7 FY Proposed Budget Highlights Summary 12/7/2012 Obligatory Packages and Direct Salary Costs Package OB01 Salary Account Adjustments - $25,226,423 Salaries General and Salaries Sworn provides salary costs for sworn and civilian, includes salary step and COLA increases. $7.3 million. Overtime Sworn account used for Emergency Inspections, Fire Safety Watch Filming & Other Safety Watches, Board of Rights, and any major emergencies (brush fires, major catastrophes) which are responded on overtime. Increase to the account is requested due to projected use. $1 million. Acct Constant Staffing Overtime this account is used to pay for Constant staffing overtime required to maintain minimum staffing levels on the field each day on Platoon Duty work schedule. Account increase is based on various factors that will require this account to be increased by $16.8 million (included in the total). Package OB02 Expense Account Adjustments - $ 1,477,880 Acct Contractual Services This account is used to pay for contracts. Funding requested for communication wireless data cards not currently covered by contract. Acct Field Equipment Expense This account is used to pay for maintenance of fleet and has been underfunded for the past seven years. Acct Office and Administrative Expense - This account is used to pay for software licenses and system maintenance. Funding requested to pay for increasing costs of maintenance: ADAM software, Decade software (CUPA), AVL, Diesel Exhaust Capture System. Acct Operating Supplies This account is used for the procurement of supplies and equipment needed for operations. Funding requested for new costs associated with the change-out of the field data tablets that are on ambulances and rescue vehicles; recurring costs for LAFD s Air Operations (not previously funded); and for a new expense for Narcotics the LA County will start to charge effective July 1, Package OB03 Staffing for Fire Stat Unit - $198,914 Funding and regular authority for Fire Statistical Manager and Sr. Fire Statistical Analyst to establish and manage an LAFD Data Analysis Unit. Package OB04 Restoration of Civilian Positions ($27,155) As part of the FY Adopted Budget, twelve filled civilian positions which were originally targeted for deletion under the Mayor s FY Proposed Budget were restored with funding for 6 six months. These authorities will expire December 31, This request is for the restoration of six (6) filled positions in exchange for five (5) vacant regular positions identified for deletion. The rest of the employees in filled positions will be moved to other vacant regular authorities.

8 Package OB05 Continuation of Resolution Authorities $413,260 Request to continue funding and resolution authority for two (2) Fire Assistant Chiefs assigned to the Harbor Department (Port of LA) and LAX Homeland Security Blue Ribbon Panel. Funding for continuing resolution authorities is requested each fiscal year. Priority Packages and Direct Salary Costs Package PR01 Recruit Training - $ 6,958,132 Request funds for two Training Academy classes with 70 recruits in each class (one to start January 2014 and one to start June 2014), and 13 new sworn staff members to meet training requirements (there are 29 current members that are dedicated to Recruit Training), expense and equipment for the Drill Tower. Package PR02 Dispatch Center - $ 1,578,031 Add five sworn positions to meet staffing needs as part of the conversion of sworn positions at the Metropolitan Fire Communications (MFC) from Platoon Duty to Special Duty that will result in changes in the sworn work schedule. This request also introduces the adoption of a new operational plan for MFC by staffing the center with civilian call takers. Only 12 civilian call taker positions are requested to start training in March This will be phased in and no sworn positions will be reduced in FY Package PR03 Dispatch Quality Improvement Unit - $678,465 Add four sworn positions for the Dispatch Quality Improvement Unit to improve dispatcher performance, ability to provide timely and appropriate training to dispatchers, additional resources for purchase of computer equipment/software, and funds for certification courses. Package PR04 Restoration of Fire Services $10,763,166 Restoration of Fire Services a: Add 12 positions for two BLS ambulances - $1,735,379 Restoration of Fire Services b: 6 Apparatus Operators for Haz Mat Squad, 3 Fire Engineers for Truck 9 and 3 Emergency Incident Technicians - $1,852,369 Restoration of Fire Services c: Upgrade 25 Fire Companies to Advance Life Support Assessment Companies (Firefighter III to Firefighter III/Paramedic and equipment) - $1,517,202 Restoration of Fire Services d: Add 36 positions for Three Engine Companies - $5,658,216 Package PR05 International US&R - $2,450,458 This request is to provide funding for LAFD to become an international deployable Urban Search and Rescue Team. The Department would submit an application to the Office of Foreign Disaster Assistance (OFDA) to be designated as an international rescue team. Funding is required for $2.6M International Urban Search and Rescue deployment cache, and salaries for two civilian administrative positions to manage the equipment, supplies, and meet reporting requirements. Packages PR06 10% General Fund Reduction and Offsets - $3,100,000 Provide revenue offsets in-lieu of eliminating approximately civilian positions. With only 315 regularized civilian authorities that provide fleet maintenance, and provide support in the areas of revenue, payroll, accounting, grants management, budget management, personnel

9 services and systems support, it is extremely difficult to identify any reduction of positions that would not negatively impact Department operations. Package PR07 Staffing for Employee Relations Office - $304,273 Request for funding and authority for a highly trained and experienced civilian to be the Labor Relations Manager and one Fire Battalion Chief to manage the complex labor relations issues facing this Department, including FLSA. MICLA - $27.2 Million The Department s current fleet includes a total of 1024 various types of vehicles. The Proposed Budget includes a request for $27.2 Million for the replacement of 151 various types of vehicles.
