2 ALABAMA SOCIETY, SONS OF THE AMERICAN REVOLUION June 26, 2016 TO: Chapter JROTC/ROTC Program Chairmen Alabama Society, Sons of the American Revolution ROTC/JROTC Medals/Awards Program Dear Compatriots: The Alabama JROTC/ROTC Program now has both a Chairman, Rick Wells and a Co-Chairman, Bob Anderson. As the ALSSAR ROTC/JROTC Medal and Awards State program contacts, it is their responsibility to provide all Chapter program Chairmen guidance and assistance to administer programs for their Chapter area schools. As a quick overview of this important SAR Youth recognition effort, these programs are chartered to fulfill the Sons of the American Revolution s focus of extending the institutions of American freedom, citizenship, and patriotism. The Alabama Society provides annual awards to Alabama secondary school JROTC students, as well as University/College ROTC Cadets, who foster the principals of the citizen-soldier, exemplified by the Minutemen of Revolutionary War days. The Alabama Society (ALSSAR) ROTC/JROTC Award Program State Committee chairmen are appointed by the ALSSAR State President. Each Chapter President should appoint or assign a Chapter Committee Chairman to manage ROTC/JROTC Awards programs in their County/District area as their Chapter assets permit. Chapter Presidents are asked to keep the State Chairman informed of Chapter Chairman Contact information. Chapter Chairmen should contact Military Science Instructors and school administrators at the start of the school year and brief them on the benefits of this important awards program and timelines for submitting Award packages for their Cadets. Several Awards are available for JROTC/ROTC Cadets and to help Chapters administer their programs, the attached booklet has been prepared as a guideline. Chapter representatives should also participate in ROTC and JROTC Award ceremonies whenever possible. Purchase of medals and reimbursement policies can also be found in the attached guidelines, along with ROTC Award package submission requirements. 3 ALSSAR JROTC/ROTC AWARD RECOGNITION PROGRAM POLICY & PROCEDURES PURPOSE: To fulfill the Sons of the American Revolution s focus of extending the institutions of American freedom, citizenship, and patriotism, the Alabama Society provides annual awards of recognition to Alabama secondary school JROTC as well as University/College ROTC Cadets, who foster the principals of the citizen-soldier exemplified by the Minutemen of Revolutionary War days - recognized by their unit Senior Military Science Instructors. ASSIGNMENTS: The Alabama Society (ALSSAR) ROTC/JROTC Award Program State Committee chairman is appointed by the ALSSAR State President. Each Chapter President should appoint or assign a Chapter Committee Chairman to manage ROTC/JROTC Awards programs in their County/District area if their Chapter assets permit. RESPONSIBILITIES: The ALSSAR ROTC/JROTC State Committee Chairman is responsible for managing the overall ROTC/JROTC program at the State level and providing guidelines and timelines to Chapter Chairmen and providing National NSSAR with required data on a timely basis. Chapter Chairmen should make contact with Military Science Instructors and school administrators at the start of the school year and brief them on the importance and benefits of this important awards program. The Chapter Chairman should follow attachment guidelines and give them the JROTC Awards brochure to help them ensure timelines are met. PROGRAMS: SAR presents awards to Cadets selected by their Senior Military Instructor for their high degree of merit with respect to leadership qualities, military bearing and general excellence. Bronze JROTC Medal award programs (for secondary schools) and Silver ROTC Medal award programs (for Universities and Colleges) are administered at the Chapter, State and National SAR Society levels for all ROTC/JROTC program students. Only one medal per Chapter program is awarded per year, unless the unit is over 500, then more than one medal can be awarded for the organization. Additionally, Medals and Enhanced Program awards may be awarded only one time during the Cadets program involvement. An additional Outstanding Cadet Award program, the Enhanced JROTC Program for JROTC Third Year Cadets (for a four year program) or a Second Year Cadet (for third year) program, in the 11th grade, is an important addition of JROTC honors in recent years. In addition to more rigid selection criteria, the student must submit a 500 to 700 word essay by the Cadet on the topic: How has JROTC