1 SENIORITY PLUS BID TRANSFER ANNOUNCEMENT COOK COUNTY SHERIFF'S OFFICE ELECTRONIC MONITORING UNIT (CCDOC ) Electronic Monitoring Unit Investigator Summary The Cook County Sheriffs Electronic Monitoring program is a pre-trial monitoring program created to ease overcrowding in the Cook County Department of Corrections. Since its inception in 1989, more than 250,000 persons have been placed on EM. The monitoring program is utilized as a community-based alternative incarceration concept that allows non-violent, pre-trial and short-time sentenced inmates to remain in the community instead of being incarcerated in jail. The average daily population of this program is well over 1200, which includes various other County-run diversion programs. The duties of an Electronic Monitoring Unit Investigator include, but are not limited to: Promote efforts to achieve Departmental mission and goals. Interview Alternative Program Participants Closely works with Alternative Progranuning Screening personnel Perform background screening on Alternative Program Participants Accurately complete all forms and case reports using clear and articulate language Familiarize themselves with all General Orders, Special Orders, directives, policies and procedures that pertain to the Electronic Monitoring Unit. Monitor, prepare, and process disciplinary procedures on participants found in violation of electronic Monitoring Unit Rules and Regulations for participants. Initiate investigations on situations or occurrences with participants of Alternative Programs. Apprise the EM Sergeants, on an ongoing basis, the conditions and/or problems regarding unit operations. Respond to all correspondence received. Able to operate a County owned vehicle in a safe and secure manner. Able to read and interpret court communication paperwork. The performance of all other duties and direct orders as directed by the Sheriff, Executive Director of the Cook County Department of Corrections, Assistant Executive Director of the Cook County Department of Corrections, Electronic Monitoring Director, Electronic Monitoring Deputy Director, or designee of any of the above. Available Shifts I Details TBD Minimum Qualifications- Applicants or Candidates that fail to meet any one of the Minimum Qualifications listed below will be deemed Not Qualified. Must successfully submit a Bid according to the Bid Instructions below. Must currently hold the merit rank of Correctional Officer at the Cook County Department of Corrections with a minimum of one (1) year in that rank. Must meet the attendance requirements as stated in SEAM Article J. Must meet the discipline requirements as stated in SEAM Article J. Must complete and pass a Physical Ability Test (standards attached). Must possess a valid driver's license. 1

2 Must be authorized to carry a weapon by tbe Sheriffs Office and possess a valid FOID. Will be subject to a background check, which will include a criminal background check and a driver's license abstract. Must be in an active duty status at tbe time of Bid. Must successfully pass a mandatory drug test Requirements- A candidate tbat fails to meet the position requirements will be returned to his or her original assignment. EM Investigator requirements include but are not limited to the following: Must wear designated appropriate dress attire unless otherwise directed by the Department Head/Designee. Must maintain Minimum Qualifications listed in this Posting Announcement. Must have successfully pass the Correctional Officer to Police Officer Transfer Course - Law Enforcement Officer State Certification or be able to pass all prescribed standards set forth by the Sheriffs Training Institute when the availability of said CO to PO course exists. Must successfully pass a two week training course after appointment Transferred officers will be subject to a one year evaluation period. Bid Forms will not be accepted outside of the dates and times listed above. Selection Process All candidates deemed Qualified based on the Minimum Qualifications will be ranked based on Seniority. Please note tbat Article J, section III.A has been waived for this process. As such, tbere may not be vacancies at the time of this announcement and the list will not be effective until the first vacancy is occupied. Additionally, tbe eligibility list will expire one year from the date that the first vacancy is occupied. For further information regarding the above process, please refer to the Seniority Plus Bid Transfer procedure (Article J), which is posted on the Sheriff's website: Please note that all notifications (PAT test notifications, qualification status, etc.) shall be sent via or posted ou the Sheriff's website. Please regularly check your CCSO account (at least once per shift pursuant to Sheriff's Order ) and check the Sheriff's website to ensure that you receive these important notifications iu a timely manner. 3 PHYSICAL ABILITY TEST REQUIREMENTS How Will Physical Fitness Be Measured? The Physical Ability Test consists of four basic tests. Each test is a scientifically valid test. It is recommended that five minutes of static stretching be completed prior to each test. A five-minute rest is recommended between each test, with a fifteen-minute rest before the 1.5-mile run. The tests will be given in the following sequence with a rest period between each test. 1. Sit and Reach Test This is a measure of the flexibility of the lower back and upper leg area. It is an important area for performing police tasks involving range of motion and is also important in minimizing lower back problems. The test involves stretching out to touch the toes or beyond with extended arms from the sitting position. The score is in the inches reached on a yardstick Minute Sit-Up Test This is a measure of the muscular endurance of the abdominal muscles. It is an important area for performing police tasks that may involve the use of force and is also an important area for maintaining good posture and minimizing lower back problems. The score is in the number of bent leg sit-ups performed in one minute. 3

4 3. One (1) Repetition Maximum Bench Press This is a maximum weight pushed from the bench press position and measures the amount of force the upper body can generate. It is an important area for performing police tasks requiring upper body strength. The score is a ratio of weight pushed divided by body weight Mile Run This is a timed run to measure the heart and vascular system's capability to transport oxygen. It is an important area for performing police tasks involving stamina and endurance and to minimize the risk of cardiovascular problems. The score is in minutes and seconds. 4

5 What Are the Standards? The actual performance requirement for each test is based upon norms for a national population sample. The applicant must pass every test. The required performance to pass each test is based upon age (decade) and sex. While the absolute performance is different for the eight categories, the relative level of effort is identical for each age and sex group. All candidates are being required to meet the same percentile range in terms of their respective age/sex group. The performance requirement is that level of physical performance that approximates the 40th percentile for each age and sex group.
