that every department including the District Administration may arrange portable Generator individually to meet up such type of crisis if occurs. Moreover, it may be relevant to mention here that there is dual feeding provision of main power to H.Q. of District Administration, Hospital, Circuit House, Police Station. 5