prepared me to be a better citizen of the United States of America. Several awards are available for JROTC/ROTC Cadets and to help Chapters administer their programs, the attached information has been prepared as a guideline. Chapters should place added emphasis on the school JROTC Outstanding Cadet (Enhanced) program, since winners are eligible for monetary rewards and added recognition. At all of the three levels of Award program management, the Chapter Chairmen play the most important part in helping recognize these outstanding youth citizens. The Chapter Chairmen should maintain contact with JROTC/ROTC affiliated schools and Military Science Instructors (MI) who manage them. It is important for School officials to be contacted at the beginning of the school year and later kept current on requirements and timelines for the various awards. Chapter representatives should also participate in ROTC and JROTC Award ceremonies whenever possible. Purchase of medals and any reimbursement policies can be found in the attached guidelines. The attached guidelines also contain information on the Award package submission requirements. Finally, please ensure that the State Society contact(s) are notified of Medal and Award selectee/winners at least in time to report to the Spring BOM. 5 ALSSAR JROTC/ROTC AWARDS PROCEDURES & GUIDANCE JROTC BRONZE MEDAL/CERTIFICATE & BAR The JROTC Bronze ROTC Medal was authorized in 1965 and is presented to Cadets in secondary school JROTC units at the 3 rd year level (for 4 year programs) 11 th grade (Junior year) of the participating high school (or the 2 nd year level for 2 year programs). The medal endeavors to foster the principle of citizen-soldier exemplified by the Minutemen. The award seeks to identify those JROTC students who exemplify leadership qualities, military bearing and overall excellence. The SAR ROTC Medal is approved by the United States Army, the United States Navy, the United Marine Corps and the United States Air Force. Each service has notified its ROTC Units of this approval and has authorized presentation to its cadets or midshipmen. ALSSAR Chapters present these Medals to students enrolled in JROTC programs in their Chapter areas. Recipients are selected for a high degree of merit with respect to leadership qualities, military bearing and general excellence. Bronze Medal recipients are selected by the Commanding Officer of the JROTC unit, who should be given full latitude in making the selection. Only one medal will normally be awarded each year in JROTC units with fewer than 500 students or midshipmen. In larger units, one medal may be presented for each 500 students enrolled in the unit. No recipient may receive it more than once. Moreover, where a school has more than one JROTC unit, each unit is counted separately. Cross town JROTC student participants are eligible for this JROTC award. Cadets receiving this award do not receive the Outstanding Cadet Award. The medal is struck on a circular planchet and on the reverse is depicted a Minuteman holding a rifle, with a plow and the Liberty Bell in the background. It is inscribed with the letters, ROTC. The reverse is inscribed Awarded for Leadership, Soldierly Bearing and Excellence to. It is suspended from the medal ribbon of the SAR colors as displayed above. A ribbon bar in the SAR Colors is included and a certificate is available. No miniature medal is available. The Bronze Medal w/certificate and bar is priced at $ It is purchased by Chapters through the SAR Merchandise Store (JROTC/ROTC medals and awards), SKU # Chapters may request reimbursement of up to ½ the cost of the medal/certificate - if they so desire. The Chapter Treasurer should request this reimbursement through the ALSSAR Treasurer by submitting a copy of the SAR Merchandise Store purchase invoice. Extra Bronze certificates (SKU 0406) are also available at the SAR Merchandise Store. This will also serve as an incentive to the students and publicize the SAR JROTC/ROTC program. The Silver Medal w/certificate and bar is $ It is purchased by the State Committee Chairman through the SAR Merchandise Store (JROTC/ROTC medals and awards), SKU # The State Chairman distributes the Silver Medal w/certificate at the Fall BOM or subsequent State Convention. The State Chairman should request this reimbursement through the ALSSAR Treasurer by submitting a copy of the SAR Merchandise Store purchase invoice. Extra Silver Medal Certificates (SKU 0413) are also available at the Store. 6

7 JROTC OUTSTANDING CADET (ENHANCED AWARD) BRONZE/SILVER & GOLD MEDALLION AWARDS In 1997, the President General of the SAR authorized the enhancement of the JROTC program the Outstanding Cadet (OC). Each SAR Chapter judges their Chapter s award packages and chooses an Outstanding JROTC Cadet (BRONZE MEDALLION AWARD). They submit that cadet for their State Society's Outstanding JROTC Cadet award program. The winner of the State OC competition (SILVER MEDALLION AWARD) will be entered into the National Outstanding JROTC Recognition program. They will be honored at the State Convention with a medallion and monetary award. The winner of the National OC competition will receive a GOLD MEDALLION and special monetary award at the SAR National Congress. An application (Nomination form with attachment, school official endorsements and required Cadet essay), should be completed and forwarded to the Chapter SAR contact for all nominees. The nomination application is attached. Chapter Committee members may make copies of the blank forms and provide them to JROTC Military Instructors. See Nomination document. This award is presented to the Outstanding Cadet in their next to last year of JROTC (11th grade in a four year program). For schools with a two year JROTC program, a Second Year Cadet may be selected. Enhanced Award (OC) submission packages must strictly follow requirements for the NSSAR ROTC/JROTC Enhanced Award Outstanding Cadet Nomination Packages. After selecting the Chapter winner, Chapter Committee Coordinators should submit their Nomination Package to the State ROTC/JROTC Committee Chairman for State Award review and judging. JROTCS Cadet Selection (primarily left up to the School s Senior Military Science Instructor) should include merit in patriotism, leadership, military bearing, scholarship and general excellence. The award application submission must also contain the following: Written recommendation by Principal with verification of GPA in top 25% of the class. Written recommendation by Senior JROTC Instructor with comments about the Cadet s leadership with verification of the Cadet s being in the top 10% of their JROTC class. Original Essay by the Cadet, of 500 to 700 words, the topic is: How has JROTC prepared me to be a better citizen of the United States of America. The essay may be done on a computer, typewriter, or by hand (in black ink). For multiple entries, at least three SAR member judges at the Chapter and State level select winners at those levels. Essays receive 30% of the overall grade. Written recommendations, leadership qualities and extracurricular community contributions, make up the remainder of the grading criteria. Chapter officials should present their awards at Chapter official events. State level winners also receive awards at the ALSSAR Annual Convention Awards Ceremony. ALSSAR purchases the State Bronze (Outstanding Cadet) Medallion for presentation at the State Convention (SKU $45.00) 7

8 SAR GOOD CITIZENSHIP MEDAL US Navy Sea Cadet Corps (NSCC) Recognition Program & Award for JROTC Cadets Not Eligible for Bronze JROTC Medal The SAR Bronze Good Citizenship Medal was originally authorized in 1895 and recognizes persons whose achievements are noteworthy in their school, community or State. The Good Citizenship medal can be awarded to US Navy Sea Cadet Corp (USNSCC) Outstanding Cadets who meet the medal selection criteria. It may also be awarded to JROTC Cadets who do not otherwise meet the Bronze ROTC Medal for JROTC Cadets award criteria. US Navy Sea Cadet Corps (NSCC) is a non-rotc program for American youth ages that have a desire to learn about the Navy, Marine Corps, Coast Guard and Merchant Marine. The objective of the Sea Cadet program is to introduce youth to naval life, to develop in them a sense of pride, patriotism, courage, and self-reliance, and to maintain an environment free of drugs and gangs. Participants in this program are not eligible for the Outstanding JROTC Cadet Enhanced Award. This medal is authorized for presentation in recognition of the Cadet's Leadership, Military Bearing, and Excellence of Character, Scholarship, and Citizenship. One medal per school year is available for award and Unit Commanding Officers may use the nomination package worksheet (without essay) as a selection guideline. Medal recipients are selected by the Commanding Officer of the NSCC unit, who should be given full latitude in making the selection. The medal is bronze, struck on a circular planchet and on the reverse is depicted a Minuteman holding a rifle, with a plow and the Liberty Bell in the background. It is inscribed, with the letters, "Good Citizenship Medal". The reverse is inscribed "Our inspiration is from the past, our duty is in the present, our hope is in the future." It is suspended from a ribbon of the SAR colors. A certificate of recognition accompanies the medal. The Bronze Good Citizenship Medal w/certificate and bar is $ It is purchased by Chapters through the SAR Merchandise Store (Good Citizenship Medals), SKU # Chapters may request reimbursement of ½ the cost of the medal/certificate if they so desire. The Chapter Treasurer should request this reimbursement through the ALSSAR Treasurer by submitting a copy of the SAR Merchandise Store purchase invoice. Extra certificates (SKU 0214) are also available at the Store. 8

9 Award Timelines & Purchase Information for Awards at the Various Levels Chapter ROTC/JROTC Committee Chairmen should contact the Senior Military Instructors and school administrators sponsoring JROTC/ROTC programs at the beginning of the school year and identify SAR recognition program goals and timelines. Follow up with sending JROTC/ROTC Nomination packages and requested timelines. The shorter time suspense for the Enhanced Outstanding Cadet Award is necessary because of requirements to submit awards to NSSAR before April 1. For information concerning costs of award packages and sources for these awards, see the attached award source purchase document. Timelines are as follows: September/October - Chapter ROTC/JROTC Chairmen notify school JROTC/ROTC Senior Military Instructor (SMI) concerning Bronze (JROTC); Silver (ROTC) Medals and the Enhanced JROTC Outstanding Cadet Award programs. Recommend the JROTC SMI assign the essay HOW HAS JROTC PREPARED ME TO BE A BETTER CITIZEN OF THE UNITED STATES OF AMERICA to students early on to encourage program involvement in the Enhanced Award program. September - Chapters and State Chairmen order Chapter (Bronze) and State (Silver) Medals and Outstanding Cadet (OC) Medallion to ensure awards are available for presentations. Chapters purchase the Bronze ROTC OC Medallion while ALSSAR purchases the State Silver Medallion. Chapters may seek reimbursement up to ½ the costs - if they desire. September/October - State ROTC Chairman distributes ROTC Silver Award Medals & Certificates to Chapter Chairmen at the Fall BOM (or later if circumstances require). December/January Ensure participating JROTC schools meet the deadline for the JROTC Outstanding Cadet (Enhanced Award) submission package to sponsoring ALSSAR Chapters. (RECOMMEND JAN 1) January 15 - Deadline for Chapters to submit their Enhanced Award winner packages to the State ROTC/JROTC Awards Program Chairperson for State level review and judging against other State Chapter winners. Negative responses are requested. February 1 Deadline for State ALSSAR to select Enhanced Award (Outstanding Cadet) winner. Schedule a panel of Chapter SAR members to judge the Essay and Award submission. Only SAR members should be used to judge the competition. February Before ALSSAR Convention - State Chairman notifies the ALSSAR Treasurer of the State ALSSAR JROTC Outstanding Cadet Enhanced Award winner to permit issuing a check of $600 in the winner s name for award along with a letter of congratulations from the ALSSAR President. Ensure appropriate Award Certificates, signed by both the ALSSAR President and Secretary, are prepared in advance of State Convention in case State winner desires to attend the OC Award announcement at the State Convention. ALSSAR does not provide reimbursement for the OC winner to attend the State Convention. Instead, we do cover hotel expense for the award winner and their family along with banquet meals for the winner and their parents. Ensure checks for 2 nd place ($250) and 3 rd place winners ($150) winners are prepared by the State Treasurer for Chapters to present at appropriate Chapter ceremonies. February - State Chairman announces the State Enhanced Award winner s name at the Annual ALSSAR Convention. 9

10 March Chapters should contact JROTC/ROTC SMIs in their respective areas to schedule presentation of any Award medals. Provide school SMIs with their Certificates and Medals so they may inscribe them for later award presentation. Chapters may also want to prepare the appropriate press release concerning their sponsored school s Outstanding Cadet Award winner. Provide school SMIs with their Cadets Certificates and Medals so they may inscribe them for later award presentation. March 15 - State ROTC Chairman forwards the winning ALSSAR Enhanced Outstanding Cadet Award package to the NSSAR program Committee Chairman (original) with a copy (hard copy) to the Director, NSSAR for National competition. A self- stamped addressed envelope may accompany the packages to act as a receipt. Ensure a record copy is maintained at State ALSSAR level. Follow up within 10 days of no proof of receipt is received. Send winning ALSSAR package to: ORIGINAL David J. This is normally in April/May in conjunction with the schools end of year Awards ceremony. May 1 Chapter Chairmen notify State Chairman of ROTC and JROTC units participating schools and Award winners from those schools. Negative reports are requested. State and Chapter Chairman prepares appropriate BOM report documenting Chapter ROTC/JROTC program involvement. June - After NSSAR Outstanding Cadet program judging, NSSAR will notify the appropriate State Society of the National Outstanding Cadet winner and the runner-up. State and Chapter representatives should notify the winner s school SMI and coordinate formal presentation at the National Congress if the winner s family desires to attend. July - The Outstanding Cadet at the National level will receive a Gold medallion on a neck ribbon, a ribbon bar and a gold star for wear on the ribbon bar. The National Society will provide a cash award of $2500 and up to $1000 in travel expense funds to the National Congress. The 2nd place National award recipient will receive a cash award of $1000 from the NSSAR while the third place winner will receive $500. The 2 nd and 3 rd place winners do not travel to Congress. July - After awards, Chapter Chairmen should prepare news releases concerning their local sponsored OC winner. 10

12 The Alabama Society will currently reimburse half of the cost for purchase of Chapter JROTC/ROTC medals/certificates if requested by Chapters. Chapters should pay for the cost of Medal/Certificate purchases first and then submit the proper invoices to the State ALSSAR Treasurer for reimbursement of these authorized costs if they decide to do so. PRICES ARE SUBJECT TO CHANGE, VERIFY COST ON NSSAR WEB SITE VIA SKU NUMBERS. ONLY NSSAR MEMBERS ARE AUTHORIZED TO PURCHASE MEDAL/CERTIFICATE ITEMS. For those who would like to recognize one or more of your JROTC military instructors for his or her work with supporting our program, would like to suggest the new JROTC lapel pin that we, the members of the national committee, now have available for sale. The sales generated from these lapel pins is being used to increase the JROTC endowment fund, from which we draw each year to cover the costs of the awards, so the more we are able to raise, the more we can increase the annual awards. The pin is ¾ inch in diameter and costs $25. Chapters normally purchase these. 12

PRATTVILLE A, (Date) The Sons of the American Revolution (SAR) is a national historical, educational and patriotic society whose members are descendants of Revolutionary War patriots dedicated to honoring patriotic citizenship. To fulfill our organization s focus of extending the institutions of American freedom, citizenship and patriotism, our Chapter is pleased to present our annual Enhanced Outstanding Cadet (OC) Award program in addition to the SAR JROTC Bronze Medal for JROTC cadets from your organization. These two programs permit selection of 11 th grade students (juniors), recognized by the unit Commanding JROTC Officer, who foster the principals of the citizen-soldier, exemplified by the Minutemen of Revolutionary War days in addition to outstanding scholarship. These awards are presented annually to JROTC cadets selected for their high degree of merit with respect to leadership qualities, military bearing and general excellence and have been approved by all military services for JROTC units. Specific criteria and requirements are listed on the attachment and on the NSSAR web site and our Alabama Society web site, for further guidance on our State Society programs for honoring JROTC Cadets Our organization would be pleased to present Certificates and Medals to your selectee at the appropriate school awards ceremony. The Enhanced (OC) Award nomination must be submitted before January 1, while the Bronze Medal should be chosen by your school and awarded before the end of the school year Nominations for the JROTC Enhanced Outstanding Cadet (OC) Award Medallion program are submitted to our Chapter, through State SAR Society up to the National SAR level for the JROTC Award/Medal Outstanding SAR JROTC student in the nation. This particular award is also open to the Third Year Cadet (11 th grade). The OC ward submission must include a 500 to 700 word essay by the Cadet on the topic: How has JROTC prepared me to be a better citizen of the United States of America. The State Society presents an Outstanding Cadet Award Medallion and a $500 award. The National Outstanding Cadet (OC) winner will be honored at the National SAR Congress (reimbursed for travel, hotel and expenses value not to exceed $1000), awarded the National SAR JROTC Outstanding Cadet medal and presented a separate check for $2000. It is suggested that 11 th grade cadets prepare for this award at the beginning of the school year by being involved in the writing this essay. The Bronze Medal (chosen by the Senior Military Instructor) award given at the end of school year JROTC Awards ceremony does not require an essay. 16 ALSSAR CHAPTER JROTC CHAIRMAN Judging Criteria & Tips for JROTC Awards/Medals Use the following tips to help ensure the Nomination Package meets the judging criteria and is not disqualified by the selection committee. (DOWNLOAD THE NOMINATION FORM SHOWN ON PAGES 14 AND 15 AT: Award Nominee must: Exhibit a high degree of merit with respect to leadership qualities, military bearing, all around excellence in JROTC activities, and community service. Be currently enrolled in JROTC Program AND in their Junior year (3 rd year class for a 4 year program and 2 nd year class if in a 2 year program - in the 11 th grade). TIP! Ensure the nomination package reflects current involvement. TIP! Nominees must be in their junior year at JROTC. Some Cadets throughout the NSSAR were improperly nominated and subsequently eliminated. Be in the top 10% of their JROTC Class - along with leadership potential. TIP! Ensure the Senior Military Science Instructors (SMIs) indicates the leadership potential of the Cadet (i. e. strong officer leadership candidate). TIP! The package must contain verification that nominee is in top 10% of their JROTC class. Some SMIs fail to submit this information in writing - and this can be a disqualifier. Show their class GPA and JROTC class standing. In the top 25 of their overall class TIP! Ensure the overall class standing and GPA calculates correctly. The overall class standing must be in the TOP 25%. The SMIs (and Chapter Chairman) may have to check the school s math as they must certify this. Sometimes these figures do not add up correctly and can result in the nomination being disqualified. TIP! Ensure the packages contain the necessary endorsements from both the Senior Military Instructors, and the Cadet s principal, validating the Cadet s exact class and GPA standing. 16

17 The nomination package must be accompanied by an original 500 to 700 word essay on the subject How has JROTC prepared me to be a better citizen of the United States of America. TIP! This is a part of the package that can also be a reason for disqualification due to the nominee not adhering to the strict guidelines of the criteria. The essay MUST be 500 to 700 words in length not more than 700 and not less than 500. Often nominees fall short of the word length requirement. Although the essay counts for 30% of the nominee s grade criteria, if it fails to meet these requirements, the whole package IS disqualified. TIP! Grammatical errors or misspelling can downgrade an otherwise very good paper. Recommend the SMIs have their English/Language Studies department review the essay for content and grammar prior to package submission. TIP! When briefing Junior JROTC Cadets on the Enhanced Outstanding Cadet program at the beginning of the school year, some SMIs may want to assign junior grade- level Cadets on the Better Citizen essay assignment. This can motivate the Cadets to become even more involved in this program and help the SMIS meet the nomination package deadline of January 1. TIP! Although not listed as part of the essay package requirements, essays that are neat and even double spaced are looked at favorably and could even help their submission. TIP! SAR judging should involve only SAR personnel. Papers should be submitted to judges randomly and should be presented so as not to reveal Cadets names before judging ALSSAR JROTC Chapter Chairmen should meet with JROTC SMIS at the start of the school year and brief them on the Enhanced JROTC Outstanding Cadet program; student benefits (both Medallion and Monetary Awards) and the specific awards submission deadlines in addition to any other TIPS that will help students get involved in the Awards program. 17
